The OECD’s Early Awareness and Action System for Advanced Materials (Early4AdMa) is a pre-regulatory and anticipatory risk governance approach for Advanced Materials. Early4AdMa help users (e.g., regulators) to identify potential issues of an advanced material, related to their safety, sustainability and/ or regulatory needs, at the early stages of its development or use. The document explains the rationale behind and gives instructions for the use of Early4AdMa. It is accompanied by the Early4AdMa Excel tool so that it can be easily applied.

The Economic Outlook for Southeast Asia, China and India is a regular publication on regional economic growth and development in Emerging Asia – Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam, as well as China and India. It comprises three parts: a regional economic monitor, special thematic chapters addressing a major issue facing the region, and a series of country notes.

The 2023 edition discusses the region’s economic outlook and macroeconomic challenges at a time of great uncertainty and a slowdown of the global economy, in particular owing to inflationary pressures, capital flow volatility and supply-side bottlenecks. The thematic chapters focus on reviving tourism after the pandemic. Tourism was among the sectors most affected by both the COVID-19 pandemic and responses to it. The report highlights the economic impact of tourism in the region and explores how the sector can be reshaped to regain its significant role in Emerging Asia. The interruption of tourism allowed countries in the region to consider reforms in the sector, including diversifying tourism markets and addressing labour market challenges, while catering to the new needs and preferences of the post-pandemic world, prioritising sustainable and environmentally responsible activities, and accelerating digitalisation.

The Economic Outlook for Southeast Asia, China and India is a regular publication on regional economic growth and development in Emerging Asia. It focuses on the economic conditions of the Association of Southeast Asian Nations (ASEAN) member countries: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam. It also addresses relevant economic issues in China and India to fully reflect developments in the region. This Update presents the region’s economic outlook, depicting rapidly changing trends and macroeconomic challenges amidst external headwinds.

Effective welfare policies need to consider interactions among economic, social and environmental outcomes. This paper, prepared to support Finance track discussions during Japan’s 2023 Presidency of the G7, describes a variety of national and international initiatives to improve the measurement of multidimensional welfare and well-being "beyond GDP". For example, the 2025 System of National Accounts (SNA) will provide greater visibility to the digital economy and free digital services, unpaid household activities, and the depletion of natural capital. More than two-thirds of OECD countries have also developed national frameworks, development plans or surveys with a multidimensional well-being focus, spanning a broad range of economic, social and environmental outcomes and inequalities that matter to people’s well-being and its sustainability. Some G7 and OECD economies have started using this evidence to inform budgeting, enhance policy appraisal and evaluation tools (including cost-benefit analysis), and to guide government performance management frameworks and inclusive growth strategies.

The Going for Growth report, updated biennially, looks at structural reforms in policy areas that have been identified as priorities to boost growth in OECD and selected non-OECD countries. The selection of priorities is supported by internationally comparable indicators that enable countries to assess their economic performance and structural policies in a wide range of areas. For this edition, Going for Growth advises on country-specific structural policy priorities to strengthen growth fundamentals and pave the way for successful green and digital transitions. Four key policy areas are identified: enhancing the design of social support programs; lifting potential growth by removing obstacles to effective resource utilisation; securing faster progress towards decarbonization; making the digital transformation a driver of productivity growth.

Economic instruments such as taxes and fees have been extensively used in other environmental domains but have so far been relatively sparsely applied to chemicals. However, there is an increased interest in the potential of economic instruments to incentivise substitution of chemicals of concern. This interest is motivated by the ambition to speed up the substitution of substances of concern and to reduce the toxic load from broader groups of chemicals as well as the need to strengthen fiscal revenues and cover costs for chemical management. This study aims to give an overview of economic instruments used in chemicals management and in other environmental domains that governments could consider to incentivise substitution of chemicals of concern. The study reviews lessons learned from the use of five types of economic instruments: taxes, fees, subsidies, tradable permits, and deposit-refund systems, as well as “hybrid instruments” that combine elements of different instrument groups.

In 2024, education and training systems have a ‘unique potential’ to build the foundations of equitable, sustainable societies. In the OECD National Survey for Comparative Policy Analysis 2023: Empowering Learners to go Green, 90% of participating systems identified environmental sustainability as a key priority for 2024. There is no trade-off between addressing the biggest challenge facing people and the planet and responding to other external shocks and long-term evolutions, especially since these will only become increasingly interdependent. This implies empowering lifelong learners, institutions and education systems with the agency required to act, today. Building on the OECD’s Framework of Responsiveness and Resilience in Education Policy, survey responses from 36 education systems and international policy analysis, this report explores how education systems can: 1) translate learners’ awareness into environmental action; 2) provide learners with experiences to shape the green economy; and 3) position education as a strategic sector for the green transition. By exploring these areas, the report aims to support countries to follow up on the goals established by the 2022 OECD Declaration on Building Equitable Societies Through Education. Successfully transitioning to net-zero greenhouse gas (GHG) emissions requires effective mitigation policy packages, which include carbon pricing measures: a cost-effective policy instrument that not only reduces emissions but also generates revenue to support the transition. This fourth edition of Effective Carbon Rates provides an overview of the carbon pricing landscape, examining fuel excise taxes, carbon taxes, and emissions trading systems (ETSs) through 2021, with updates on developments until 2023. The policy mechanisms examined directly impact the cost of emitting GHGs, influencing shifts in production, consumption, and investment towards low- or zero-carbon options. The analysis covers 72 countries which together account for approximately 80% of global GHG emissions. The report focuses on developments in ETSs and transport fuel taxes amidst the energy crisis and provides comprehensive and comparable data on the current status of GHG emissions pricing that can assist policymakers in identifying priorities and refining carbon mitigation strategies.

