The report explores how the built environment (i.e. housing, transport, infrastructure and urban design/land use) interacts with people’s lives and affects their well-being and its sustainability. It primarily draws on the OECD’s Well-being Framework to highlight the many inter-relationships between the built environment and both material and non-material aspects of people’s life, focusing on some key well-being dimensions (e.g. health, safety and social connections). It defines the built environment through a well-being lens and outlines implications for its measurement, leveraging literature, current practice and official data. It then describes the state of the built environment and its components in OECD countries and their inter-relationships with well-being and sustainability. Policy examples of an integrated well-being policy approach in the built environment context are also highlighted. This report is intended to "scope" relevant data and existing research in order to lay ground for further work on this issue.

An important factor for public confidence in the nuclear regulator is the general public trust of the government and its representatives, which is clearly not the same in all countries. These workshop proceedings identify a number of common principles for the communication of nuclear regulatory decisions that can be recommended to all regulators. They have been cited in particular for their ability to help build, measure and/or improve overall public confidence in the nuclear regulator.

Education systems can build on school-led micro-innovations during the pandemic to develop more equitable learning. Empowering teachers to be autonomous, actively engaged in designing learning environments, and knowledgeable and dynamic in using multi-modal technology can encourage more peer-to-peer collaboration in schools and enrich pedagogy. This will be crucial in addressing the learning needs of disadvantaged students and boosting science proficiency with the goal of societal equity.

Mexico is slowly advancing on the path to gender equality. Many public policies aimed at empowering women are now in place: over the past two decades, Mexico has increased investments in girls' education, greatly expanded childcare and preschool, improved gender mainstreaming in government, and ensured that female politicians are well-represented at the ballot box. Yet, despite these efforts, many Mexican women still do not feel the effects of these policies at home, at work, or in public spaces. Large gender gaps remain in educational outcomes, participation in the labour market, pay, informality status, and hours of unpaid childcare and housework. “Unlocking Mexico’s full potential,” as Mexico's National Development Plan prescribes, will depend crucially on how well Mexico closes existing gender gaps in political, social and economic life and promotes real social change. Mexico must continue to invest in social and labour market policies that empower women, and reinvigorate efforts to reduce inequalities in education, labour force participation, job quality, unpaid work, and leadership. This will require embedding gender equality objectives in all public policies and budgets, across all levels of government, and ensuring the effective implementation, enforcement, and evaluation of policies and laws to achieve inclusive outcomes.

How can the European Union become more attractive for talented professionals looking for job opportunities worldwide? Can EU-level action support employers, private and public stakeholders in each Member State to better leverage international recruitment into the Single Market? This report presents a new overview of the obstacles that continue to hamper the attraction and recruitment of skills from outside Europe, and discusses the role of both public and private initiatives to help overcome these barriers. It provides a comparative analysis of the Expression of Interest (EoI) system of migration management as implemented in Australia, Canada and New Zealand, and assesses its potential to address the needs of the European labour migration system. The report presents several options and variants for adapting the EoI, step by step and EU-wide, and examines their feasibility, constraints and advantages.

Power markets are an instrument used globally to ensure electricity security while maintaining affordability and incentivising decarbonisation. The People’s Republic of China (hereafter, “China”) has been making big steps towards implementing markets, and the goals announced in 2020 of carbon dioxide emissions peaking before 2030 and carbon neutrality before 2060 have added momentum to expand their footprint. Provinces have taken a leading role in designing and implementing markets. To improve sharing of resources, the guidance to implement a unified national market system pushes for more co-ordination between provinces.

This report examines the role of power markets in China and the pathways to develop a national market. The analysis focuses on short-term markets because they have the potential to unlock flexibility the system needs in light of renewables growth and changing weather patterns. The report provides recommendations to improve markets’ co-ordination across the country as well as within the provinces.

This report presents the best current evidence about what can make teacher-oriented reforms effective and points to examples of reforms that have produced specific results, show promise or illustrate imaginative ways of implementing change. Its four chapters cover recruitment and initial preparation of teachers; teacher development, support, careers and employment conditions; teacher evaluation and compensation; and teacher engagement in education reform.

