The market structure and trends for the Asian liquefied natural gas (LNG) market have evolved dramatically since this fuel was introduced in the late 1960s. While traditional markets such as Japan or Korea have held their position as the largest consumers in the region, their domestic markets have changed under the influence of liberalisation policies, which have led to different stages of market opening.
In parallel, the emergence of fast-growing LNG importers such as the People’s Republic of China has led to substantial market growth, which has coincided with more diversification on the supply side. Such an evolution in the contractual structure has had implications for price formation towards more diversity in indexation and more cross-influences between regional markets.
This report outlines good practice principles intended to encourage the incorporation of behavioural perspectives as part of standard policymaking practice in government and governmental organisations. Evidence from the behavioural sciences is potentially transformative in many areas of government policy and administration. The 14 good practice principles, organised into five dimensions, present a guide to the consistent production and application of useful behavioural science evidence. Governments and governmental organisations looking to mainstream behavioural public policy may use the good practice principles and case studies included in this report to assess their current policy systems and develop strategies to further improve them.
This report is based on the discussions at the 13th ADBI-OECD-ILO Roundtable on Labor Migration in Asia: Integrating Skills Development and Certification into the Labor Migration Cycle, held on 27–28 June 2023 in Bangkok, Thailand. The annual roundtable brings together labor experts and policy makers from across Asia to discuss trends in labor migration and emerging policy and issues on migrant workers.
Chapter 1 analyzes labor migration flows in Asia and relevant policy developments, including a section on the flow and cost of remittances. Chapter 2 looks at the pathways for middle-skilled migration and the accompanying skills recognition or certification approaches in Singapore and Thailand, focusing on the construction sector. Chapter 3 examines programs for seasonal workers in Australia, New Zealand, and the United Kingdom, and how they relate to other programs for migrant workers in agriculture. The chapter also provides an overview of seasonal migrant worker options in the agriculture sector in Japan and the Republic of Korea, and Thai seasonal workers in Nordic countries.
Statistical annexes provide updated economy-specific notes and comparative tables on country-level migration flows.
Labor Migration in Asia: COVID-19 Impacts, Challenges, and Policy Responses analyzes labor migration trends in Asia and puts them in the context of economic and policy developments as well as the changes caused by the coronavirus disease (COVID-19) pandemic. It provides an overview of the labor migration trends to and from different Asian economies and looks at policy settings in major origin and destination economies of labor migrants. Chapter 1 reviews the recent regional trends, including evidence on the impact of the pandemic on flows and remittances. Chapter 2 looks at the available data on migrant job losses and COVID-19 infections, as well as policy responses to the pandemic in the key areas of access to health, occupational safety and health, housing, social protection, and the resumption of labor migration. Chapter 3 focuses on the return and reintegration challenges and policy responses in the wake of the pandemic. This report draws on the discussions that took place at the “11th ADBI-OECD-ILO Roundtable on Labor Migration: Impacts of COVID-19 Pandemic and Building Back Better,” held virtually in April 2021. The event, co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization, brought together regional experts and policy makers. This report analyzes the labor migration trends in Asia and puts them in the context of economic and policy developments and the changes wrought by the coronavirus disease (COVID-19) pandemic. It examines the policy settings in the major origin and destination countries of labor migrants and the medium- and long-term factors that will shape the future of labor migration in Asia. It further provides important recommendations for building back better in a post-pandemic world.
This analysis draws partly on discussions that took place at the “10th ADBI-OECD-ILO Roundtable on Labor Migration: Future of Labor Migration in Asia: Challenges and Opportunities in the Next Decade,” held in Bangkok, Thailand, in February 2020, an annual event co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization that brings together regional experts and policy makers. In response to the COVID-19 pandemic, the publication focuses on the pandemic’s impacts on labor mobility.

This report analyses the institutions and structures that govern labor migration in Asia. It considers the important role of governments and other stakeholders in both labour-destination countries such as Japan, the Republic of Korea, and Singapore, and labour-sending countries such as India, the Philippines, and Sri Lanka. Key issues are the extent to which these structures provide an orderly process for the movement of people between countries and whether the rights and the welfare of workers are protected.
