The International Transport Forum at the OECD is an intergovernmental organisation with 52 member countries. It acts as a strategic think tank for transport policy and organizes an annual summit of ministers. Our work is underpinned by economic research, statistics collection and policy analysis, often undertaken in collaboration with many of the world's leading research figures in academia, business and government. This series of Discussion Papers is intended to disseminate the International Transport Forum’s research findings rapidly among specialists in the field concerned.

Economic Impact Analysis of Terrorism Events
Recent Methodological Advances and Findings
National security is a basic responsibility of national governments, but it is also intangible.
What can economic analysis contribute? Benefit-cost analysis has rarely been applied
because of the ambiguous and commons nature of the benefits. Our group at the University
of Southern California’s Center for Risk and Economic Analysis of Terrorism (CREATE) has
worked to elaborate and apply economic impact analysis to describe the expected losses
from various hypothetical terrorist attacks. Our innovation has been to add a spatial
dimension to operational inter-industry models.
