Digitalisation is transforming education as well as social and economic life, with implications for childhood. Early Childhood Education and Care (ECEC), with its immense potential to shape children’s early development, learning and well-being, can play a major role in addressing the opportunities and risks that digitalisation brings to young children. Digitalisation also creates new ways of working that have the potential to lead to quality improvement in the ECEC sector. This report provides a 360-degree view of the challenges of digitalisation in ECEC and possible policy responses.

The Early Childhood Education and Care in a Digital World project was initiated to support countries andjurisdictions in investigating ways in which early childhood education and care (ECEC) can respond todigitalisation, harnessing opportunities to promote high-quality and equitable ECEC while minimisingassociated risks. The evidence base for the project includes responses to a policy survey, a collection ofcase studies across participating countries and jurisdictions, literature reviews from academic experts, anddesk-based research carried out by the OECD Secretariat. The project’s final report, Empowering YoungChildren in the Digital Age (2023[1]), was published as part of the OECD Starting Strong series.
