The World Energy Outlook 2023 provides in-depth analysis and strategic insights into every aspect of the global energy system. Against a backdrop of geopolitical tensions and fragile energy markets, this year’s report explores how structural shifts in economies and in energy use are shifting the way that the world meets rising demand for energy.

This Outlook assesses the evolving nature of energy security fifty years after the foundation of the IEA. It also examines what needs to happen at the COP28 climate conference in Dubai to keep the door open for the 1.5 °C goal. And, as it does every year, the Outlook examines the implications of today’s energy trends in key areas including investment, trade flows, electrification and energy access.

This year’s edition of the World Energy Investment provides a full update on the investment picture in 2022 and an initial reading of the emerging picture for 2023.

The report provides a global benchmark for tracking capital flows in the energy sector and examines how investors are assessing risks and opportunities across all areas of fuel and electricity supply, critical minerals, efficiency, research and development and energy finance.

It focuses on some important features of the new investment landscape that are already visible, including the policies now in place that reinforce incentives for clean energy spending, the energy security lens through which many investments are now viewed, widespread cost and inflationary pressures, the major boost in revenues that high fuel prices are bringing to traditional suppliers, and burgeoning expectations in many countries that investments will be aligned with solutions to the climate crisis.

The second edition of the World Energy Employment (WEE) report tracks the evolutions of the energy workforce from before the pandemic, through the global energy crisis, to today. The report provides a comprehensive stock-take of energy employment with estimates of the size and distribution of the labour force across regions, sectors, and technologies. The dataset provides granularity on workers along the entire energy value chain, covering fossil fuel supply, bioenergy, nuclear, low-emissions hydrogen, power generation, transmission, distribution, and storage; and key energy-related end uses, including vehicle manufacturing and energy efficiency for buildings and industry, among other segments. Additionally, WEE 2023 includes for the first time employment data for the extraction of selected critical minerals, including copper, cobalt, nickel and lithium.

This year’s report also benchmarks energy employment needs against an outlook to 2030 across IEA scenarios, outlining key policies that could help countries cultivate and maintain a skilled energy workforce throughout the energy transition.

WEE 2023 explores in depth the risks of skilled labour shortages and how this may influence the outlook for the industry and includes new analysis on skills, certifications, wages, and job postings. The findings signal that the ongoing shifts in energy employment will continue and can present both opportunities and risks. With the right enabling measures in place, policy makers, energy companies, labour representatives, educational and vocational training institutions, and other key stakeholders can work in concert to avoid labour transition risks while ensuring the transition to cleaner sources of energy remains people-centred.

This report looks at the demand for counterfeit goods and identifies its key drivers. It discusses the specificity of the demand for counterfeit goods, including both deliberate and unintentional demand. Indeed, some consumers will deliberately buy counterfeit and pirated goods while others will be deceived into buying illicit products, thinking they are genuine. The report also examines the profiles of destination economies in the global trade of counterfeit and pirated goods. It uses quantitative analysis to study the economic characteristics of various economies, including the quantitative relationship between counterfeit intensity and certain observable socioeconomic factors. The identification of socio-economic factors, in particular, influencing the demand for counterfeit and pirated goods is crucial to help policymakers develop appropriate policies, including better targeting of consumer awareness campaigns.

In today's dynamic and rapidly evolving world, evidence-informed decision-making has emerged as a cornerstone in guiding effective education policy and practice. In particular, creating a culture of research engagement is often highlighted as a key ingredient to strengthening the impact of research. However, it is not always clear how that works in practice.

The publication provides analyses of data collected from more than 30 education systems. It delves into how systemic and organisational capacity for thoughtful engagement with research can be built into policy and practice. It also contains concrete examples of building a culture of research engagement by presenting diverse case studies, analyses, tools and processes. It is intended as a practical resource for policy makers, educational leaders, teachers and the research community to stimulate reflection and guide their efforts to developing a culture of research engagement in education.

