This Digital Government Review of Türkiye explores how the Government of Türkiye can use digital technology and data to help the public sector become more responsive, resilient and proactive. It evaluates the efforts made so far by Türkiye in achieving digital government maturity by looking at governance, institutional capacities, digital skills, public service design and delivery, enabling building blocks and the strategic management and use of data. The review provides policy recommendations intended to help the Government of Türkiye fully benefit from digital technologies and data to realise the potential of the digital age in transforming the public sector and the services provided to the public.

The OECD Public Governance Review of the Czech Republic identifies priority governance areas for reform in the Czech Republic and offers recommendations to strengthen the effectiveness, agility and responsiveness of the country’s public sector. The review first provides a snapshot on the effectiveness of the public administration and its capacity to address contemporary governance challenges, such as digitalisation and climate change. It then analyses a number of critical and priority public governance areas including citizen engagement, centre-of-government-led co-ordination and strategic planning, evidence-informed policy making in the Czech public administration, public administration at the local and regional level, human resources management in the public administration, and digital government. It also includes a case study on governance arrangements and regulations during the COVID-19 pandemic. The review provides recommendations for the Czech public administration to help it implement its Public Administration Reform Strategy: Client-oriented Public Administration 2030 (PAR), achieve the objectives of the PAR, and, ultimately, realise its longer-term sustainable development vision and commitments.

Přehled o stavu veřejné správy v České republice identifikuje prioritní oblasti pro reformu veřejné správy v České republice a nabízí doporučení pro posílení efektivity, rychlosti a reakceschopnosti veřejné správy v ČR. Přehled nejprve zprostředkovává pohled na efektivitu veřejné správy a její schopnost řešit současné výzvy v oblastech, jako jsou digitalizace a klimatická změna. Poté analyzuje celou řadu zásadních a prioritních oblastí veřejné správy včetně zapojování občanů, koordinace a strategického plánování vedených z centra vládnutí, informovaného rozhodování (EIDM) ve veřejné správě, veřejné správy na úrovni krajů a obcí, řízení lidských zdrojů ve veřejné správě a využívání elektronických nástrojů veřejné správy. Součástí Přehledu je i případová studie o opatřeních a předpisech v oblasti veřejné správy během pandemie onemocnění covid-19. Přehled o stavu veřejné správy v ČR obsahuje doporučení pro veřejnou správu v ČR, která jí pomohou s uskutečněním a se splněním cílů koncepce rozvoje veřejné správy s názvem Klientsky orientovaná veřejná správa 2030 a v konečném důsledku také s realizací dlouhodobé vize a závazků udržitelného rozvoje.

As societies become increasingly digital, cyber security has become a priority for individuals, companies and nations. The number of cyber attacks is exceeding defence capabilities, and one reason for this is the lack of an adequately skilled cyber security workforce. This report analyses the demand for cyber security professionals in Australia, Canada, New Zealand, the United Kingdom and the United States using information contained in online job postings. The analysis looks at recent trends in the demand for workers in different types of cyber security roles, the geographical distribution of cyber security job postings, and the changing skill requirements for professionals in this field. The report also looks at the supply side, zooming in on the landscape of cyber security education and training programmes in England (United Kingdom). It describes the different types of programmes provided in further and higher education, the profile of learners in these programmes and their outcomes. Finally, the report also looks at policies and initiatives adopted in England to make cyber security education and training programmes more accessible and relevant. This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

Sociotechnical systems in areas like energy, agrifood and mobility need to transform rapidly to become more sustainable and resilient. Science, technology and innovation (STI) have essential roles in these transformations, but governments must be more ambitious and act with greater urgency in their STI policies to meet these challenges. They should design policy portfolios that enable transformative innovation and new markets to emerge, challenge existing fossil-based systems, and create windows of opportunity for low-carbon technologies to break through. This calls for larger investments but also greater directionality in research and innovation, for example, through mission-oriented policies, to help direct and compress the innovation cycle for low-carbon technologies. International co-operation will be essential, but rising geopolitical tensions, including strategic competition in key emerging technologies, could make this difficult. OECD Science, Technology and Innovation Outlook 2023 explores these and other key issues and trends that present STI with a new operating environment to which it must adapt.

Le Cadre d'action de l'OCDE sur la sécurité numérique aborde la dimension économique et sociale de la cybersécurité, souligne l'approche de l'OCDE en matière de politiques publiques de sécurité numérique, et permet aux décideurs d'utiliser les Recommandations de l'OCDE dans ce domaine. Le Cadre identifie également les liens entre les normes de sécurité numérique et d'autres normes et outils de l'OCDE.

L'OCDE est à l'avant-garde des efforts internationaux pour guider les décideurs dans le domaine des politiques publiques de sécurité numérique depuis 1990. L'OCDE est devenue la première instance internationale normalisatrice dans ce domaine. Les Recommandations de l'OCDE sur la sécurité numérique soutiennent les parties prenantes dans l'élaboration de politiques visant la prospérité économique et sociale, en accord avec la mission de l'OCDE d'aider les gouvernements à élaborer des "politiques meilleures pour des vies meilleures".

