Many governments seek to attract private finance for infrastructure through public-private partnerships (PPPs) in order to maintain investment at the same time as limiting public spending. Experience with PPPs has, however, been mixed. Some transport PPP projects have delivered major cost savings but many more have exceeded their budgets. PPPs are prone to overestimating revenues and when projects run into financial difficulty, risks have a tendency to revert to the
taxpayer.

The report examines the nature of risks and uncertainty associated with different types of PPP project and the practical consequences of transferring risks to private partners. It assesses the fiscal impact of PPPs and discusses budget procedures and accounting rules to limit the public liabilities they can create. The report also reviews the relative merits of tolls, availability payments and regulated asset base models for attracting finance for public infrastructure from private investors on a sustainable basis.

This Review focuses on improving access to quality and timely services for citizens as a means to facilitate inclusive growth in the Dominican Republic. Despite its macroeconomic performance in the last decade, poverty and levels of inequalities remain high in the Dominican Republic. At the same time, citizens report limited satisfaction with the quality and access to services in the country, often reflected in less than optimal outcomes in areas such as health, transport or education. The review's focus on service delivery offers the opportunity to apply the concepts and tools of public governance at an operational level and with immediate implications for the government-citizen relationship. The inclusion of multidisciplinary good practices, collected through OECD work on public sector management, digital government, innovation or administrative simplification, allows a comprehensive but integrated assessment of the use of public policy levers for optimizing service design and delivery. By covering aspects relating both to the competence of government – in terms of the quality, timeliness and effectiveness of public services – and to the principles governing the provision of services – including engagement, accountability or inclusiveness, this review identifies policy recommendations to improve access, coverage and quality of public services, regardless of income levels, location and other social and economic factors – as a key lever to achieve more inclusive growth.

Recognising both the complexity of skills policies and the potential for peer learning, the OECD has developed a global Skills Strategy that helps countries to identify the strengths and weaknesses of their national skills systems, benchmark them internationally, and develop policies that can transform better skills into better jobs, economic growth and social inclusion. This book presents a strategy that will help countries reach the goal of having and making the best use of a high-quality pool of skills. The OECD Skills Strategy shifts the focus from traditional measures of skills, such as years of initial education and training or qualifications attained, to a much broader perspective that includes the skills people can acquire, use and maintain–and also lose–over a whole lifetime. Without sufficient investment in skills, people languish on the margins of society, technological progress does not translate into economic growth, and countries can no longer compete in an increasingly knowledge-based global society. In addition, the book points out that for skills to retain their value, they must be continuously maintained and upgraded throughout life so that people can collaborate, compete and connect in ways that drive economies and societies forward.

This joint OECD-ILO report provides a comparative analysis of case studies focusing on improving skills use in the workplace across eight countries. The examples provide insights into the practical ways in which employers interact with government services and policies at the local level. They highlight the need to build policy coherence across employment, skills, economic development and innovation policies, and underline the importance of ensuring that skills utilisation is built into policy development thinking and implementation.

Skills utilisation concerns the extent to which skills are effectively applied in the workplace to maximise workplace and individual performance. It involves a mix of policies including work organisation, job design, technology adaptation, innovation, employee-employer relations, human resource development practices and business-product market strategies. It is often at the local level that the interface of these factors can best be addressed.

Payers for health care are pursuing a variety of policies as part of broader efforts to improve the quality and efficiency of care.  Payment reform is but one policy tool to improve health system performance that requires supportive measures in place such as policies with well-developed stakeholder involvement, information on quality, clear criteria for tariff setting, and embedding evaluation as part of the policy process. Countries should not, however, underestimate the significant data challenges when looking at price setting processes. Data access and ways to overcome its fragmentation require well-developed infrastructures. Policy efforts highlight a trend towards aligning payer and provider incentives by using evidence-based clinical guidelines and outcomes to inform price setting. There are signs of increasing policy focus on outcomes to inform price setting. These efforts could bring about system-wide effects of using evidence along with a patient-centred focus to improve health care delivery and performance in the long-run.

Over the last few years, social and emotional skills have been rising on the education policy agenda and in the public debate. Policy makers and education practitioners are seeking ways to complement the focus on academic learning, with attention to social and emotional skill development. Social and emotional skills are a subset of an individual’s abilities, attributes and characteristics important for individual success and social functioning. Together, they encompass a comprehensive set of skills essential for students to be able to succeed at school, at work and fully participate in society as active citizens.

The benefits of developing children's social-emotional skills go beyond cognitive development and academic outcomes; they are also important drivers of mental health and labour market prospects. The ability of citizens to adapt, be resourceful, respect and work well with others, and to take personal and collective responsibility is increasingly becoming the hallmark of a well-functioning society. The OECD's Survey of Social and Emotional Skills (SSES) is one of the first international efforts to collect data from students, parents and teachers on the social and emotional skills of students at ages 10 and 15. This report presents the first results from this survey. It describes students' social and emotional skills and how they relate to individual, family, and school characteristics. It also examines broader policy and socio-economic contexts related to these skills, and sheds light on ways to help education leaders and policy makers monitor and foster students’ social and emotional skills.