This report presents the policy recommendations resulting from the National Dialogue on Water in Indonesia, which took place between June 2022 and March 2023. Getting water resources management right, underpinned with appropriate financing mechanisms, is a prerequisite for realising Indonesia’s ambitious national economic growth agenda to become one of the top five global economies by 2045. The Dialogue, therefore, centred around two priority areas: 1) financing water infrastructure and 2) non-structural measures for flood disaster risk reduction.

The report explores several instruments to enhance the financing of water services in Indonesia, such as the advantages and disadvantages of uniform water tariffs, independent economic regulation, pollution charges and demand management instruments. The report recommends the utilisation of land value capture as an additional source of financing. It also explores how water information systems for disaster response, flood forecasting and early warning can reduce flood disaster risk.

The National Dialogue on Water in Indonesia is part of a regional initiative with the Ministry of Environment of the Republic of Korea, the Asia Water Council and the OECD.

North and West Africa are undergoing rapid urbanisation. While cities and urban areas have always been sites of conflict, given their political and economic importance, many insurgencies, rebellions and separatist movements are associated with rural areas. Has increased urbanisation led to increased conflict in cities or do conflicts stay predominantly rural? Combining a regional and local perspective, this report examines and maps the rural-urban geography of conflict in North and West Africa since the late 1990s. A qualitative analysis of ten cities helps to illuminate the local sources of conflict. At a time of increasing violence in West Africa, the report lays out a solid foundation for policy makers, experts and researchers to develop more security and development place-based policies.

This 29th edition of the “Red Book”, a recognised world reference on uranium jointly prepared by the Nuclear Energy Agency (NEA) and the International Atomic Energy Agency (IAEA), provides analyses and information from 54 uranium producing and consuming countries. The present edition reviews world uranium market fundamentals and presents data on global uranium exploration, resources, production and reactor-related requirements. It offers updated information on established uranium production centres and mine development plans, as well as projections of nuclear generating capacity and reactor-related requirements through 2040.

The clean energy transition requires a fundamental transformation of power systems, including much higher levels of digitalisation at scale across all grid domains, from generation to transmission and distribution to end-use. Strong policy attention is required to scale up investments in smarter and more resilient grids in emerging and developing economies where electricity consumption is set to grow at a rapid rate while also providing greater levels of electricity access. Investments in smarter and more resilient grids will be necessary to accommodate the greater deployment of renewable energy and enhance energy security.

Digital technologies designed for power systems are instrumental to unlock essential system services required to integrate high shares of variable renewable energy. They can also provide solutions to leverage data flows, connectivity, and management across the whole electricity system. To unlock these digital opportunities, adequate planning, investment, and policy action are needed.

As part of the Digital Demand Driven Electricity Networks (3DEN) initiative, this report provides guidance for energy policy makers on possible ways to enable and drive investments in smart and resilient electricity grids. It also gives suggestions on how to start creating an environment that supports the effective use of innovative digital technologies within the electricity sector. It draws on examples and case studies to show the wide range of digital opportunities and solutions that can help governments implement efficient and smart power systems.

The Brussels-Capital Region has witnessed significant improvements in its labour market over the past decade. Local job creation has been driven by ample opportunities for highly-skilled workers whom the Brussels-Capital Region attracts from its surrounding regions, the European Union, and beyond. However, not all of the region’s population has seen their labour market prospects improve equally. Many workers with lower levels of education continue to compete for a small number of vacancies, despite the increasingly tightening labour market.

A future vision for the Brussels-Capital Region, therefore, needs to be built on recognising and addressing the multiple and often distinct challenges faced by its young and diverse population. In a labour market that offers high rewards for skills formation, tailoring continuous education and training offerings to different groups while removing barriers to participation in such programmes will need to take priority. Simplifying processes for accessing employment services, streamlining labour market policies, supporting the geographic mobility of less-educated jobseekers, and removing barriers to employment for its migrant population could serve as building blocks to increase labour force participation and improve the employment quality of all local talent.

The precautionary principle has been an important aspect of regulatory delivery for nearly four decades. Now widely applied and with a global reach, the principle is often invoked whenever the scientific evidence surrounding the safety of a given technology is not conclusive. It is often applied where a safety risk is known to exist, but the probability and magnitude of harm are uncertain or unknown. The principle thus supports — and is an important element of — risk-based regulation. It is an important principle for the energy transition, in particular, though it is complex to apply in practice. The safety risk of technologies supporting the energy transition is immediate, which can lead regulators to operate and apply the principle over-cautiously — sometimes to the extent of complete inaction. This report examines how the precautionary principle can be used to support flexible decision making by helping regulators and operators manage risk through positive action.

