This report assesses the use of online dispute resolution (ODR) in Latvia. It looks at the country’s efforts to modernise its justice system and develop dispute resolution mechanisms, identifies areas for improvement in line with the OECD ODR Framework, and provides examples of the application of ODR in other countries. The assessment is enriched by the application of the OECD ODR Framework to three specific types of claims – simplified and warning procedures, and consumer claims. It provides recommendations for successfully implementing ODR in Latvia and broadly modernising the justice sector to ensure better access to justice for all.

These Development Co-operation Principles for Relevant and Effective Support to Media and the Information Environment are a product of the Development Assistance Committee’s Network on Governance. The Principles aim to respond to the need to ensure that the international response to the crisis in the media sector fits better in a rapidly changing information environment. The Principles were informed by an inclusive consultation process and strongly driven by members and partner organisations.
Tax crimes negatively affect all countries, developed and developing alike. They obstruct governments’ ability to collect revenue and undermine trust in the legal and financial system which can lead to a wide range of adverse outcomes. Tax crime is often closely linked to other forms of serious domestic and transnational crime, such as money laundering, corruption, the trafficking of drugs or people, and terrorist financing.
This report sets out the rationale for adopting a national strategy for countering tax crime and to support jurisdictions’ efforts in designing such strategies, drawing from the practices of members of the OECD’s Task Force on Tax Crimes and other Crimes (TFTC).
As “market referees”, regulators contribute to the delivery of essential public utilities. Their organisational culture, behaviour, actions and governance are important factors in how they, and the sectors they oversee, perform. The OECD Performance Assessment Framework for Economic Regulators (PAFER) looks at the institutions, processes and practices that can create an organisational culture of performance and results. This report uses PAFER to assess both the internal and external governance of Brazil’s National Agency for Water and Basic Sanitation (ANA). The review offers recommendations for the regulator to build upon its strong technical reputation and good practices. It proposes an integrated set of recommendations to help ANA best fulfil its roles relating to water resource management and water-use regulation, dam safety, and water supply and sanitation.
The OECD’s Development Co-operation Profiles compile and analyse verified statistics and trends on how development assistance is allocated geographically, to sectors, multilateral and civil society organisations, cross-cutting priorities such as gender equality and women’s economic empowerment and the environment and climate, and to mobilise private finance. The profiles cover official and philanthropic providers of aid, official development assistance (ODA) and development finance. These providers include members of the OECD and its Development Assistance Committee (DAC), other countries and philanthropic foundations. The profiles also give an overview of key strategic and policy priorities for development co-operation, the institutional set-up and evaluation systems.
Kazakhstan’s trade performance has displayed remarkable resilience to recent economic shocks, including Russia’s full-scale invasion of Ukraine and the ensuing international sanctions. However, connectivity remains one of the greatest challenges facing the country: its trade integration is limited by low density of settlement and economic activity, infrastructure bottlenecks, weaknesses in trade facilitation, and long distances to major markets; its economy still depends on a limited number of export commodities and a narrow range of trading partners.
This report summarises the analytical guidance and capacity-building on export diversification in Kazakhstan provided by the OECD in 2022 and 2023. The report complements recent OECD work on trade connectivity in Central Asia, by focusing on practical aspects of export diversification identified in collaboration with the government of Kazakhstan: (i) how to develop export promotion policies for SMEs; (ii) how to design a one-stop shop for exporting SMEs; and (iii) how to improve cross-border co-operation in Kazakhstan’s Caspian Sea ports.

In the mining sector, government revenue depends on mineral products being priced and measured accurately. This can be especially complex for semi-processed minerals such as lithium, which is primarily used for battery production. The schedule presented in this report applies the mineral pricing framework – as documented in the joint OECD/IGF work Determining the Price of Minerals: A Transfer Pricing Framework – to identify the primary economic factors that influence the price of lithium in applying the Comparable Uncontrolled Price method and ensure that developing countries are able to tax lithium exports appropriately.
