This OECD Report to G20 Digital Economy Ministers presents practical examples from G20 members on data access and sharing, both across the public sector and between the public and private sectors in the public interest. The report supports G20 discussions on common opportunities, enablers and challenges to strengthen data access and sharing in the public sector, as well countries’ efforts and priorities in this policy area. It has been prepared by the OECD for the Brazilian G20 Presidency in co-ordination with the Ministry of Management and Innovation in Public Services, to inform the G20 Digital Economy Working Group at its September 2024 meeting.

Les technologies numériques transforment pratiquement tous les aspects de l’économie, et le commerce international ne fait pas exception. Les entreprises et les ménages passent de plus en plus de commandes en ligne. De nombreux services qui exigeaient d’ordinaire une proximité entre producteurs et consommateurs sont désormais proposés à distance. Les plateformes en ligne jouent un rôle de plus en plus important dans le rapprochement de l’offre et de la demande et facilitent les transactions économiques. Le numérique transforme la façon dont les produits sont achetés et livrés. Pour autant, cette évolution transparaît très peu dans les statistiques macroéconomiques traditionnelles, qui se concentrent sur ce qui est produit et par qui. En dernier ressort, cette absence de visibilité gêne l’élaboration des politiques et peut donner l’impression que l’économie n’est pas mesurée avec précision. Ce Manuel a pour objet d’aider les statisticiens à répondre aux besoins des décideurs de s’appuyer sur de meilleurs éléments statistiques concernant le commerce numérique. Si la politique commerciale internationale semble le domaine de l’action publique pour lequel il est essentiel de disposer de données exhaustives et comparables, le commerce numérique a des incidences sur de nombreux autres domaines, aux niveaux national comme international, et il est influencé par ces domaines, qu’il s’agisse de la concurrence, de la fiscalité, du développement ou de la croissance économique.

The semiconductor value chain is essential for modern economies but is prone to disruptions that pose considerable risks. Policy makers need robust data to help address a wide array of issues such as identifying bottlenecks, monitoring the balance between supply and demand of specific semiconductor types, as well as managing disruptions in the value chain. This paper establishes a common taxonomy for semiconductor types and production facilities to enable harmonised data collection and sharing. The taxonomy divides semiconductor products into four broad categories: “logic”, “memory”, “analog” and “others”, with further sub-categories based on their prevalence and specific functions. Semiconductor production facilities are classified according to the technology they use, the types of semiconductors they can produce, their production capacity, and other key characteristics. This taxonomy will be the basis for a semiconductor production database – it will be revised in the future to keep pace with technological advancements.

En mai 2023, les dirigeants du G7 ont recensé les thèmes à examiner dans le cadre du processus d’Hiroshima et demandé l’établissement rapide d’un état des lieux des possibilités et enjeux associés à l’IA générative. Ce rapport donne à voir les réponses reçues à un questionnaire conçu pour faciliter cet état des lieux et doit étayer les échanges du G7 au sujet des priorités d’action communes en ce qui concerne cette technologie. Il permet également de brosser une rapide vue d’ensemble de son évolution dans le temps et dans l’espace. Le rapport et les réponses au questionnaire doivent être considérés comme le reflet de la situation à un instant T : ils donnent une idée des tendances observables à l’été 2023, dans un contexte technologique en mutation rapide. Le rapport a contribué à éclairer et structurer les discussions tenues dans le cadre du processus du G7, dit d’Hiroshima, sur l’IA.

In May 2023, G7 Leaders identified topics for discussion in the Hiroshima Artificial Intelligence (AI) Process and called for an early stocktaking of opportunities and challenges related to generative AI. This report presents the results of a questionnaire to G7 members developed to support the stocktaking and help guide G7 discussions on common policy priorities about generative AI. It also provides a brief overview of the development of generative AI over time and across countries. The report and questionnaire results represent a snapshot in time: they are indicative of trends identified in the first half of 2023 in a rapidly evolving area of technology. The report helped inform and structure discussions of the G7 Hiroshima AI Process.

The Handbook on Measuring Digital Trade sets out a conceptual and measurement framework for digital trade which aligns with the broader standards for macro-economic statistics. It aims to help statistical compilers to address policymakers’ needs for statistical evidence on digital trade. It includes extensive compilation guidance, drawing upon substantive inputs and case studies from both developed and developing economies and covering a variety of survey and non-survey sources. A reporting template is also proposed to support compilers in the production and dissemination of digital trade statistics.

“New space”, characterised by new commercial players bringing cutting-edge business techniques and funding methods to space activities, has brought disruptive innovation and democratised access to space. But there also reasons for concern, as this has led to an intensified use of the orbital environment, creating more congestion and debris. Furthermore, the vitality of the “new space” ecosystem is under threat from economic shocks and market entrenchment. This G20 background paper examines the emergence of the “new space” ecosystem over the last 15 years, its impact on the space sector and society at large and the role of governments in ensuring sustained and sustainable growth of the sector. The paper provides a definition of “new space” activities to better target policy responses and suggests policy options to address these challenges.

Le Cadre d'action de l'OCDE sur la sécurité numérique aborde la dimension économique et sociale de la cybersécurité, souligne l'approche de l'OCDE en matière de politiques publiques de sécurité numérique, et permet aux décideurs d'utiliser les Recommandations de l'OCDE dans ce domaine. Le Cadre identifie également les liens entre les normes de sécurité numérique et d'autres normes et outils de l'OCDE.

