В данной работе описывается методология оценки целостности национальных систем образования (INTES): основные вопросы, теоретические основы и ожидаемые результаты. Методология помогает выявить практики в образовании, которые квалифицируются как коррупционные, и исследовать образовательные системы с точки зрения их уязвимости к таким практикам.

В тематическом исследовании «Конфискация орудий, средств совершения и доходов от коррупционных преступлений в Восточной Европе и Центральной Азии» анализируется состояние дел в соответствующей сфере с целью определения лучших практик и общих проблем, а также для разработки региональных рекомендаций, направленных на усиление антикоррупционной политики и практики.

This paper describes a methodology for assessing the integrity of national education systems (INTES): the guiding questions, underlying theory, and expected results. The methodology helps to identify practices in education, which qualify as corrupt and explore education systems from the point of view of their vulnerability to such practices.

Chile is a relatively stable, well-connected, open economy. Over the last decade the country has managed to increase its participation in global value chains and to export new products. However, its knowledge base is limited, productivity is stagnating and economic opportunities are still concentrated in a few places and limited to a few activities and firms. Today’s global production revolution offers a window of opportunity for Chile to “update” its growth model to become more inclusive and sustainable.
The Production Transformation Policy Review of Chile (PTPR) uses a forward-looking framework to assess the country readiness to embrace change, with perspectives on solar energy, mining and agro-food, and identifies priorities for future reforms. This review is the result of government-business dialogue and rigorous analysis. It benefitted from peer learning from Sweden, Germany and the Emilia Romagna Region in Italy through the OECD Initiative for Policy Dialogue on Global Value Chains, Production Transformation and Development.

This review of the Mexican Federal e-Procurement system, CompraNet, assesses the system’s ability to ensure that public procurement in Mexico is efficient, effective, transparent and accountable. It measures CompraNet’s scope, functionality and use against global trends in e-procurement in order to guide its future development. The report includes input from key stakeholder groups such as contracting authorities, suppliers and civil society. It also identifies the supporting mechanisms such as legislation, policy, training, and infrastructure, that are required for the system to be successful.

El presente estudio al sistema electrónico de contratación pública de México, CompraNet, evalúa la capacidad del sistema para garantizar que las contrataciones públicas en México se realicen de manera eficiente, efectiva, transparente y con rendición de cuentas. Para orientar el desarrollo futuro de CompraNet, el estudio mide su alcance, su funcionalidad y el uso que se le da, en comparación con las tendencias globales de contratación electrónica. El estudio también incluye aportaciones de los actores interesados, tales como las autoridades de contratación, los proveedores y la sociedad civil. Asimismo, identifica los mecanismos de apoyo, tales como legislación, políticas públicas, capacitación e infraestructura, que se requieren para que el sistema sea exitoso.

This review highlights achievements of the Mexican Institute of Social Security (Instituto Mexicano del Seguro Social, IMSS) in a number of areas – human resources, technological capacities and relations with suppliers – which were previously identified by the OECD as pivotal for the successful reform of IMSS procurement operations. This report highlights the progress made and offers recommendations to support IMSS in achieving procurement excellence and fulfilling its mandate to provide the best possible, most cost-effective healthcare services to citizens.

This review examines the ongoing public procurement reforms in Nuevo León, Mexico: both the progress achieved so far and the many challenges that remain. It discusses the benefits of further centralisation of public procurement activities for goods and services, greater aggregation, and a shift in administrative culture from excessive formality toward strategic public procurement and value for money. The review provides concrete proposals addressing every aspect of the procurement lifecycle, from planning and market consultations to contract management.

El presente estudio señala los logros alcanzados por el Instituto Mexicano del Seguro Social (IMSS) en áreas fundamentales, tales como recursos humanos, capacidades tecnológicas y relación con proveedores, las cuales fueron previamente identificadas por la OCDE para lograr la reforma exitosa de las operaciones de contratación del IMSS. Este estudio destaca el avance logrado por el Instituto y ofrece recomendaciones para apoyar al IMSS a alcanzar la excelencia en sus contrataciones y cumplir su mandato de proporcionar —de manera eficiente— el mejor servicio de salud posible a los ciudadanos.

El presente estudio analiza las reformas en curso en materia de contratación pública en Nuevo León, México, tanto el progreso alcanzado hasta el momento como los múltiples desafíos pendientes por resolver. Discute los beneficios de avanzar hacia la centralización de las actividades de contratación pública de bienes y servicios, así como de la consolidación y de un cambio en la cultura administrativa, migrando de la formalidad excesiva hacia contrataciones públicas estratégicas y con enfoque en el valor por el dinero. El estudio plantea propuestas concretas que abordan cada aspecto del ciclo de las contrataciones, desde la planeación y las investigaciones de mercado hasta la gestión de contratos.

