After a sharp contraction in the first year of the war, economic activity is stabilising. The business sector is adapting to the war conditions, allowing for an expansion of production. Exports are benefitting from closer trade ties with the European Union and the “Black Sea Grain Initiative” that permits agricultural exports from otherwise blocked ports. Inflation is projected to moderate helped by lower food and energy prices. The economy remains highly dependent on international financial assistance.

Après s’être fortement contractée au cours de la première année de la guerre, l’activité économique est en train de se stabiliser. Le secteur des entreprises s’adapte aux conditions créées par le conflit, ce qui permet à la production de progresser. Les exportations bénéficient du resserrement des liens avec l’Union européenne et de l’Initiative céréalière de la mer Noire, qui permet d’exporter des produits agricoles en provenance de ports par ailleurs sous blocus. L’inflation devrait se modérer, grâce à la baisse des prix des produits alimentaires et de l’énergie. L’économie reste fortement dépendante de l’aide financière internationale.

This market study analyses Ukraine’s electricity sector from a competition perspective. It provides a detailed description and assessment of the regulatory framework within which the Ukrainian electricity markets operate, as well as an analysis of the obstacles to competition in the wholesale and retail markets. This report includes recommendations to address the underlying causes of ineffective competition that, if implemented in the recovery phase following Russia’s war of aggression against Ukraine, can contribute to achieving a well-functioning, competitive electricity sector.

Це ринкове дослідження українського електроенергетичного сектору аналізує загальний стан ринкової конкуренції. Дослідження надає детальний огляд та оцінку регуляторної бази роботи ринку електричної енергії в Україні, а також аналіз існуючих перешкод для конкуренції на оптовому та роздрібному ринках. Даний звіт включає в себе низку рекомендацій спрямованих на усунення основних причин неефективної конкуренції, виконання яких на етапі післявоєнного відновлення внаслідок військової агресії Росії проти України, сприятиме розвитку добре функціонуючого, конкурентного електроенергетичного ектору.

Сегмент постачання домогосподарствам не демонструє жодних ознак конкуренції через те, що ціни регулюються на рівні значно нижчому за ринковий.

This chapter describes the division of the retail electricity market and the impact of this on competition. Supply to businesses is based on a competitive framework but low liquidity and other factors in the wholesale market limit the intensity of competition in this segment. The household segment shows no signs of competition due to the fact that prices are regulated well below market levels.

This chapter provides an overview of the main features of Ukraine’s electricity sector. It begins with a short review of the sector’s history. This is followed by a description of the electricity supply chain from generation to consumption, which includes a survey of the main market participants, an examination of the country’s changing electricity generation capacity and energy mix, a summary of market support measures for generation using renewable energy sources and an outline of plans for developing the network, including the integration of Ukraine’s electricity market with EU markets.
