This periodic review (roughly every five years) of the individual development co-operation efforts of Austria assesses the performance of Austria's programme, not just that of its development co-operation agency, and examines both policy and implementation. It takes an integrated, system-wide perspective.

Austria prioritises its multilateral engagement, advocates actively on global challenges such as security and environmental sustainability, and demonstrates regional leadership. The Austrian Development Agency is delivering quality development assistance to Austria’s priority partner countries but is responsible for only a small share of Austria’s total official development assistance (ODA) effort. In the absence of a single, overarching policy vision, Austria’s ODA remains fragmented. This review looks at the opportunities for Austria to achieve a more co-ordinated and coherent whole-of-government approach. It also emphasises the need for Austria to develop a plan to increase its aid budget in line with its commitment to allocate 0.7% of its gross national income to ODA.

As the Czech development co-operation continues making progress towards established DAC standards, this peer review provides a set of recommendations to strengthen its institutional set-up to accelerate progress towards a more cohesive portfolio that explicitly addresses poverty and/or inequality, and to build better partnerships with local CSOs and the private sector.

A global leader in fragile contexts, Denmark could better implement the peace component of the humanitarian-development-peace nexus. The Doing Development Differently approach enables flexible budgets and trusting partnerships. Denmark could better integrate poverty reduction across its programme.

Since its last peer review, a severe economic recession brought about significant cuts to Greece’s national budget – including official development assistance. However, Greece has maintained its commitment to development co-operation. In response to the refugee and migration crisis Greece mobilised resources and its population to provide significant support to asylum seekers and refugees, and adapted its domestic policies to create conditions for peaceful co-existence between refugees, asylum seekers and the Greek population. As the economy recovers and Greece considers stepping up its development co-operation, this review recommends a number of steps that the government might take including building a new vision for development co-operation and putting in place the structures and systems to achieve it.

Quality partnerships with civil society, staunch support for multilateralism and good humanitarian donorship are hallmarks of its development co-operation. The vision and ambition of its 2019 international development policy, A Better World, requires Ireland to increase its official development assistance as planned, develop guidance and a new results management approach, and undertake strategic workforce planning.