Over the ten-year Outlook period, agricultural markets are projected to remain weak, with growth in China weakening and biofuel policies having less impact on markets than in the past. Future growth in crop production will be attained mostly by increasing yields, and growth in meat and dairy production from both higher animal stocks and improved yields. Agricultural trade is expected to grow more slowly, but remain less sensitive to weak economic conditions than other sectors. These demand, supply and trade pressures are all evident in Southeast Asia, where this report identifies scope to improve agricultural productivity sustainably. Real prices are expected to remain flat or decline for most commodities.

El Estudio de la OCDE de Política Regulatoria del Perú evalúa las políticas, instituciones y herramientas empleadas por el gobierno peruano para diseñar, implementar y aplicar regulaciones de alta calidad. Esto incluye políticas de simplificación administrativa, evaluación ex ante y ex post  de las regulaciones, prácticas de consulta pública y la gobernanza de los reguladores independientes. El Estudio proporciona recomendaciones de política basadas en las mejores prácticas internacionales y revisión por pares para fortalecer la capacidad del gobierno para gestionar la política regulatoria.

The risk of the Seine flooding the Ile de France region is a major one. In 2014, the OECD estimated that flooding comparable to the historic 1910 flood could affect up to 5 million citizens and cause damage costing up to 30 billion euros. This update tracks the progress made since 2014 and identifies remaining challenges.

L’OCDE estimait en 2014 qu’une inondation comparable à la crue historique de 1910 pourrait affecter jusqu'au 5 millions de citoyens et causer de 3 à 30 milliards d’euros de dommages directs selon les scénarios. This report discusses key issues surrounding finance mobilisation for achieving Georgia’s climate change and green growth targets, and new investment opportunities for developing its capital market. The report focuses particularly on finance for climate change mitigation from various sources – private and public, national and international – but remains relevant for other issues around the country’s green growth agenda, such as energy productivity, air pollution prevention, climate change adaptation, better waste management, conservation of natural resources, and the technologies and innovations that help tackle these issues.

This report highlights the latest trends in government innovation. The topics identified through this review are not the only trends and examples in government innovation, but they do provide a glimpse of where government innovation stands today and where it may be going tomorrow.

This report, undertaken within the framework of the OECD Champion Mayors for Inclusive Growth initiative, assesses inclusive growth trends and challenges in the Seoul metropolitan area. The analysis goes beyond income to assess the barriers faced by specific groups - non-regular workers, youth, women, the elderly and migrants - across four dimensions: education, labour market, housing and the urban environment, and infrastructure and public services. The study then takes a closer look at two major policy efforts by the Seoul Metropolitan Government to advance inclusive growth. The study analyses the city’s efforts to ensure that strategies to address climate change also protect and benefit the most vulnerable populations, notably through the Promise of Seoul, which puts citizen welfare and social inclusion at the heart of the city’s efforts to tackle climate change. The study also assesses the efforts of city authorities to level the playing field for small firms and entrepreneurs through its Economic Democratisation Agenda.

C’est dans les régions et les villes que les effets des politiques visant à promouvoir la croissance économique et l'inclusion sociale se font sentir. Les Perspectives Régionales de l'OCDE 2016 examine l'écart de productivité croissant entre les régions au sein des pays, et ce que ces tendances impliquent en ce qui est du bien-être des personnes vivant dans des endroits différents. Cette publication analyse la manière dont les politiques structurelles, les investissements publics et les réformes de gouvernance multi-niveaux peuvent contribuer à un accroissement de la productivité et à aborder les problèmes d’inclusion. En s'appuyant sur un sondage auprès des pays de l'OCDE, cette publication met l'accent sur les pratiques nationales en matière de politique de développement régional, urbain et rural qui orientent l'investissement public. Les profils de pays individuels donnent un aperçu des politiques de développement régional, urbain et rural, ainsi que des performances en termes de productivité et de bien-être entre les différentes régions.

Одним из главных вызовов, который стоит перед Республикой Бурятия - субъектом Российской Федерации, является необходимость найти верный баланс при решении двух задач: защиты озера Байкал как уникального водного объекта, включенного в список Всемирного природного наследия ЮНЕСКО,  и его экосистемы, и  динамичного и устойчивого социально-экономического развития республики. Это требует совершенствования водной политики и ее инструментов: экономических, административных, информационных и других.  Рекомендации данного отчета направлены на достижение этой цели.  Они  включают:  введение платы за забор поливной воды (за воду, как природный ресурс); усиление господдержки водного сектора; и улучшение экономических инструментов управления рисками негативного воздействия вод (в т.ч. с использованием таких инструментов, как обязательное страхование и дифференциация ставок земельного налога в зонах высокого риска затопления). Также рекомендуется опробовать ряд инновационных инструментов,  таких как: установление лимитов сброса определенных опасных загрязняющих веществ в пилотной зоне (например, в бассейне реки Селенга) и постепенное развития рынка купли-продажи квот на сбросы этих веществ в пределах установленного лимита сброса; а также введение платы за (налога на) токсичные агрохимикаты (пестициды, гербициды и другие) и синтетические моющие средства, чтобы создать стимулы к сокращению диффузного загрязнения водных ресурсов.