Uganda’s Energy Transition Plan (ETP) is a strategic roadmap for the development and modernisation of Uganda’s energy sector. It charts an ambitious, yet feasible pathway to achieve universal access to modern energy and power the country’s economic transformation in a sustainable and secure way. The plan was developed by Uganda’s Ministry of Energy and Mineral Development, with support from the International Energy Agency, and provides the groundwork for the government’s upcoming Integrated Energy Resource Master Plan.

The analysis does not just look at Uganda in isolation but considers how global trends are influencing and opening up new opportunities, notably driven by rapidly evolving clean technology costs and shifts in energy and climate finance. Particular focus is paid to making use of the country’s considerable energy and mineral resources, and parlaying this into economic development for Uganda, a core pillar to ensure the pathway in the ETP is a just and inclusive one. The report provides detailed sector-by-sector analysis, including key targets and milestones, estimates of investment needs, and includes high-level recommendations for its implementation. While the focus of the report is from now to 2050, the ETP also highlights key steps to further the energy sector’s decarbonisation beyond 2050 and estimates at what point the energy sector is poised to reach net zero.

This in-depth review of the energy policies of Uganda follows the format used by the International Energy Agency (IEA) for its peer reviews for member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences.

Uganda has set an ambitious agenda to develop its substantial energy and mineral resources, promote economic development, end energy poverty, and lead the country to a just energy transition. Uganda’s stated objective in Vision 2040 is to transform into “a modern and prosperous country”, ensuring a better future for its citizens. The energy sector will play an important role in helping Uganda achieve this.

The newly launched Energy Policy for Uganda 2023 will serve as a crucial tool and major contribution to the country’s ambitious agenda. Uganda already has in place much of the technical expertise, government institutions and policy frameworks to reach its energy goals. It has also made significant progress over the past two decades in providing access to electricity and expanding generation capacity, and further ambition is encouraged to achieve universal energy access by 2040.

This report assesses the energy sector and the related challenges facing Uganda and serves as a situational analysis that feeds into the development of the country’s Energy Transition Plan to provide policy recommendations and support the development of the energy sector and the path towards universal access for all.

Central Asia's trade performance has displayed remarkable resilience to recent economic shocks. Nevertheless, the region’s dependence on a limited number of export commodities and a narrow range of trading partners exposes it to significant risks. Central Asian governments are therefore prioritising improved connectivity to integrate better into global value chains, reduce geographical disadvantages, and increase imports and exports. Trade facilitation plays a pivotal role in achieving these goals by reducing trade costs and fostering integration. However, Central Asia still faces substantial challenges, and, despite significant improvements in recent years, it falls behind most of the regions covered by the OECD's Trade Facilitation Indicators (TFI). This report takes stock of TFI progress in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, presents preliminary results for Turkmenistan for the first time, and showcases areas of TFI improvement. It also evaluates remaining trade barriers and provides recommendations to for trade facilitation reforms, including the need to prioritise trade community feedback to streamline procedures, digitalise and harmonise standards, and implement systemic border agency co-operation mechanisms. A co-ordinated approach to improving trade facilitation across the region could reduce trade costs substantially, lifting both trade turnover and growth.

The growing demand for raw materials in the Hungarian economy projected up to 2050 is expected to exert significant additional pressure on the environment, putting the country at risk of missing important environmental goals and opportunities to strengthen the competitiveness and resilience of its economy. Despite the notable progress in decoupling environmental pressures from economic activities over the past 20 years, several challenges remain. The transition to a circular economy has significant potential to address these challenges. To fully realise the circular potential of its economy, Hungary will need to adopt a comprehensive circular economy policy framework. This report outlines a set of key elements for the development of the Hungarian national circular economy strategy and action plan. It identifies priority areas that are deemed critical to the Hungarian circular economy transition, including: biomass and food, construction and plastics, as well as cross-cutting horizontal tools to facilitate an economy-wide circular transition. It also provides 45 policy recommendations and suggests specific implementation actions across the priority areas for the short, medium and long term.

