International Transport Forum Policy Papers

The ITF Transport Policy Papers provide evidence-based policy insights and recommendations. The series assembles reports from case-specific policy analyses carried out by the ITF on request of member countries, thematic reviews carried out in agreement with local institutions, studies completed in the context of the ITF Corporate Partnership Board, and other work focused on supporting policy decisions. The papers in this series will be of interest to policy makers, industry, researchers and transport experts.

Benchmarking Accessibility in Cities

Measuring the Impact of Proximity and Transport Performance

This report presents a new urban accessibility framework. It identifies which destinations can be reached on foot, by bicycle, public transport or car within a certain time (accessibility). It then measures how many destinations are close by (proximity). The comparison between accessible destinations and nearby destinations shows how well each transport mode performs (transport performance). These three indicators are calculated for destinations such as schools, hospitals, food shops, restaurants, people, recreational opportunities and green spaces in 121 cities in 30 European countries.
