This paper compares two lists of environmental goods that have been used in the WTO negotiations on liberalising trade in environmental goods and services. It describes the genesis of the lists, which were compiled in the late 1990s. The OECD list was developed as a basis for analysing trade and tariffs. The APEC list emerged from nominations by member economies of the Asia-Pacific Economic Co-operation forum, as part of an effort to attain early voluntary liberalisation of trade in particular sectors. The concluding section of the chapter identifies common elements in the two lists and explains important differences.
This study presents a synthesis of 17 country studies on environmental goods and services (EG&S) commissioned by the OECD, UNCTAD and the UNDP. The countries examined are Brazil, Chile, China, Cuba, the Czech Republic, the Dominican Republic, Guatemala, Honduras, Israel, Kenya, Korea, Mexico, Nicaragua, Pakistan, Panama, Thailand and Vietnam. Its aim is to identify determinants of demand for EG&S; to show common themes and experiences in the EG&S markets of different countries; and to draw attention to key trade, environment and development policy linkages. It also seeks to contribute to the exchange of expertise and experience in the area of trade and environment so that liberalisation of trade in EG&S can benefit all countries, developing and developed alike.

The aim of this Working Paper is to broaden the debate on “pro-poor growth”. An exclusive focus on the income dimension of poverty has neglected the non-income dimensions. After an examination of prominent views on the linkages between economic growth, inequality, and poverty reduction this paper discusses the proper definition and measurement of pro-poor growth. Bolivia serves as a case study to illustrate the usefulness of applying the analytical toolbox for pro-poor growth to non-income dimensions of poverty and offers some important new insights about differences in the evolution of both poverty dimensions. Growth in Bolivia has been more pro-poor in the non-income than in the income dimension. The analysis furthermore shows that extending use of the pro-poor growth toolbox to non-income dimensions of poverty greatly improves our understanding of the trends in non-income indicators. Such understanding is pivotal for a careful assessment of the linkages between income and nonincome poverty along the entire income distribution. It is equally important for poverty monitoring and for defining policy interventions. It also allows deeper analysis of the relative merits of economic growth, compared to direct intervention aimed at improving non-income dimensions of poverty.

This OECD Emission Scenario Document (ESD) describes emission scenarios for three parts of the life cycle for antifouling products used on ship and boat hulls: (1) application; (2) service life; and (3) removal.

The primary aim of this ESD is for use in risk assessments in notification and authorisation procedures in regulatory frameworks used in OECD countries. The ESD is intended to be used for general risk assessment and is explicitly not for site specific risk assessments. Furthermore it is important to note that the recommended scenarios for service life of the antifouling products in the ESD are limited to the calculation of the initial local concentrations in the primary receiving environmental compartments.

The Ministry of Ecology and Emergency Situations (MEES) of the Kyrgyz Republic approached the OECD/EAP Task Force Secretariat with the request to assess the national system of environmental compliance assurance in light of good international practice and identify priority actions for its reform. In response to this request, which was also voiced during the 2003 REPIN meeting, the Network members supported the Kyrgyz Republic’s initiative to be the first country to test the Peer Review Scheme.

A peer review involves a systematic examination and assessment of the performance of a state by other states, with the ultimate goal of helping the reviewed country adopt best practices and comply with established standards and principles. The peer review mechanism is free of any threat of non-compliance sanctions arising from the findings of the review: its impact relies on the influence and persuasion exercised by “peers” (equal partners in the review process). The review serves the following purposes:
 
• To provide international peer support for institutional reform of enforcement authorities;
• To enhance their transparency, accountability, and visibility, at national and international level;
• To extend opportunities for inter-government policy dialogue and support capacity building.

Case studies demonstrating energy-efficient renovation of educational buildings collected by the International Energy Agency (IEA) provide information on retrofit technologies, energy-saving approaches and ventilation strategies. Some general findings are presented here along with one case study, Egebjerg School in Denmark, which shows how natural ventilation can be incorporated into a refurbishment project.

Access to energy is essential for economic, social and political development. Despite its enormous potential in fossil and renewable energy sources, Africa suffers from major energy deficits. The continent’s resources are underexploited or exported in raw form or wasted in the course of extraction or transport. As a result, supplies available for local populations are largely insufficient and energy consumption is essentially reliant on biomass.