Effective information websites, centred on users’ needs, can ensure a trustworthy information exchange between citizens and the public administration. This report looks at how developing a fit-for-purpose search function, using predictive text, machine learning techniques, and other functionalities, can contribute to effective information websites. It presents recommendations as well as guidelines for ensuring high-quality standards across government information websites, including upgrading them into transactional portals, where citizens may easily access public services and communicate with government agencies about their needs.

A future with net zero emissions requires scaling up improvements in energy efficiency, electrification of end uses and renewable energy generation. For the Association of Southeast Asian Nations (ASEAN), a growing population and rising standards of living will massively increase future energy demand. Mitigating growing electricity demand and integrating renewable energy into electricity generation will therefore be paramount for the region’s clean energy transition and avoid lock-in of additional fossil fuel generation. The intermittent nature of variable renewable energy and increasing deployment of distributed energy resources are putting additional pressure on existing grids. In response to these challenges, this report explores the opportunities and challenges for efficient grid-interactive buildings in the ASEAN region.

Such buildings are becoming a crucial element for the global ambition to attain net zero emissions, as they can combine enhanced energy efficiency, advanced smart digital technologies and decarbonised electricity generation. This integration creates the potential for buildings to shift from energy-intensive consumers to low-carbon prosumers, empowered by digital technologies that can offer flexibility benefits to the electricity grids. With the ability to produce, consume, store, sell and buy energy, buildings become active participants in the building-to-grid ecosystem.

Drawing on relevant international trends and best practices, the current report lays out an analytical framework to assess a variety of factors that can enable a building to become energy efficient and grid-interactive. The framework is used to analyse the current situation in countries of the ASEAN region. The report provides policy-oriented recommendations and guidelines tailored to different stages of the process for adopting efficient grid-interactive solutions in buildings. These recommendations can support ASEAN policy makers in their policy development to create an energy-efficient and grid-interactive built environment, contributing to a cleaner and more sustainable energy future.

Antimicrobial resistance (AMR) – the ability of microbes to resist antimicrobials – remains an alarming global health threat. This is despite the efforts made by OECD and EU/EEA countries to curtail it. Unless additional effective interventions are scaled up quickly, AMR rates are forecasted to increase in the next three decades across OECD and EU/EEA countries, with costs exceeding the healthcare expenditure on the COVID-19 pandemic. Using microsimulation and machine-learning techniques, this report analyses critical policy levers to inform the next generation of AMR initiatives. It shows that tackling the detrimental health and economic impact of AMR requires embracing a One Health framework – a collaborative, trans-disciplinary and multi-sectoral approach that promotes close co-operation and collaboration across human health, animal health, agrifood systems and the environment. This report identifies 11 One Health “best buys” that, if implemented systematically, would improve population health, reduce health expenditure and generate positive returns for the economy.

The implementation phase for achieving a net zero steel industry will require robust methodologies for measuring emissions at the site- and product-level, together with data collection frameworks to facilitate comparison and track progress. An existing array of methodologies and frameworks for the steel industry provide a good starting point for efforts to achieve these outcomes, but much work remains to achieve interoperability, transparency and fitness for purpose for net zero. Following an evaluation of these existing methodologies and frameworks, this report provides “net zero principles” to guide potential next steps for their development and implementation, together with specific recommendations for G7 members.

In the context of Japan’s G7 Presidency, the Ministry of Economy, Trade and Industry requested the International Energy Agency (IEA) to examine the topic of Emissions Measurement and Data Collection for a Net Zero Steel Industry. This work complements that undertaken during Germany’s G7 Presidency in 2022 – Achieving Net Zero Heavy Industry Sectors in G7 Members – providing insights and direction for the G7 Industrial Decarbonisation Agenda with regard to tackling industrial emissions.

Today, oil and gas operations account for around 15% of total energy-related emissions globally, the equivalent of 5.1 billion tonnes of greenhouse gas emissions. In the International Energy Agency’s Net Zero Emissions by 2050 Scenario, the emissions intensity of these activities falls by 50% by the end of the decade. Combined with the reductions in oil and gas consumption in this scenario, this results in a 60% reduction in emissions from oil and gas operations to 2030.

Fortunately, oil and gas producers have a clear opportunity to address the problem of emissions from their activities through a series of ready-to-implement and cost-effective measures. These include tackling methane emissions, eliminating all non-emergency flaring, electrifying upstream facilities with low-emissions electricity, equipping oil and gas processes with carbon capture, utilisation and storage technologies, and expanding the use of hydrogen from low-emissions electrolysis in refineries.

Upfront investments totalling USD 600 billion would be required to halve the emissions intensity of oil and gas operations globally by 2030. This is only a fraction of the record windfall income that oil and gas producers accrued in 2022 – a year of soaring energy prices amid a global energy crisis. This report aims to inform discussions on these issues in the run-up to the COP28 Climate Change Conference in Dubai in November and is part of a broader World Energy Outlook special report to be released later in 2023 focusing on the role of the oil and gas industry in net zero transitions.
