Where alignment to national strategies is not possible, development partners should seek opportunities to align partially at the sector or regional level. When government capacity for implementation is limited, development partners should identify appropriate aid arrangements, which can help facilitate shared priorities and responsibility for execution (e.g. pooled funds). Where possible, development partners should seek to avoid developing parallel systems without considering transition mechanisms and long-term capacity development.
