This publication contains the proceedings of the World Forum on Key Indicators held in Palermo in November 2004. In it, statisticians from governmental statistical offices, international organisations, and academia explain why indicator systems are useful and how statistics can be used, how to implement systems related to different kinds of statistics, and what systems are already in place. This conference was the first co-ordinated world wide effort to study the development and implications of large-scale systems of public information for developed countries.

This book provides comments and illustrations to facilitate the common interpretation of the standard in force for grading strawberries in international trade under the Scheme for the Application of International Standards for Fruit and Vegetables set up by the OECD in 1962. It is therefore a valuable tool for both the Inspection Authorities and professional bodies responsible for the application of standards or those interested in international trade of strawberries.

This report describes the progress achieved to date in implementing the donor community’s commitments to improve foreign aid effectiveness. It has been prepared as a contribution to the Paris High Level Forum on Aid Effectiveness (28 February - 2 March 2005).

To measure aid effectiveness, 14 countries participated in a ground-breaking survey in 2004 that measured aid harmonisation and alignment. Herein lie the results. Generally encouraging, the results show that developing countries and donors are indeed working together to improve co-ordination and aid effectiveness. Increased efforts are needed, however. This volume provides a snapshot of the state of affairs in 14 developing countries and highlights a number of suggestions for carrying the Rome Agenda forward.

This review analyses the Slovak energy sector and policies, and provides recommendations for the government. It is a comprehensive assessment of what constitutes a remarkable case study of effective energy reforms in an economy in transition, which has applied for IEA membership.

Subsidies are pervasive in OECD countries and are among the most powerful public policy instruments.  But they often introduce unintended consequences, such as budget deficits, pollution, unemployment and trade distortions. This report contains the proceedings of an OECD workshop on subsidy reform held in October 2005 under the auspices of the OECD programme on sustainable development.  It provides an overview of approaches for assessing subsidies and associated taxes, and looks at country experiences in reforming subsidies in the agriculture, fisheries, industry, and transport sectors.

Die meisten Länder äußern unabhängig davon, ob bei ihnen Lehrermangel herrscht oder nicht, Besorgnis über die Effektivität der Lehrkräfte. Darüber hinaus ändern sich die Aufgaben der Lehrkräfte, die über neue Kompetenzen verfügen müssen, um den Anforderungen stärker diversifizierter Schülerpopulationen gerecht
zu werden und in Schulen und anderen Einrichtungen effizient mit neuen Personalkategorien zusammenzuarbeiten.
Im April 2002 startete der OECD-Bildungsausschuss eine internationale Untersuchung der Lehrerpolitik, um zwischen den Ländern den Informationsaustausch über innovative und erfolgreiche Initiativen zu erleichtern und Politikoptionen für die Anwerbung, Förderung und Bindung leistungsfähiger Lehrkräfte zu identifizieren. Die vorliegende Publikation ist das wichtigste Ergebnis dieser Anstrengungen, in deren Rahmen auch 25 Hintergrundberichte von Teilnehmerländern, 10 Berichte externer Prüfteams im Anschluss an Länderbesuche sowie mehrere Auftragsstudien erstellt wurden. Dieses OECD-Projekt dürfte die umfassendste Analyse sein, die je zu Fragen der
Lehrerpolitik auf internationaler Ebene durchgeführt wurde.

Skills are key to a better job and a better life. Yet acquiring them is often most difficult for the people who need them most: those trapped in low-paid jobs with hard working conditions. Innovative experiments throughout OECD member countries show that barriers to skills acquisition can be overcome. A wide range of actors from government, business and civil society have joined efforts and embarked on initiatives that indeed fill the gap between labour market policy and vocational training, and workers’ weaknesses and employers’ evolving needs. There are rich lessons to be learned from the experiences of Belgium (Flanders), Canada, Denmark, the United Kingdom and the United States, which are investigated in this book.

