Over the last two decades, reading has shifted from taking place on paper to, increasingly, screens. As digitalisation spreads, there have been growing concerns about unbalanced access to new types of resources between socio-economically advantaged and disadvantaged students. PISA 2018 results show that while disadvantaged students are catching up in terms of access to digital resources, their access to cultural capital like paper books at home has diminished, and the socio-economic gap has been persistent over the last two decades. This policy brief draws education stakeholders’ attention to this issue and provides evidence for the discussion of equity in education by examining how access to books at home is related to students’ prevalent mode of reading books, their performance in reading and their enjoyment of reading.

The Russian Federation’s large-scale war of aggression against Ukraine is causing severe disruptions to Internet connectivity, that has been increasing rapidly across the country over the last decade. The digital delivery of public services, with new “state-of-the-art” services launched just before the war, is proving resilient after the first disruptions. The digital economy in Ukraine was experiencing rapid growth before the war, and the Diia City tax Law introduced tailor-made fiscal measures for the IT sector. Now the Ukrainian Government faces multiple challenges, and OECD policy tools can help Ukraine realise its ambitious plans to strengthen and rebuild its digital space in the short term (i.e. access to the internet), medium term (i.e. access to talent and finance) and long term (i.e. a sound data infrastructure for the digital economy).

This paper aims to support better-targeted and more homogeneous data collection and comparative analysis of regulatory oversight bodies (ROBs). To do so, it builds on relevant academic literature and available data to sharpen the definition of ROB used in OECD analytical work and policy discussions. It also discusses ROBs’ role within the regulatory governance cycle as well as various aspects related to regulatory oversight and co-ordination, with special attention to the overall institutional setting (including the relationships between various ROBs), context and objectives of regulatory reform, tasks and responsibilities, and associated accountability arrangements.

Social protection systems play a key stabilising role for individuals and societies, especially in the recent context of heightened uncertainties. This paper proposes a new empirical approach for quantifying the accessibility and value of income transfers following an earnings loss. The approach allows to estimate and monitor gaps in the accessibility and value of social transfers between so-called “standard” and “non-standard” workers. It first presents a methodology for assessing support levels for jobless individuals in specific circumstances that allows for comparisons across countries and over time. It then illustrates the approach using longitudinal survey data in 16 OECD countries.

This paper examines key characteristics of six particularly active Southeast Asian providers of development co-operation – Indonesia, Malaysia, the Philippines, Singapore, Thailand and Viet Nam – and outlines development co-operation trends in the Southeast Asian region.

While false rumours, inaccurate reporting, and conspiracy theories have existed for as long as there were people to create and spread them, the Internet has reshaped and amplified the ability to produce and perpetuate false and misleading content. Stopping the creators and spreaders of untruths online is essential to reducing political polarisation, building public trust in democratic institutions, improving public health, and more generally improving the wellbeing of people and society. This Going Digital Toolkit note discusses the importance of access to accurate information online and presents a novel typology of the different types of untruths that circulate on the Internet. It considers how untruths are spread online as well as the consequences, and it surveys the evidence base of false and misleading information online. The note concludes by identifying approaches to fighting untruths online and mitigating their negative effects.

Digital transformation is increasingly recognised as a means to help unlocking the benefits of more inclusive and sustainable growth and enhanced social well-being. In the environmental context, digitalisation can contribute to decoupling economic activity from natural resource use and their environmental impacts. This paper takes stock of the implications of digitalisation for the transition to a resource efficient and circular economy. Particularly, the paper provides insights into how digitalisation may fuel circular business models in the private sector, and discusses the role of digital technologies in addressing some important market failures that stand in the way to scaling up circular activities. It also offers a public sector perspective, by exploring how digital technologies support effective delivery of circular economy policies, enabling better policy design, reshaping government-citizen interaction and improving implementation of policies. Additionally, the paper maps potential unintended consequences of the digital circular transition, including general risks related to data, security, privacy and transparency, as well as rebound effects and unexpected regulatory interventions.

Providing public services that deliver on the potential of digital technology and data presents a challenge for many governments. Yet, “being digital” is not optional, but a core condition, for governments seeking to provide services that are user-driven, inclusive, resilient, innovative and trustworthy. Achieving digital government maturity requires holistic, comprehensive transformation from within and throughout the machinery of government. It involves reshaping organisations’ culture, capability (including talent, skills and resources), and governance to support user-centred approaches, agility, integration and cohesion to design and deliver quality public services that meet the needs of citizens and businesses. This Going Digital Toolkit note presents action-oriented principles to guide policy makers and public servants when designing and delivering public services fit for the digital age. The Annex contains a selection of practices by a variety of countries for each principle.

Governments across the OECD are investing significant resources to address the immediate and long-term effects of the COVID-19 pandemic. Given that the crisis has affected different age groups differently and that its repercussions will be felt by many for decades to come, governments need to adopt an integrated public governance approach to COVID-19 response and recovery efforts. This policy brief presents the views of a non-representative sample of 151 youth organisations from 72 countries, including 100 youth organisations based in 36 OECD countries, on how young people have been experiencing the crisis and related government action. It is complemented by an analysis of the measures adopted across 34 OECD countries and provides recommendations on how to deliver a fair, inclusive and resilient recovery for young people through a range of public governance approaches.

This paper provides an overview of how members of the OECD Development Assistance Committee (DAC) are integrating gender equality and climate action objectives into their bilateral allocable official development assistance (ODA).