This paper assesses Brazil’s regulatory framework and agencies for several network industries (electricity, oil and gas, and water and sanitation). Private investment can be encouraged by tackling regulatory uncertainty in many areas. To this end, recent initiatives include a new regulatory model for the electricity sector, and new draft legislation on the role and structure of the regulatory agencies (currently in Congress). The overall approach to regulatory reform in network industries, particularly in electricity, is well thought out but the risk of regulatory failure should not be underestimated. Implementation will be the ultimate test of reform in this area. In natural gas, the dominance of Petrobras, the national oil company, throughout the industry has often been perceived as an obstacle to its development. Private investment in water and sanitation is constrained by a lack of clarity over the assignment of regulatory powers across different levels of government. These reforms are consistent with the government’s agenda for growth, focusing on meeting the challenge of improving the business environment. For many years, Brazil lagged behind other middle-income countries in terms of school enrolment rates. But since 1998 policies have aimed at bridging this gap, in particular, with the implementation of FUNDEF, a fund for financing sub-national spending on primary and lower-secondary education. Using state- and municipality-level data during 1991-2002, this paper shows that FUNDEF played a key role in the increase in enrolment rates over the period, particularly in small municipalities, which rely more heavily on transfers from higher levels of government as a source of revenue. These findings underscore the importance of FUNDEF in eliminating supply constraints to the improvement of education attainment. Enrolment rates are now nearly universal for primary and lower-secondary education. Emphasis should therefore be placed on policies to improve the quality of services and to remove supply constraints to the expansion of enrolment in upper-secondary and tertiary education.
This paper reviews recent trends in fiscal performance in Brazil, estimates fiscal reaction functions for the consolidated public sector and different levels of government, and tests for the sustainability of the public debt dynamics. The empirical analysis, based on monthly data for the period 1995-2004, suggests that all levels of government react strongly to changes in indebtedness by adjusting their primary budget surplus targets. In addition, the central government appears to follow a spend-and-tax policy: changes in revenue are affected strongly by expenditure, with about two-thirds of changes in primary spending being offset through higher revenue over the long term. Institutions are also found to matter for fiscal sustainability. The responsiveness of sub-national fiscal stance to indebtedness, as well as that of central government revenue to changes in primary spending, appears to have strengthened after 1998, when ceilings on indebtedness were introduced.

The papers do not represent the views of the OECD, the IEA, or their member countries, rather they are Secretariat information papers intended to help inform countries as well as the UNFCCC audience on key technical issues in the international climate change negotiations.

This paper studies the development of indigenous insurance institutions set up to help cover the high costs of funerals, using evidence from rural areas in Tanzania and Ethiopia. Many of these institutions tend to co-exist within the same community and are based on well-defined rules and regulations, often offering premium-based insurance for funeral expenses, as well as, in many cases, other forms of insurance and credit to help address hardship. The paper argues that the characteristics and inclusiveness of these institutions make them well placed as models to broaden insurance provision and other development activities in these communities. In Ethiopia, there is some encouraging experience with using these institutions, as reviewed in this paper. However, the paper argues that their fragility as institutions is well illustrated by current pressures related to HIV/AIDS, as well as by their apparent resistance to engage more broadly with NGOs and government agencies. In most OECD countries, public spending rose steadily as a share of GDP over the past decades to the mid-1990s, but this trend has since abated. The spending pressures stemming from the continued expansion of social programmes have been partly compensated by transient or one-off factors. Pressures on public spending, however, appear likely to intensify, in particular as a consequence of ageing populations. Since most OECD economies have very little scope for raising taxation or debt to finance higher spending, reforms to curb the growth in public spending while raising its cost effectiveness are now required. After nearly fifteen years of transition, the countries of Central Europe have entered the European Union on 1 May 2004. For the four countries that are members of the OECD (Czech Republic, Hungary, Poland and Slovak Republic), accession follows multiyear efforts of economic stabilisation and structural transformation, which have brought them large benefits. Although convergence towards higher levels of income appears to be a distant prospect at current trend growth rates, this is not a predetermined outcome. The experience of prior entrants suggests that much leeway is available within the framework of the European Union to undertake pro-growth policies. The most promising prospect in this respect appears to reside with employment creation, which has been so far lacking and led to a rather imbalanced pattern of growth. Bringing down labour taxes, easing employment protection legislation and reducing out-of-work benefits would make important contributions in this respect. While ...

Does Geneva’s Montbrillant lower secondary school, which has now been in use for one year, meet the objectives targeted when it was designed? Does the new school respond to the needs and expectations of staff and students? Questions such as these serve to evaluate the quality of a school building once in use and tie in with work supported by PEB on post-occupancy evaluation. For the design of Montbrillant, the Geneva authorities promoted specific integrated concepts; to verify to what extent these were successfully incorporated into the building, the author contacted the school’s users, i.e. its management, administrative and technical staff, teachers, and students. Although their overall appreciation was positive, the users expressed dissatisfaction with many aspects of the facilities as described below.
