Over the coming years, significant infrastructure investment will be required to sustain economic growth and improve well-being in many regions and cities. Subnational governments will have a key role to help provide this infrastructure - they are responsible for almost 60% of total public investment in G20 countries. This G20-OECD Policy Toolkit, developed with input from the Asian Development Bank, aims to support inclusive and quality infrastructure investment by subnational governments across developing, emerging and developed countries. It outlines key elements of creating an enabling environment for subnational infrastructure investment. It then details common and innovative funding sources, financing instruments and investment approaches. Rather than recommending specific instruments, it provides a ‘toolkit’ of options for policymakers and practitioners. The Policy Toolkit is supported by 23 case studies.

This is the first G7 Gender Equality Implementation Report, prepared under the 2023 Japanese G7 Presidency at the request of G7 Leaders and in consultation with G7 members, as part of the G7 Monitoring and Accountability Mechanism (MAM) (Elmau 2022).

The report presents good practices and progress made by the G7 in meeting commitments related to gender equality made during G7 Presidencies since 2017. The report aims to inform future G7 decision-making on gender equality. The report provides an overview of efforts to promote family-friendly policies; reduce gender pay gaps and improve women’s leadership in public and private sectors; promote women’s entrepreneurship; and foster women’s participation in Science, Technology, Engineering and Mathematics (STEM). The report also discusses efforts to address gender-based violence, as well as policies targeted at global challenges, including supporting gender equality in conflict and fragile settings.

Female scientists and engineers pioneered the nuclear and radiological fields, with leaders and innovators such as Marie Skłodowska-Curie and Lise Meitner, among many others, establishing the foundation of modern nuclear science and technology. Women continue to make vital contributions to the sector, but their visibility and overall numbers in the sector remain limited, especially in science, technology, engineering, and mathematics (STEM), and leadership roles. The lack of diversity in the sector represents a loss of potential innovation and growth and a critical threat to the viability of the field.

This report features the first publicly available international data on gender balance in the nuclear sector. The data was collected from over 8 000 women in the nuclear workforce in 32 countries, as well as human resources data from 96 nuclear organisations in 17 countries. Based on the findings, a comprehensive, evidence-driven policy framework is proposed with practical recommendations.

This report provides an overview of gender budgeting practices across OECD countries, based on the 2022 OECD Survey on Gender Budgeting as well as trends from surveys conducted in 2016 and 2018. It takes stock of countries’ progress in developing an effective and sustainable gender budgeting approach and discusses challenges and plans for the further development of gender budgeting. Country case studies highlight gender budgeting in practice. The report also presents the 2022 OECD Gender Budgeting Index, which compares the implementation of gender budgeting across five key areas: 1) institutional and strategic arrangements; 2) methods and tools; 3) enabling environment; 4) accountability and transparency; and 5) impact.

The OECD review of Gender Equality in Chile: Towards a Better Sharing of Paid and Unpaid Work is the first of a series addressing Latin American and the Caribbean countries. It compares gender gaps in labour and educational outcomes in Chile with other countries. Particular attention is put on the uneven distribution of unpaid work, and the extra burden this places on women. It investigates how policies and programmes in Chile can make this distribution more equitable. The first part of the report reviews the evidence on gender gaps and on what causes these, including the role played by attitudes. The second part develops a comprehensive framework to address these challenges, presenting a broad range of options to reduce the unpaid work burden falling on women, and to increase women’s labour income. The final part discusses the impact of the COVID-19 crisis and considers how the policy priorities of the government will have to change to address these.

This report assesses women’s access to justice and women’s political participation in parliament, local councils and civil society organisations in Colombia. It examines existing legal, political and institutional frameworks in order to better understand successes, challenges and implementation gaps in the government’s pursuit of access to justice and gender equality. The report also offers examples of different approaches in OECD member and partner countries to support Colombia in closing gender gaps. Based on this analysis, the report proposes actionable solutions to help Colombia design and deliver policies that effectively promote women’s political participation and access to justice, including for survivors of gender based violence.