Latvia’s current National Development Plan, approved in 2020, sets out a clear vision for the Latvian justice system by 2027. This includes establishing international standards and good practices in the development of national policies to build a child-friendly justice system. This report assesses the benefits of implementing the Barnahus model in Latvia as a child-friendly and interagency one-stop shop to support children exposed to violence or abuse as well as those who have witnessed violence. It examines a whole-of-state approach to promote a justice system that is more people- and child-friendly, incorporating sound governance mechanisms. This report provides recommendations for delivering more targeted and accessible child-friendly justice services in Latvia, as well as different approaches used in OECD Member and partner countries to close justice inequality gaps. 

This report analyses Egypt’s legal and policy framework and takes stock of the Egyptian Government’s efforts to co-ordinate child justice services and make the justice system in Egypt more child-friendly. It includes an analysis of specific design and delivery mechanisms of justice and support services based on the legal needs of children and identifies the roles, responsibilities and co-operation opportunities for relevant governmental stakeholders involved in child-friendly justice. The review considers a range of essential components of a child-friendly justice system in all its forms – criminal, civil and administrative justice. It highlights the results achieved so far and provides tailored policy recommendations to support Egypt in better meeting the justice needs of children, in line with international standards and treaties.

The re-opening of Samoa’s borders in late-2022 kickstarted the country’s recovery from the COVID-19 pandemic. This offers an opportunity to rebuild sustainably its tourism, maritime transport, and fisheries sectors. Samoa’s ocean resources can also augment its resilience to future shocks such as climate change. Through an analysis of Samoa’s economic trends and environmental pressures, institutional set-up and policy tools, as well as financing landscape, this report identifies opportunities and challenges for Samoa’s ocean economy to drive sustainable and resilient development. The Samoa Ocean Strategy offers a blueprint for such a pursuit, but there remain gaps and impediments. To address them, the report provides several cross-cutting and sector-specific policy recommendations to accelerate Samoa’s transition to a sustainable ocean economy.

Towards Hydrogen Definitions Based on their Emissions Intensity is a new report by the International Energy Agency, designed to inform policy makers, hydrogen producers, investors and the research community in advance of the G7 Climate, Energy and Environmental Ministerial meeting in April 2023.

This report assesses the greenhouse gas emissions intensity of the different hydrogen production routes and reviews ways to use the emissions intensity of hydrogen production in the development of regulation and certification schemes. An internationally agreed emissions accounting framework is a way to move away from the use of terminologies based on colours or other terms that have proved impractical for the contracts that underpin investment. The adoption of such a framework can bring much-needed transparency, as well as facilitating interoperability and limiting market fragmentation, thus becoming a useful enabler of investments for the development of international hydrogen supply chains.

While many countries of Latin America and the Caribbean (LAC) have committed to achieving climate neutrality and building resilience, translating these commitments into actions is imperative. This requires, for instance, better management of increasing risks from climate change and climate variability, as well as reducing greenhouse gas (GHG) emissions through promoting innovation and green investments. Achieving these goals will require comprehensive long-term strategic and financial planning, a more integrated and inclusive approach, which better aligns adaptation and mitigation policies and measures across different sectors, albeit at a differentiated level.

This report identifies LAC countries’ main climate change policy priorities, which were discussed through a series of Regional Policy Dialogues and Expert Workshops and complements these with findings of recent analyses by the OECD and other international partners. It explores issues related to their implementation on climate adaptation, mitigation, and cross-cutting policy areas. The report covers various economic sectors, ranging from energy, transport, agriculture and tourism, as well as environment-related policies on infrastructure, water, biodiversity and ecosystems. The report also explores cross-cutting topics, such as climate governance and finance, environmental information, technology transfer, circular economy, oceans, gender equality and education. To overcome challenges and grasp the opportunities associated with a transition towards climate resilience and neutrality, the report proposes an Action Plan, with 40 key policy recommendations.