The work of early childhood education and care (ECEC) professionals is the major driver of the quality of an ECEC system. As evidence accumulates on the strong benefits of investing in early education, countries need effective policies to attract, maintain and retain a highly skilled workforce in the sector. This report looks at the makeup of the early childhood education and care workforce across countries, assessing how initial preparation programmes compare across different systems, what types of in-service training and informal learning activities help staff to upgrade their skills, and what staff say about their working conditions, as well as identifying policies that can reduce staff stress levels and increase well-being at work. The report also looks at which leadership and managerial practices in ECEC centres contribute to improving the skills, working conditions and working methods of staff.

The OECD Starting Strong Teaching and Learning International Survey (TALIS Starting Strong) is the first international survey that focuses on the early childhood education and care workforce. It offers an opportunity to learn about the characteristics of ECEC staff and centre leaders, their practices at work, and their views on the profession and the sector. This second volume of findings, Building a High-Quality Early Childhood Education and Care Workforce, examines factors that influence the skills development of ECEC professionals, their working conditions and well-being at work, and leadership in ECEC centres.

Ten years after the Fukushima Daiichi Nuclear Power Plant accident, many lessons have been learnt that have helped improve preparedness for nuclear emergencies and awareness of the global risks that such accidents can entail. This includes a number of long-lasting, multidimensional impacts on health(including mental health and psychosocial support), the economy, and the environment. Recovery from a nuclear or radiological accident is a long, complex and resource-intensive process. To facilitate efficient recovery, it is important to establish processes and procedures during the preparedness phase to activate the resources required and to involve the relevant stakeholders at all levels. This report addresses the need for a harmonised approach towards efficient recovery management from nuclear or radiological accidents, which aims to assist countries to develop their own national plans and procedures for post-accident recovery preparedness in a harmonised manner, through the introduction of a cyclical approach.

What drives trust in government? This report presents the main findings of the first OECD cross-national survey on trust in government and public institutions, representing over 50 000 responses across 22 OECD countries. The survey measures government performance across five drivers of trust – reliability, responsiveness, integrity, openness, and fairness – and provides insights for future policy reforms. This investigation marks an important initiative by OECD countries to measure and better understand what drives people’s trust in public institutions – a crucial part of reinforcing democracy.

Democracies are at a critical juncture, under growing internal and external pressures. This publication sheds light on the important public governance challenges countries face today in preserving and strengthening their democracies, including fighting mis- and disinformation; improving government openness, citizen participation and inclusiveness; and embracing global responsibilities and building resilience to foreign influence. It also looks at two cross-cutting themes that will be crucial for robust, effective democracies: transforming public governance for digital democracy and gearing up government to deliver on climate and other environmental challenges. These areas lay out the foundations of the new OECD Reinforcing Democracy Initiative, which has also involved the development of action plans to support governments in responding to these challenges.

This book analyses the role banks play in the provision of aggressive tax planning arrangements. It examines the nature of banking, the complex structured financing transactions developed by banks and how they are then used by both banks and their clients. It also explores the internal governance processes that banks use to manage tax risk and the prevention, detection and response strategies applied by different revenue bodies in responding to the challenges that banks pose. The book makes a number of recommendations for revenue bodies and identifies best practices for consideration by banks.

Widespread voluntary tax compliance plays a significant role in countries’ efforts to raise the revenues necessary to achieve Sustainable Development Goals. As part of this process, governments are increasingly reaching out to taxpayers – current and future – to teach, communicate and assist them in order to foster a “culture of compliance” based on rights and responsibilities, in which citizens see paying taxes as an integral aspect of their relationship with their government. The emphasis placed by governments on taxpayer education and assistance helps bridge the gap between tax administrations and citizens, playing a key role – when properly implemented – in transforming tax culture.

Building on previous OECD analysis, this report aims to help tax revenue authorities in designing and implementing taxpayer education initiatives. It examines 140 initiatives under implementation in 59 developed and developing countries, offering a classification of different approaches to taxpayer education, and identifying common challenges and solutions. More generally, this report contributes to the OECD’s broader work on tax morale and seeks to encourage further research, debates and initiatives, particularly in developing countries, to better understand and ultimately strengthen tax morale and the tax compliance of taxpayers.