The Slovak population is set to age rapidly in the next decades, with significant impacts on economic growth and the sustainability of public finances. At the same time, the labour market exit age in Slovakia is among the lowest in the OECD. We use administrative data for Slovakia between 2013 and 2020 to analyse what factors influence the probability of employment exit of older workers. We find that statutory retirement ages have an important influence on the decision to leave employment. Higher educational attainment is associated with later employment exit, suggesting that the employment rate of older workers is likely to increase in the future as younger generations have higher educational attainment. We also find evidence that workers in sectors that are physically more demanding are exiting employment earlier. Impaired health also leads to significantly earlier employment exits. Finally living in a rural area or in areas with high unemployment is associated with earlier exit from the labour market.

Improving patient safety culture (PSC) is a significant priority for OECD countries as they work to improve healthcare quality and safety—a goal that has increased in importance as countries have faced new safety concerns connected to the COVID-19 pandemic. Findings from benchmarking work in PSC show that there is significant room for improvement. Across included survey findings from OECD countries, less than half (46% ) of surveyed health workers believe that important patient care information is transferred across hospital units and during shift changes. Just two-in-five surveyed health workers in OECD countries believe the staffing levels at their workplace are appropriate for ensuring patient safety (40%) or that mistakes and event reports would not held against them (41%). International benchmarking is a feasible and useful addition to exiting measurement initiatives on safety culture and may help accelerate necessary improvements in patient safety outcomes.

This report provides recommendations for regulatory and data governance frameworks to support the development of Mobility as a Service (MaaS) in the Brussels-Capital Region. These highlight the need to enable the development of a competitive and innovative MaaS ecosystem, with both public and private actors, in order to maximise the likelihood that sustainable MaaS business models will be developed. The work identifies the necessary scope of a new legal framework for MaaS and recommends how the existing regulation of mobility operators should be modified in order to integrate effectively with the MaaS framework. Finally, the work also addresses key data governance requirements, including data protection, transfer and reporting needed to support the development of MaaS.

Internationally, gender-based violence (GBV) is an ongoing crisis, a shadow pandemic. Strong collective and individual action is urgently needed, and targeted financing towards the elimination of GBV is a necessity. This paper examines levels and areas of focus of official development assistance (ODA) towards the elimination of violence against women and girls in 2019.

Austria is in the process of developing and implementing a comprehensive education monitoring system that is in line with the goals of the 2017 Education Reform Act.

This Policy Perspective presents the final output of this two-year collaboration between the Austrian Federal Ministry of Education, Science and Research, the European Commission and the OECD. The overall goal of this project is to support the Austrian Government in the design and implementation of a new education monitoring system that balances traditional top-down implementation processes with more bottom-up approaches that leave room for co-construction and local adaptation. This report issues a set of recommendations for the monitoring system to provide data to support quality assurance, school self-evaluation, effective governance, evidence-based policy making, and allocation and use of resources. This report can be of help for any country looking to support policy development and improvement in the education system through data-informed decision-making.

This paper describes the role that data portability and interoperability measures can play in promoting competition both within and among digital platforms. It was prepared as background for a discussion on the topic held in June 2021.

Understanding consumption-based emissions from Agriculture, Forestry and Land-use (AFOLU) activities is important in developing climate policy for the sector. This paper proposes a new methodology to construct indicators – CBAFOLU indicators ‒ to provide estimates of greenhouse gas (GHG) emissions arising from AFOLU activities (including fisheries) in the global supply chain of finished products. The CBAFOLU indicators identify the countries where emissions are generated and the countries where the goods that “embody” these emissions are eventually consumed. CBAFOLU indicators are provided for bilateral flows of emissions for 65 countries over 2005-15. The indicators also break down emissions by types of GHG: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O) and CO2 emissions from land use, land-use change, and forestry (LULUCF). Given their preliminary nature, the CBAFOLU indicators should be seen as a first building block in a series of steps to explore the allocation of AFOLU activities across countries through the lens of sustainability; priorities for further work to refine the indicators are also proposed.

Across OECD countries, the increasing demand for evidence-based policy making has further led governments to design policies jointly with clear measurable objectives, and to define relevant indicators to monitor their achievement. This paper discusses the importance of such indicators in supporting the implementation of education policies. Building on the OECD education policy implementation framework, the paper reviews the role of indicators along each of the dimensions of the framework, namely smart policy design, inclusive stakeholder engagement, and conducive environment. It draws some lessons to improve the contribution of indicators to the implementation of education policies, while taking into account some of their perennial challenges pertaining to the unintended effects of accountability. This paper aims to provide insights to policy makers and various education stakeholders, to initiate a discussion on the use and misuse of indicators in education, and to guide future actions towards a better contribution of indicators to education policy implementation.

This report examines the potential of data-driven approaches to improving transport infrastructure maintenance. It assesses trends in maintenance strategies, explores how the targeted use of data could make them more effective for different types of transport infrastructure, and looks into implications for policy.

The 2008 System of National Accounts (SNA) provides the international standards for compiling macro-economic statistics. In addition to the core set of accounts, the 2008 SNA also introduces satellite accounts, which are linked to, but distinct from, the central framework of national accounts. One type of satellite accounts involves some rearrangement of central classifications and the possible introduction of complementary elements, to give a more detailed description and monitoring of a certain theme, such as tourism, education, health, the digital economy and transport. They may involve some differences from the standards applied in the central framework, but they generally do not change the underlying concepts of the SNA in a fundamental way. The second type of satellite analysis is mainly based on concepts that are alternatives to those of the SNA. They may include a different production boundary, an enlarged concept of consumption or capital formation, an extension of the scope of assets, and so on. There is a growing demand for satellite accounts, especially for the first type of thematic satellite accounts. This paper aims to clarify the key steps for the compilation of such thematic satellite accounts, using the example of a satellite account for transport.