L'OCDE est à l'avant-garde des efforts internationaux pour guider les décideurs dans le domaine des politiques publiques de sécurité numérique depuis 1990. L'OCDE est devenue la première instance internationale normalisatrice dans ce domaine. The OECD Policy Framework on Digital Security charts the economic and social dimension of cybersecurity, highlights the OECD approach to digital security policy and equips policymakers to use OECD digital security Recommendations in developing better policies. The Framework also identifies linkages with other policy areas addressed through existing OECD standards and tools.

The OECD has been at the forefront of international efforts on guiding policy makers in the area of digital security since 1990 and has become the primary international standard setter in this area. OECD Recommendations on digital security support stakeholders in developing digital security policies for economic and social prosperity, in line with the OECD’s mandate to help governments develop “better policies for better lives”.

As data become an important resource for the global economy, it is important to strengthen trust to facilitate data sharing domestically and across borders. Significant momentum for related policies in the G7, and G20, has gone hand in hand with a wide range of – often complementary – national and international initiatives and the development of technological and organisational measures. Advancing a common understanding and dialogue among G7 countries and beyond is crucial to support coordinated and coherent progress in policy and regulatory approaches that leverage the full potential of data for global economic and social prosperity. This report takes stock of key policies and initiatives on cross-border data flows to inform and support G7 countries’ engagement on this policy agenda.

The OECD Recommendation on Children in the Digital Environment provides guidance for governments and other stakeholders on putting in place policies and procedures to empower and protect children in the digital environment. The Recommendation was developed in recognition that the digital environment is a fundamental part of children’s daily lives, and that strong policy frameworks are needed to both protect children from any potential harm, and to help them realise the opportunities that it can bring.

This companion document aims to assist governments and other stakeholders in implementing the Recommendation. It expands upon the context in which the Recommendation was developed, and considers in detail specific aspects of the Recommendation, in particular different stakeholders and their roles (e.g. parents, governments, digital service providers) as well as key underlying concepts such as children’s privacy, digital literacy and child safety by design.

Reliable and high-quality connectivity is fundamental for the digital transformation. Furthermore, the COVID-19 health emergency has shown that access to high-quality broadband services at affordable prices, across different territories is essential to ensure that economic and social activities can continue in an increasingly remote manner. However, important disparities in terms of connectivity persist in G20 countries and especially within countries between different types of regions. Overcoming the territorial divide is essential to ensure that no region and its inhabitants are left behind, regardless of where they live. This report offers a roadmap to policy makers to reduce the digital divides experienced by people living in different places within countries. While this is a key policy goal, the reduction of regional disparities needs to be accompanied with sufficiently high levels of broadband speeds across regions for people to be able to fully benefit from the economic opportunities and services brought about by digitalization.

Connectivity is an essential pillar of ensuring an inclusive digital transformation. The COVID-19 health emergency has further accentuated the awareness of how the quality, capability and resilience of broadband networks are becoming even more critical to ensure an inclusive society as more and more activities, such as work and education, are conducted in a remote manner. Therefore, policies aiming to expand connectivity and increase its quality are of paramount importance. Furthermore, analysing the performance of networks is crucial to inform policy makers and regulators to identify quality gaps and design the right policies and regulation towards closing those gaps. This report focuses on the state of broadband speed quality across the G20 and how to upgrade the speeds of networks further to spur economic recovery. It identifies existing gaps and puts forward policies and regulation towards extending high-quality networks and upgrading the quality of networks.

Digital technologies are increasingly present in young children’s lives. How can early education systems get the best out of digitalisation while minimising its risks? This is especially urgent as the COVID-19 pandemic has accelerated our reliance on digital tools – tools that enabled young children to continue learning when early education centres and primary schools closed down.

It is in this context that the OECD conducted a policy survey covering 34 countries and jurisdictions. It investigates how digital technologies were used to provide distance education for young children in 2020, which challenges arose and what policy changes are in the pipeline for early education.

Les politiques menées dans le domaine de la science et de la technologie ont connu de profondes transformations ces dernières années, avec notamment un poids plus grand donné aux ressources humaines, aux objectifs en termes de performance plutôt que de ressources, et au rôle des entreprises. Dans le même temps, de nouvelles sources de données étaient constituées ou devenaient accessibles aux statisticiens (données sur la main d'œuvre, sur les brevets, enquêtes sur l'innovation). Dans ce contexte, les ministres de la Science et de la Technologie des pays Membres ont donné mandat à l'OCDE de développer de nouveaux indicateurs qui reflètent plus fidèlement l'évolution vers l'économie fondée sur le savoir et l'impact des politiques dans ce domaine.
Ce dernier numéro de STI Revue reprend les principaux résultats de l'exercice mené dans le cadre de ce mandat. Ces résultats portent notamment sur l'investissement en connaissance, la mobilité des travailleurs hautement qualifiés, les enquêtes et indicateurs d'innovation, le soutien public à la technologie industrielle, et les politiques fiscales pour la R-D.

This biannual publication provides a set of indicators that reflect the level and structure of the efforts undertaken by OECD Member countries and 6 non-member economies in the field of Science and Technology. These data include final or provisional results as well as forecasts established by government authorities. The indicators cover the resources devoted to research and development, patent families, technology balance of payments and international trade in highly R&D-intensive industries. Also presented are the underlying economic series used to calculate these indicators. Series are presented for the last seven years for which data are available.

The papers in this volume attempt to bring the facts about spin-offs from public research to light. Universities and research institutions are more entrepreneurial than ever before, and spin-offs represent the success of their new commercial orientation. But hopes about the importance of new firm generation from cutting-edge research, should be informed by better data on new firm creation and their economic impacts. The papers in this volume explore the steady rise of research-based spin-offs across the OECD, and rely on recent data to explain the factors of success, and to formulate better institutional practices and national policies.
