This report examines risks of corruption, conflict financing and money laundering linked to gold flows from Venezuela. As pointed out by this and other reports, all risks of adverse impacts listed in the OECD Guidance for Responsible Mineral Supply Chains (human rights abuses, conflict financing or financial crimes) are reported to be prevalent across supply chains of gold from Venezuela.

This report evaluates a range of possible responses to address large-scale NPL stocks, considering complementary internal recovery and market-based disposal solutions. In this sense, the study proposes a framework to encourage a non-performing loan stock reduction strategy that would effectively balance the incentives, costs and risks of key stakeholders including national authorities (and taxpayers), banking institutions, investors and other market participants.

This review analyses regulatory barriers to competition in the logistics sector in Viet Nam, with the goal of helping the government make regulation more pro-competitive while fostering long-lasting growth. This report is based on a competition assessment of laws and regulations conducted by the OECD in the framework of the project “Fostering Competition in Asean”. Besides developing recommendations to promote the competitive and efficient functioning of markets under review, this report also includes estimates of how the implementation of certain recommendations could impact the economy. An OECD Competitive Neutrality Review of Small-package Delivery Services in Viet Nam was launched together with this study.

Climate and environmental considerations have become pressing priorities for governments in recent years. International commitments such as the Paris Agreement, the Aichi Biodiversity Targets under the Convention on Biodiversity (CBD) and the Sustainable Development Goals (SDGs) have spurred momentum across the OECD to prioritise green objectives to policy-making processes. As these efforts require systematic considerations across all parts of government, countries have identified the budget process as playing a key role in ensuring that priorities relating to the environment and climate change are part of the policy-making process. Thus, there has been an emergence of “green budgeting” practices across the OECD.

Countries use green budgeting as a tool of budgetary policy making to provide policy makers with a clearer understanding of the environmental and climate impacts of budgeting choices, while bringing evidence together in a systematic and co-ordinated manner for more informed decision making to fulfil national and international commitments. This publication presents the findings from the first survey on green budgeting across OECD countries and provides information on the extent to which countries have the key elements of an effective approach to pursue environmental and climate priorities.

The report can help policy makers to assess the implications of these new technologies and to identify the benefits and risks related to their use. It suggests policy responses that that are intended to support AI innovation in finance while ensuring that its use is consistent with promoting financial stability, market integrity and competition, while protecting financial consumers. Emerging risks from the deployment of AI techniques need to be identified and mitigated to support and promote the use of responsible AI. Existing regulatory and supervisory requirements may need to be clarified and sometimes adjusted, as appropriate, to address some of the perceived incompatibilities of existing arrangements with AI applications.

Based on the OECD standard methodology, the study presents quantitative estimates of government support to consumers and producers of coal, oil and related petroleum products and natural gas, and electricity and heat generated from these fossil fuels. This report summarises the main findings of the analysis of fossil-fuel subsidy schemes in the six European Union's Eastern Partner (EaP) countries – Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine. The study updates the 2018 Inventory of Energy Subsidies in the EU’s Eastern Partnership Countries by providing data and estimates for 2016‑19. The analysis focuses on measuring two major types of fossil-fuel subsidies: direct transfers of funds to producers and consumers; and tax expenditure. This report also briefly discusses the taxation and energy pricing policies that have had direct or indirect impact on the evolution of fossil-fuel subsidies in the region. Detailed estimates of all individual support measures for each of the six countries are provided in Annexes to the report.

This report presents findings from a survey on green finance conducted among 1 000 households in the Kyrgyz Republic (Kyrgyzstan) in 2019. Although green finance is an emerging trend, knowledge about the appetite for green financial products and services in Kyrgyzstan is almost inexistent. The OECD prepared the household survey to close this gap in evidence. The research identified needs and demand from existing and potential clients of Kyrgyz financial institutions for financial instruments, including those that promote sustainable development. This will help commercial banks, policy makers and central bankers design more targeted interventions to increase access to and use of financial products and services, including green finance, in Kyrgyzstan.

The OECD has been working on water policy reform in the countries of Eastern Europe, the Caucasus and Central Asia for over 20 years. Three of the countries within the region, Georgia, the Republic of Moldova and Ukraine have signed Association Agreements with the European Union. These agreements provide a framework for deeper political ties and stronger economic links with the EU and include commitments for approximation towards EU legislation including the Water Framework Directive.

Georgia, the Republic of Moldova and Ukraine have ambitious long-term strategic plans for their water sectors, which include fulfilment of requirements under the Association Agreements and international commitments including the Sustainable Development Goals. The water policy outlooks baseline the country policy framework and current performance and then define the long-term vision and aspirations to 2030. The outlooks aim to demonstrate the likelihood of the current policy framework to achieve the long-term objectives and desired future state of the water sector, and include identification of opportunities for improving policy coherence and policies that have the opportunity to improve the likelihood of success.

In July 2020, the Investment Committee recommended to Council to invite Uruguay to become the 50th adherent to the OECD Declaration on International Investment and Multinational Enterprises. This OECD Investment Policy Review of Uruguay documents the progress made in recent years to align investment policies with the national development strategy in pursuit of the Sustainable Development Goals (SDGs). The Review also assesses remaining challenges in improving the business climate, in particular the actions needed to establish an enabling responsible business environment and ensure full application of the Declaration. Uruguay’s success in attracting more and better investment will make its economy more resilient and better prepared to accelerate the recovery after COVID-19.

This Handbook provides a forward-looking view on how quality infrastructure investment can be implemented to deliver on key policy priorities, notably catalysing the low-carbon transition, safeguarding biodiversity, building resilience, addressing regional disparities, and underpinning sustainable development. The Handbook assesses some of the infrastructure investment needs required to deliver on these priorities, identifies challenges and bottlenecks, and proposes solutions. It highlights effective infrastructure governance, the mobilisation of financial resources, and the subnational dimension of infrastructure governance and investment as key means for delivering quality infrastructure investment.

This report provides an assessment of public governance and territorial development in Polish local self-government units (LSGUs). It offers key recommendations to governments at the national, regional and local levels in Poland on how to enhance development, improve service delivery and strengthen management processes within LSGUs. It addresses eight key thematic areas, including strategic planning, co-ordination across administrative units and policy sectors, multi-level governance and investment capacity, the use of monitoring and evaluation evidence for decision-making, budgeting, strategic workforce management, open government, and regulatory policy to reduce administrative burden and simplify public procurement. The report proposes a classification of LSGUs in Poland based on OECD typology, in order to reflect the economic functionality of specific regions/territories as a means to help LSGUs design more effective local development policies. A self-assessment tool for LSGUs in Poland complements the report and provides key indicators that allow counties and municipalities to assess their main strengths and weaknesses on public governance and local development practices, plan how to better serve citizens, enhance local sustainable development and engage with stakeholders to build a collective vision and plan of action.