This report presents an in-depth cross-country analysis of how long-term care workers fare along the different dimensions of job quality. In the initial stages of the COVID-19 pandemic, the applause for care workers was a clear expression of the strong recognition of their hard work and exposure to risks in their job. However, as the applause faded after the peak of the crisis, questions have re-emerged about how to improve the working conditions of long-term care workers in a sustainable way. Over the coming decades, the demand for these workers will increase substantially. Several countries are already facing shortages as the large baby-boom generation joins the older population.

To go Beyond Applause, a comprehensive policy strategy is needed to tackle poor working conditions and insufficient social recognition of long-term care work, attract workers in the sector and avoid labour shortages reaching unacceptable levels. Such a strategy should cover several dimensions, with different priorities across countries depending on their specific context, including: direct interventions to raise wages and increase staff requirements; increasing public financing and fostering the leading role by governments; supporting collective bargaining and social dialogue; strengthening training; increasing use of new technologies; and, strengthening health prevention policies.

The arrival of the COVID-19 pandemic in Central Asia in early 2020 had a profound social and economic impact on a region still recovering from the effects of the 2008-09 Global Financial Crisis and the 2014-15 commodity price shock. Structural weaknesses linked to both public- and private-sector capacities rendered the Central Asian countries particularly vulnerable to both the economic and public-health impacts of the crisis. In the short-term social and economic recovery will depend on the effectiveness of vaccination campaigns and support measures, but longer-term prospects will require steps to address these weaknesses. An ambitious reform agenda aimed at strengthening the foundations for a private sector-driven recovery is essential. Improvements to the business climate need to be complemented with measures to address longer-term challenges such as digitalisation and climate change. Prospects for recovery in Central Asia will therefore depend on the ability of governments to turn the crisis into an opportunity for deeper reform implementation. This report, part of an ongoing project co-financed by the European Union, explores the macro-economic impacts of the pandemic on the economies of Central Asia and assesses the overall policy responses of governments, including the factors affecting their policy options. The report then identifies four priority policy areas for a strong economic recovery: public revenue management, the business climate, digitalisation, and the green transition. It also explores one specific way to ensure that policies reflect needs of business through an analysis of the contribution of business intermediary organisations (BIOs) to private-sector recovery. It offers specific policy recommendations on these priorities for the region

Nuclear energy is an important source of low-carbon electricity and thus plays a significant role in avoiding carbon emissions. It has the potential to decarbonise the global energy sector even further by also providing heat for industrial applications and residential heating, which both continue to run mainly on fossil fuels. More than 65 nuclear reactors around the world (about 15% of the total) with decades of experience demonstrate on a daily basis the feasibility of providing non-electric applications of nuclear energy such as district heating, desalination or other forms of process heat.

In order to further reduce carbon emissions, the share of nuclear reactors used for cogeneration needs to be expanded. However, until recently the economic competitiveness of thermal energy produced by nuclear power plants has been a challenge. Not accounting for climate change impacts, heat produced by gas- or coal-fired power plants has frequently been cheaper. Yet, as fossil fuel prices rise and carbon costs are increasingly accounted for, the economics of nuclear cogeneration begin to look more favourable. A good understanding of the technical realities and economics of nuclear cogeneration, including its implications for electricity and energy systems, is essential to take advantage of this changed environment. This NEA report provides a thorough overview of nuclear cogeneration, with a view to helping energy decisionmakers and interested experts in assessing the costs and benefits of having nuclear energy provide both low-carbon electricity and low-carbon heat.

Metrics matter for policy and policy matters for well-being. In this report, the co-chairs of the OECD-hosted High Level Expert Group on the Measurement of Economic Performance and Social Progress, Joseph E. Stiglitz, Jean-Paul Fitoussi and Martine Durand, show how over-reliance on GDP as the yardstick of economic performance misled policy makers who did not see the 2008 crisis coming. When the crisis did hit, concentrating on the wrong indicators meant that governments made inadequate policy choices, with severe and long-lasting consequences for many people. While GDP is the most well-known, and most powerful economic indicator, it can’t tell us everything we need to know about the health of countries and societies. In fact, it can’t even tell us everything we need to know about economic performance. We need to develop dashboards of indicators that reveal who is benefitting from growth, whether that growth is environmentally sustainable, how people feel about their lives, what factors contribute to an individual’s or a country’s success. This book looks at progress made over the past 10 years in collecting well-being data, and in using them to inform policies. An accompanying volume, For Good Measure: Advancing Research on Well-being Metrics Beyond GDP, presents the latest findings from leading economists and statisticians on selected issues within the broader agenda on defining and measuring well-being.