This report presents a case study of applying the OECD anticipatory innovation governance framework to develop and manage anticipatory innovation ecosystems as vehicles for knowledge generation, innovation governance and co-ordinated action to achieve policy goals. Part I establishes the case for anticipatory innovation ecosystems and sets out how they can be governed through a multi-level approach. In Part II, opportunities and challenges for applying this approach in the Latvian context are identified, and recommendations are made for developing anticipatory innovation ecosystems in Latvia.

The OECD Policy Framework on Digital Security charts the economic and social dimension of cybersecurity, highlights the OECD approach to digital security policy and equips policymakers to use OECD digital security Recommendations in developing better policies. The Framework also identifies linkages with other policy areas addressed through existing OECD standards and tools.

The OECD has been at the forefront of international efforts on guiding policy makers in the area of digital security since 1990 and has become the primary international standard setter in this area. OECD Recommendations on digital security support stakeholders in developing digital security policies for economic and social prosperity, in line with the OECD’s mandate to help governments develop “better policies for better lives”.

Data are generated wherever digital technologies are deployed namely, in almost every part of modern life. Using these data can empower individuals, drive innovation, enable new digital products and improve policy making and public service delivery. But as data become more widely used across sectors and applications, the potential for misuse and harm also grows. To advance data governance for growth and well-being, this report advocates a holistic and coherent approach to data governance, domestically and across borders. It examines how data have emerged as a strategic asset, with the ability to transform lives and confer economic advantage. It explains how the unique characteristics of data can pose complex trade-offs and challenge policies that pre-date the data-driven era. This report provides new insights, evidence and analysis and outlines considerations for better data governance policies in the digital age.

The ubiquitous collection, use, and sharing of data that power today’s economies challenge existing governance frameworks and policy approaches. Drawing on the extensive research and analysis conducted at the OECD on data governance, on countries’ policies and practices, and the OECD legal instruments in this area, the Going Digital Guide to Data Governance Policy Making supports policy makers in navigating three fundamental policy tensions that characterise efforts to develop, revise, and implement policies for data governance across policy domains in the digital age: balancing data openness and control while maximising trust; managing overlapping and potentially conflicting interests and regulations related to data; incentivising investments in data and their effective re-use. The operative part of the guide consists of a checklist of questions to orient policy makers as they develop and revise effective policies for data governance, based on possible policy approaches and real-life examples.

The Dominican Republic has made strides on many socioeconomic fronts over the years. The country has been one of the leading economies in Latin America and the Caribbean in terms of GDP growth, reaching upper middle-income status in 2011. However, progress on the different dimensions of well-being has been insufficient. In particular, socioeconomic and territorial disparities are still important, and public institutions remain insufficiently solid. For the Dominican Republic to embark on a more prosperous development path, three critical dimensions must be tackled. First, providing quality jobs for all, with particular emphasis on boosting formalisation and productive transformation. Second, mobilising more public and private finance for development, with more progressive and effective taxation systems, more efficient public expenditure and deeper capital markets. Third, accelerating digital transformation to boost productivity, enhance inclusion and support job creation.

Economic and financial crimes are growing in numbers, complexity and reach, making them increasingly difficult to investigate and successfully prosecute. This report details efforts in Latvia to strengthen its criminal justice system against financial and economic crimes. It highlights the range of challenges common to numerous jurisdictions, and describes progress made in Latvia to address these challenges through interagency cooperation mechanisms. Finally, it provides recommendations for areas requiring further attention.

Hydrogen and carbon capture, utilisation, and storage (CCUS) are set to play important and complementary roles in meeting People’s Republic of China’s (hereafter, “China”) pledge to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060. Hydrogen could contribute to China’s energy system decarbonisation strategy, such as through the use as a fuel and feedstock in industrial processes; in fuel cell electric transport, and for the production of synthetic hydrocarbon fuels for shipping and aviation. The analysis of scenarios in this report suggests that while hydrogen from renewable power electrolysis could meet the majority of hydrogen demand by 2060, equipping existing hydrogen production facilities with CCUS could be a complementary strategy to reduce emissions and scale-up low-emission hydrogen supply.

This report was produced in collaboration with the Administrative Centre for China’s Agenda 21 (ACCA21). It explores today’s hydrogen and CCUS status in China, and the potential evolution of hydrogen demand in various sectors of the Chinese economy through 2060, in light of scenarios developed independently by the IEA and the China Hydrogen Alliance. The report also provides a comparative assessment of the economic performance and life cycle emissions of different hydrogen production routes. Finally, the report discusses potential synergies and regional opportunities in deploying CCUS and hydrogen, and identifies financing mechanisms and supporting policies required to enable the deployment of hydrogen production with CCUS in China.