The equal inclusion of women in economic life is a key driver of economic growth throughout the world, including the Pacific Alliance countries of Chile, Colombia, Mexico and Peru. Talent is lost, and future growth suffers, when women do not have the same opportunities as men to reach their full potential in the labour market. All countries of the world have work to do to advance the equality agenda, and Chile, Colombia, Mexico, and Peru have much to do. While girls and women in the Pacific Alliance are progressing on the path to gender equality and inclusive growth, significant roadblocks remain.

Sustainable development depends on maintaining long-term economic, social, and environmental capital. In failing to make the best use of their female populations, most countries are underinvesting in the human capital needed to assure sustainabilitly. This market and systems failure is discussed in this publication in terms of gender constraints, which are based on the socially-constructed and historically developed roles of men and women. It also illuminates how female contributions can be better realized at present and how strategies can be developed for meeting the needs of future generations. This report is a contribution by the OECD to the UN Commission on Sustainable Development and its cross-cutting work on gender.

The 2023 Gender, Education and Skills Report on the persistence of gender gaps in education and skills presents fresh insights on progress towards gender equality in education. The report tries to understand why teen boys are more likely than girls, on average, to fail to attain a baseline level of proficiency in reading, mathematics and science, and why high-performing girls do not continue investing in developing skills in areas such as mathematics and science, when compared to high-performing boys. The report also describes that, despite overall gender gaps in mathematics and science being quite small, young women continue to be under-represented in STEM-related fields after leaving school. These career choices are also reflected in gender disparities in the labour market: tertiary-educated women earn 76% of the earnings of their male peers. This could be possible because men are more likely than women to pursue studies in fields associated with higher earnings, such as engineering, manufacturing and construction, and ICTs, while women still choose fields associated with lower earnings, including education, welfare, and arts and humanities.

Genetic tests are being developed at an impressive rate and a significant number has already reached the market. Substantial involvement of the private sector has led to unprecedented growth in commercial genetic testing services and in trade of such services. This trend is expected to increase as knowledge gained from the mapping of the human genome and of single nucleotide polymorphisms (SNPs) is applied to the identification of disease-causing genes and of inherited differences in drug response. The potential socio-economic and ethical impacts are staggering. This report provides a state-of-the art review of advances in genetic testing and of main international policy concerns drawing from the OECD workshop on "Genetic Testing: Policy Issues for the New Millennium", held in Vienna on 23-25 February 2000.

This report presents the results of a survey of over 800 genetic testing laboratory directors in 18 OECD countries. It provides the first detailed overview of the availability and extent of molecular genetic testing across OECD member countries. The survey allowed the OECD to compare practices in individual countries in order to inform international action in setting standards and developing guidelines for practice. Based on the survey results, the report puts forward recommendations for action for better quality assurance and proficiency of molecular genetic testing. It shows, for example, that requirements for licensing and accreditation/certification of diagnostic molecular genetic testing laboratories have not penetrated OECD countries to a high degree or with any consistency. Considerable variations exist in mechanisms of licensing, certification and accreditation, including the standards by which tests are performed, results are reported, and the qualifications for laboratory personnel.

Variations in health care use within a country are complicated. In some cases they may reflect differences in health needs, in patient preferences or in the diffusion of a therapeutic innovation; in others they may not. There is evidence that some of the observed variations are unwarranted, signalling under- or over-provision of health services, or both. This study documents geographic variations for high-cost and high-volume procedures in select OECD countries. It finds that there are wide variations not only across countries, but within them as well. A mix of patient preferences and physician practice styles likely play an important part in this, but what part of the observed variations reflects over-provision, or whether there are unmet needs, remain largely unexplained. This report helps policy makers better understand the issues and challenges around geographic variations in health care provision and considers the policy options.