This book offers ready access to those consensus documents which have been published thus far. As such, it should be of value to applicants for commercial uses of transgenic crops, regulators in national authorities as well as the wider scientific community. The OECD Structural and Demographic Business Statistics database (SDBS) provides a wealth of information at a very detailed sectoral level including: turnover, value-added, production, operating surplus, employment, labour costs and investment to name but a few, broken down by sector and business size classes. The two major additions to this publication are the introduction of the size class dimension and the inclusion of data on business demography statistics (business birth, death and survival rates).

This OECD Structural and Demographic Business Statistics publication, 2006 edition, replaces the earlier Structural Statistics for Industry and Services publication and provides only a summary of the information available on the database, which covers more variables and all ISIC Rev. 3 sectors. The full database is available at www.OECD-iLibrary.org. The ‘reader’s guide’, included in this publication explains how the database can be used and compared with other datasets such as the national accounts.

This publication is a complete collection of the papers presented at the workshop on "Pan-European Co-operation towards Strong Inland Waterway Transport: On the Move" held in Paris on 22 and 23 September 2005. The purpose  of the workshop was to establish what progress had been made since the Pan-European Conference on Inland Waterways in Rotterdam in 2001 in preparation for the Bucharest Ministerial Conference, scheduled for September 2006. The papers focus essentially on the development of the inland waterway market in a pan-European context, conditions of competition, infrastructure development and the environment. A summary of the discussions at the workshop and its conclusions are also given.  The workshop was jointly organised by the ECMT, UNECE, the Central Commission for Navigation on the Rhine and the Danube Commission.

This review of early childhood education and care (ECEC) in twenty OECD countries describes the social, economic, conceptual and research factors that influence early childhood policy. These include increasing women’s labour market participation; reconciling work and family responsibilities on a more equitable basis for women; confronting the demographic challenges faced by OECD countries; and in particular, addressing issues of access, quality, diversity, child poverty and educational disadvantage.  Starting Strong II outlines the progress made by the participating countries in responding to the key aspects of successful ECEC policy outlined in the previous volume, Starting Strong (OECD, 2001). It offers many examples of new policy initiatives adopted in the ECEC field. In their conclusion, the authors identify ten policy areas for further critical attention from governments. The book also presents country profiles, which give an overview of ECEC systems in all 20 participating countries.

This volume examines developments in the food economy, focusing on the economic impacts of increasing retailer concentration on consumers, processors and farmers. The document estimates retail market power and assesses price transmission in the beef, pork and poultry supply chains of Canada, the Czech Republic, Japan and the Netherlands. In addition, farm marketing strategies are examined in three case studies: retail versus other labelling in the Belgian pork and beef supply chains; producer organisation in Dutch horticulture; and contract rearing in livestock production in the EU.

Speeding is the number one road safety problem in a large number of OECD/ECMT countries. It is responsible for around one third of the current, unacceptably high levels of road fatalities. Speeding has an impact not only on accidents but also on the environment, energy consumption and quality of life, particularly for residents in urban areas.

Reducing average speeds on the roads by only 5% will save around 20% of current fatalities. There is good experience available on how to quickly reduce the extent of speeding and thereby reduce current fatalities and injuries. Reduced speeding will also reduce the adverse environmental and social impacts associated with excessive speed, particularly in urban areas.

Comprehensive measures are required which are best developed as part of a coordinated speed management policy package. What contributions can be made by infrastructure improvements, speed limits, signing and education, as well as by enforcement? Which are the most cost-effective elements of a speed management policy? What are the prospects for the use of new technologies which encourage drivers to choose appropriate speeds and assist in achieving greater compliance with speed limits?

This Report, prepared by a Working Group of the Joint OECD/ECMT Transport Research Centre, addresses the key issues, highlights the improvements in policy and operations needed to reduce the extent of speeding. It outlines a framework for achieving the best possible safety outcomes while protecting the environment and supporting sustainable mobility. The report is compelling reading for all those interested in addressing the major speed-related problems that are widespread in OECD/ECMT member countries and will become increasingly important in developing countries as levels of motorisation increase.