This report represents the second outcome of the collaboration between the Asian Productivity Organization (APO) and the Organisation for Economic Co-operation and Development (OECD) to improve the measurement and analysis of productivity developments across APO and OECD member economies. The report discusses the potential impact of COVID-19 on productivity and examines the role of Multifactor Productivity (MFP) as a major driver of economic growth and changes in living standards. It then identifies the most important factors influencing MFP growth and describes the most important challenges affecting the measurement of each of these factors as well as the estimation of their impact on MFP. The report provides key recommendations to improve the reliability and interpretation of the empirical evidence for economic analysis.

This report presents the most recent trends in the labour market demand for digital professionals and skills, highlighting where bottlenecks are emerging and policy action is – and will be – needed to support individuals who aim to thrive in the digital transition. The report analyses a wide range of digital occupations and the associated skill and technology demands using a unique set of data collected from millions of job postings published online in Belgium, Canada, France, Germany, Italy, the Netherlands, the United Kingdom, the United States, Singapore and Spain. The evidence contained in this report is key for governments to design targeted retraining and upskilling policies, and for workers to fully benefit from the digital transition.

As data become an important resource for the global economy, it is important to strengthen trust to facilitate data sharing domestically and across borders. Significant momentum for related policies in the G7, and G20, has gone hand in hand with a wide range of – often complementary – national and international initiatives and the development of technological and organisational measures. Advancing a common understanding and dialogue among G7 countries and beyond is crucial to support coordinated and coherent progress in policy and regulatory approaches that leverage the full potential of data for global economic and social prosperity. This report takes stock of key policies and initiatives on cross-border data flows to inform and support G7 countries’ engagement on this policy agenda.

Small and medium-sized enterprises (SMEs) that scale up have long raised policy interest for their extraordinary potential in terms of job creation, innovation, competitiveness and economic growth. Yet, little is known about which firms could effectively become scalers, and what policies could effectively promote SME growth. This report is part of a series aiming to help policy makers unleash scalers’ potential. Building on new evidence from microdata work, it rethinks the nature and scope of scale up policies, suggesting the need for a broader and more cross cutting approach. The report then explores two thematic areas that are relevant for SME scaling up, i.e. SME data governance and their access to ‘scale up’ finance. Based on an international mapping of 369 institutions and 1174 policy initiatives across OECD countries, the analysis shows that SME and entrepreneurship policy is not among the core mandates of many implementing institutions, calling for sound coordination across the board and further mainstreaming of SME growth considerations in both policy areas. Moreover, national policy mixes vary significantly across countries, reflecting different approaches to promoting SME growth and to SME targeting, but also revealing possible policy blind spots.

The COVID-19 pandemic and the Ukraine war have revealed vulnerabilities in Germany’s economic model: undiversified energy supply, an over-reliance on fossil fuels, delayed digitalisation and disruptable supply chains. Digital technologies may significantly disrupt manufacturing industries Germany has dominated for decades, threatening future competitiveness. The green transition also requires significant industrial transformations. Germany can call upon one of the world’s most advanced innovation systems in dealing with these challenges, but a new more agile and experimental approach to STI policy is needed. This Review outlines how to develop such an approach and what STI policies need to focus on: create markets for future innovations, more significant and more risk-tolerant finance for innovation, inter-disciplinary knowledge exchange, improved data infrastructure and capabilities. Given the internationally shared challenges of dealing with transitions, the insights presented in the review will be of interest to policymakers, stakeholders and analysts from Germany and across the OECD.

Die Coronapandemie und der Krieg in der Ukraine haben Schwachstellen in Deutschlands Wirtschaftsmodell aufgezeigt: zu wenig diversifizierte Energieversorgung, zu starke Abhängigkeit von fossilen Energieträgern, zu langsame Digitalisierung und störanfällige Lieferketten. Die digitalen Technologien können im Verarbeitenden Gewerbe, in dem Deutschland seit Jahrzehnten eine führende Stellung einnimmt, zu erheblichen disruptiven Veränderungen führen und die künftige Wettbewerbsfähigkeit gefährden. Darüber hinaus verlangt die ökologische Transformation der Industrie große Anpassungsmaßnahmen ab. Deutschland kann auf eines der fortschrittlichsten Innovationssysteme der Welt zurückgreifen, um diese Herausforderungen zu bewältigen, im Bereich der WTI-Politik ist jedoch ein agilerer Ansatz mit mehr Experimentierfreude erforderlich. Der OECD-Bericht zur Innovationspolitik: Deutschland 2022 beschreibt, wie ein solcher Ansatz entwickelt werden kann und worauf sich die WTI-Politik konzentrierten sollte: die Schaffung von Märkten für künftige Innovationen, umfangreichere und risikotolerantere Finanzierung für Innovationen, interdisziplinärer Wissensaustausch sowie bessere Dateninfrastruktur und -kapazitäten.
