This Survey provides an overview of the legal and regulatory framework for corporate governance in the Middle East and North Africa (MENA). iT provides a unique source for monitoring implementation of the G20/OECD Principles of Corporate Governance in the MENA region. It also supports informed policymaking by providing information on the variety of ways in which different economies translate the Principles into their own legislative frameworks and markets.

Wellbeing in Norway is high; GDP per capita is among the top-ranking countries and the country scores well in measures of inclusiveness. Several challenges must be addressed, however, if this good standing is to be sustained. The economy is vulnerable to trade risks. Also, though property markets and related credit appear to be heading for a soft landing, risks remain. Norway has substantial opportunities for more effective public spending remain, and exploiting these will become more important as fiscal space narrows. Productivity growth remains low, requiring attention to business policy.

Employment rates among young and middle age cohorts have declined, and despite some positive trends many among older cohorts retire early. This is eroding Norway’s otherwise good record of strong labour supply and socio-economic inclusiveness through jobs. Chapter 2 of this Survey looks at this, and other aspects of Norway’s labour market. Policy issues covered include sick leave compensation and disability benefit, the old-age pension’s role in early retirement, education and skills, and immigrant integration.

This report examines the financial literacy needs of migrants and their families in the six CIS/Eurasian economies participating in the Project on Financial Education in the CIS/Eurasia: Armenia, Azerbaijan, Belarus, Kazakhstan, the Kyrgyz Republic and Tajikistan. It addresses the issues in the context of the Sustainable Development Goals (SDGs) and compares these countries against the background of global migration trends and data.

This document describes how the OECD DAC Network on Development Evaluation (EvalNet) revisited the definitions and use of the OECD DAC evaluation criteria in 2018-2019. The document lays out adapted definitions for relevance, effectiveness, efficiency, impact and sustainability, and for one new criterion, coherence. The document describes how the criteria should be used thoughtfully, and adjusted to the context of the intervention and the intended users’ needs. These revised definitions and principles for use are the result of a global consultation on the criteria and a review of how they are used in evaluation and beyond. Following the consultation, members of EvalNet and outside evaluation experts discussed the concepts in depth and reviewed several drafts. The adapted definitions are clearer and will support more rigorous, nuanced analysis, including of equity issues and synergies, in line with current policy priorities. This adaptation also addresses confusion, by adding an introduction on the intended purpose of the criteria and guiding principles for use. Detailed guidance on the application of the criteria is to be provided separately, after adoption.

The OECD Economic Outlook is the OECD's twice-yearly analysis of the major economic trends and prospects for the next two years. The Outlook puts forward a consistent set of projections for output, employment, prices, fiscal and current account balances.

Coverage is provided for all OECD member countries as well as for selected non-member countries. This issue includes a general assessment, a series of focus notes on selected macroeconomic and structural issues, and a chapter summarising developments and providing projections for each individual country.

This 57th edition of the Development Co-operation Report is intended to align development co-operation with today's most urgent global priorities, from the rising threat of climate change to the flagging response to the Sustainable Development Goals and the 2030 Agenda. The report provides OECD members and other development actors with evidence, analysis and examples that will help them to reinvigorate public and political debates at home and build momentum for the global solutions that today's challenges demand. It concludes with a Call to Action for a change in course for development co-operation in the 21st century. The report also includes annual “development co-operation at a glance” data for over 80 providers of development co-operation including members of the OECD, the Development Assistance Committee, other countries and philanthropic foundations. The Missing Entrepreneurs 2019 is the fifth edition in a series of biennial reports that examine how public policies at national, regional and local levels can support job creation, economic growth and social inclusion by overcoming obstacles to business start-ups and self-employment by people from disadvantaged or under-represented groups in entrepreneurship. It shows that there is substantial potential to combat unemployment and increase labour market participation by facilitating business creation in populations such as women, youth, the unemployed, and immigrants. However, the specific problems they face need to be recognised and addressed with effective and efficient policy measures. The 2019 edition contains two thematic policy chapters on the potential of digital entrepreneurship for making entrepreneurship more inclusive and increasing the scale-up potential of start-ups by entrepreneurs from disadvantaged groups. These thematic chapters discuss current policy issues and present the range of policy actions currently used in EU and OECD countries. The chapters also offer policy advice to national, regional and local policy makers. Finally, the report contains country profiles that highlight recent trends in entrepreneurship by women, youth, seniors and immigrants, key policy issues and recent policy actions in each of the 28 EU Member States.

The staff working in schools are the most important resource for today’s education systems, both educationally and financially. This report aims to provide guidance for the design of human resource policies that strengthen, recognise and preserve the positive impact that teachers, school leaders and other school staff have on their students. It offers an in-depth analysis of how human resource policies can make the best use of available resources to create supportive working environments and build both individual and collective professional capacity in schools. This includes the design of entry requirements, career structures, salary schedules and working time arrangements to attract, retain and motivate high-quality staff; the effective and equitable matching of staff with schools through fair and transparent staff funding and recruitment; and informed investments in professional learning, from initial preparation to continuing development. Throughout its analysis, the report looks at implementation challenges and considers under which conditions human resource policy reforms are most likely to have the desired effects on schools and their staff. This report is the third in a series of thematic comparative reports bringing together findings from the OECD School Resources Review.

The Economic Outlook for Southeast Asia, China and India is a bi-annual publication on regional economic growth, development and regional integration in Emerging Asia. It focuses on the economic conditions of Association of Southeast Asian Nations (ASEAN) member countries: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam. It also addresses relevant economic issues in China and India to fully reflect economic developments in the region.

The Outlook comprises three main parts, each highlighting a particular dimension of recent economic developments in the region. The first part presents the regional economic monitor, depicting the economic outlook and macroeconomic challenges in the region. The second part consists of a special thematic chapter addressing a major issue facing the region. The 2020 edition of the Outlook looks at human capital development, with a special focus on education for the digital era. The digital era is bringing important new developments for businesses and the workforce. As success in the digital era will require a new set of skills, education systems will need to adapt. Emerging Asian countries need to address certain challenges including improving ICT infrastructure, enhancing capacity of teachers, adapting curricula, as well as enhancing the role of TVET and lifelong learning. The third part of the report includes structural country notes offering specific recommendations for each country.

This handbook provides insights and guidance for policy makers looking to improve levels of financial education in the six CIS/Eurasian economies participating in the OECD-Russia Technical Assistance Project on Financial Education in the CIS/Eurasia: Armenia, Azerbaijan, Belarus, Kazakhstan, the Kyrgyz Republic and Tajikistan.

Skills are the key to shaping a better future. Skills are central to the capacity of countries and people to thrive in an increasingly interconnected and rapidly changing world. Megatrends such as globalisation, technological advance and demographic change are reshaping work and society, generating a growing demand for higher levels of skills, as well as new sets of skills.

OECD Skills Strategy projects provide a strategic and comprehensive approach to assess countries’ skills challenges and opportunities, and build more effective skills systems. The OECD works collaboratively with countries to develop policy responses that are tailored to each country’s specific skills needs. The foundation of this approach is the OECD Skills Strategy framework, which allows for an exploration of what countries can do better to i) develop relevant skills over the life course, ii) use skills effectively in work and in society, and iii) strengthen the governance of the skills system.

This report, OECD Skills Strategy Poland: Assessment and Recommendations, identifies opportunities and recommends actions to make the education system more reponsive to labour market needs, foster participation in adult learning, increase the use of skills in workplaces and strengthen the governance of the skills system in Poland.
