Computer scientists are working on reproducing all human skills using artificial intelligence, machine learning and robotics. Unsurprisingly then, many people worry that these advances will dramatically change work skills in the years ahead and perhaps leave many workers unemployable.

This report develops a new approach to understanding these computer capabilities by using a test based on the OECD’s Survey of Adult Skills (PIAAC) to compare computers with human workers. The test assesses three skills that are widely used at work and are an important focus of education: literacy, numeracy and problem solving with computers.

Most workers in OECD countries use the three skills every day. However, computers are close to reproducing these skills at the proficiency level of most adults in the workforce. Only 13% of workers now use these skills on a daily basis with a proficiency that is clearly higher than computers.

The findings raise troubling questions about whether most workers will be able to acquire the skills they need as these new computer capabilities are increasingly used over the next few decades. To answer those questions, the report’s approach could be extended across the full range of work skills. We need to know how computers and people compare across all skills to develop successful policies for work and education for the future.

It is often claimed that these learners are "new millennium learners", or "digital natives", who have different expectations about education. This book contributes to the debate about the effects of technology attachment and connectedness on today’s learners, and their expectations about teaching.

Chile has embarked on an ambitious path towards a new constitution. For all countries, drafting a new constitution or amending an existing one is a stimulating challenge, but also a demanding process from both a political and technical standpoint. This report presents the results of a benchmarking exercise conducted by the OECD of possible constitutional provisions, reflecting the experiences of OECD member countries. The information and analysis are based on a survey on digital education infrastructure and governance, interviews with national and regional government officials as well as desk-based research.

Large-scale study of populations may contribute significantly to science’s understanding of the complex multi-factorial basis of disease and to improvements in prevention, detection, diagnosis, treatment and cure. This book summarises the proceedings of a conference on human genetic research databases.  It examines what they are and provides a number of examples. It looks at how they have been established, governed, and funded. And it looks at how they are managed and commercialised, exploring what the policy implications are for governments. 

As data become an important resource for the global economy, it is important to strengthen trust to facilitate data sharing domestically and across borders. Cryptography is one of the technological means to provide security for data on information and communications systems. It can be used to protect the confidentiality of data, such as financial or personal data, whether that data is in storage or in transit. Cryptography can also be used to verify the integrity of data by revealing whether data has been altered and identifying the person or device that sent it. These techniques are critical to the development and use of national and global information and communications networks and technologies, as well as the development of electronic commerce. This book includes the Recommendation of the OECD Council concerning Guidelines for Cryptography Policy, the text of the Guidelines itself, and a report which explains the context for the guidelines and the basic issues involved in the cryptography policy debate.

This report analyses the impact of advanced electronic systems on primary and secondary markets. In the future, sophisticated electronic auction systems will enable institutional investors to bid directly in auctions, thereby by-passing primary dealers. Electronic trading systems will inevitably reshape secondary fixed-income markets.

Underlying these challenges is the growing number of OECD sovereign issuers granting greater independence to debt management operations, accompanied by an increased emphasis on risk assessment and risk management.

Demand-side innovation policies have been receiving increasing interest from a number of OECD countries in recent years in the context of slow growth and lagging productivity performance. Pressures on fiscal budgets in the aftermath of the financial crisis have also motivated governments to seek ways to boost innovation without necessarily engaging in new programme spending, primarily to meet social demands in areas such as health, energy or the environment.

This book examines dynamics between demand and innovation and provides insights into the rationale and scope for public policies to foster demand for innovation. This report on steel capacity developments in non-OECD countries is done every two years. It reviews available material on existing capacity and on likely developments through 2000. To the extent possible, expectations beyond 2000 are also reflected. The Appendix to the report presents detailed information on existing and proposed steelmaking capacity and equipment in non-OECD countries on a plant-by-plant basis.

Computer and video games is a young industry with rapid growth underpinned by technological development. The global market in 2003 was over USD 21 billion compared with USD 32 billion for the recorded music industry. The main segments are off-line consoles and PCs; online and wireless games are still relatively small but there is a general online trend and the industry is increasingly strategic for media, Internet and consumer electronics firms. “Dis-intermediation” is occurring in the value chain as distributor and retail roles are taken by publishers directly or via ISPs and game Web sites. ISPs are also acting as content aggregators and game Web sites and portals as retailers (“re-intermediation”). Development barriers include the availability of network infrastructure, skills and management challenges, financing issues, and the legal and payments infrastructure. The policy framework affecting the industry includes R&D and technology, market and skills development; IPR and piracy issues; online business conditions including broadband quality, micro-payments, standards and taxation issues; and social dimensions including culture, age ratings and content issues, and games applications in education.

Like most OECD countries, Brazil has been taking steps towards digital government to ensure that public policies and services are more inclusive, convenient and designed to meet citizens’ needs. This report takes stock of the progress made by the Brazilian government, based on good practices and principles in OECD countries, and provides recommendations to help Brazil drive its digital transformation of the public sector.
