Si bien muchos países de América Latina y el Caribe (ALC) se han comprometido a lograr la neutralidad climática y desarrollar resiliencia, es imperativo traducir estos compromisos en acciones. Esto requiere, por ejemplo, una mejor gestión de los crecientes riesgos derivados del cambio climático y la variabilidad climática, así como una reducción de las emisiones de gases de efecto invernadero (GEI) mediante la promoción de innovación y las inversiones verdes. Lograr estos objetivos requerirá una planificación estratégica y financiera integral a largo plazo, un enfoque más integrado e inclusivo, que alinee mejor las políticas y medidas de adaptación y mitigación en diferentes sectores, aunque a un nivel diferenciado.

Este reporte identifica las principales prioridades políticas de cambio climático de los países de ALC, que fueron discutidas a través de una serie de Diálogos Políticos Regionales y Talleres de Expertos, y complementadas con análisis recientes de la OCDE y otros socios internacionales. Explora cuestiones relacionadas con la implementación en áreas de políticas de adaptación, mitigación y políticas transversales. El reporte cubre varios sectores económicos, que van desde la energía, el transporte, la agricultura y el turismo, así como políticas relacionadas con el medio ambiente en materia de infraestructura, agua, biodiversidad y ecosistemas. El reporte también explora temas transversales, como la gobernanza y las finanzas climáticas, la información ambiental, la transferencia de tecnología, la economía circular, los océanos, la igualdad de género y la educación. Para superar los desafíos y aprovechar las oportunidades asociadas con una transición hacia la resiliencia y la neutralidad climática, el reporte propone un Plan de Acción con 40 recomendaciones clave de políticas.

As in most OECD countries, obtaining good-quality housing in a location facilitating access to jobs, public services and amenities can be very challenging for Italian households with low or unstable income. This book sheds light on access to housing in Italy from two different, complementary vantage points. First, it puts the Italian housing market in international perspective using OECD statistics and analysis to compare housing policies and outcomes in Italy to other OECD countries. Second, it zooms in on selected Italian innovative housing projects, where it asks residents and other stakeholders about their experiences with these initiatives: what were their difficulties, how have the projects been designed and developed, what did the projects bring to them?

Good mental health is a vital part of people’s well-being. This report uses the OECD Well-being Framework to systematically review how people’s economic, social, relational, civic and environmental experiences shape and are, in turn, shaped by their mental health. Based on this evidence, examples of co-benefits, or policy interventions that can jointly improve both mental health and other well-being outcomes, are identified for a range of government departments. Implementing and sustaining such co-benefits requires resources, incentives and working arrangements that enable all relevant stakeholders to contribute to tackling the upstream determinants of mental health. Selected mental health initiatives across OECD countries are reviewed to illustrate how policy makers have been realigning action across government agencies; redesigning policy formulation to address the joint factors influencing mental health; refocusing efforts towards the promotion of positive mental health; and reconnecting with societal stakeholders beyond government, including those with lived experience, youth, civil society and research institutions. How to Make Societies Thrive? Coordinating Approaches to Promote Well-being and Mental Health is the second of two reports as part of a broader OECD project on mental health and well-being.

Health at a Glance provides a comprehensive set of indicators on population health and health system performance across OECD members and key emerging economies. These cover health status, risk factors for health, access to and quality of healthcare, and health system resources. Analysis draws from the latest comparable official national statistics and other sources.

Alongside indicator-by-indicator analysis, an overview chapter summarises the comparative performance of countries and major trends. This edition also has a special focus on digital health, which measures the digital readiness of OECD countries’ health systems, and outlines what countries need to do accelerate the digital health transformation.

Under the BEPS Action 5 minimum standard, members of the OECD/G20 Inclusive Framework on Base Erosion and Profit Shifting (BEPS) have committed to counter harmful tax practices with a focus on improving transparency. One part of the Action 5 minimum standard is the transparency framework for compulsory spontaneous exchange of information on certain tax rulings. The exchange on tax rulings is a critical tool in improving access of tax administrations to information relevant to assess the corporate tax affairs of their taxpayers and to efficiently tackle tax avoidance and other BEPS risks. Over 140 countries and jurisdictions participate in the Inclusive Framework on BEPS and take part in the peer review process to assess their compliance with the transparency framework. Specific terms of reference and a methodology have been agreed for the peer reviews, focusing the assessment on five key elements: information gathering process, exchange of information, confidentiality of the information received, statistics on the exchanges on rulings, and transparency on certain aspects of intellectual property regimes. This report reflects the outcome of the seventh annual peer review of the implementation of the Action 5 minimum standard.

This report takes the reader into the lives of young people in Finland, Greece, Israel, the Netherlands and Portugal to explore the question: how do 15-year-olds learn English? Gone are the days when learners only encountered English for a couple of hours a week in a classroom. For today's teens, English is often the preferred language of communication in increasingly diverse online and offline communities. Yet relatively little is known internationally about how students learn English inside and outside school, and the resources available to help them. This report presents country findings from interviews with 15-year-olds, English-language teachers and school principals and wider background research, as well as a comparative chapter on key international insights. The report also explores how today’s digital technologies can support learners to develop foreign language proficiency. These findings support the forthcoming PISA 2025 Foreign Language Assessment through which the OECD will generate comparable data on students’ proficiency in English in different countries and on the factors related to it.

La desinformación tiene consecuencias de gran alcance en muchos ámbitos, desde la salud pública hasta la seguridad nacional de los países. Puede arrojar dudas sobre la veracidad de los hechos, poner en peligro la aplicación de políticas públicas y socavar la confianza de los ciudadanos en la integridad de las instituciones democráticas. Este informe explora cómo responder a estos retos y reforzar la democracia. Presenta una evaluación exhaustiva de las respuestas gubernamentales destinadas a respaldar espacios informativos plurales, basados en hechos y que fomenten una ciudadanía informada. Analiza las interacciones entre distintas dimensiones políticas que fortalecen la integridad del ámbito informativo, al mismo tiempo que aseguran una protección diligente de las libertades fundamentales y los derechos humanos. Igualmente, propone un triple marco de actuación en materia de políticas públicas: mejorar la transparencia, la rendición de cuentas y la pluralidad de las fuentes de información; fomentar la resiliencia social; y actualizar las medidas de gobernanza y las instituciones públicas para ayudar a fortalecer la integridad del espacio informativo.

This report presents the results of the 2022 OECD Green Public Procurement (GPP) Survey, to which 38 countries (OECD Member and accession candidate countries) responded. The aim of the survey was to better understand how public procurement, a significant economic lever, is being used to generate environmental benefits. The report is organized around four areas: green public procurement policy and strategic framework, public-private interactions on green public procurement, the monitoring and the evaluation of green public procurement, and building capacity and support for green public procurement. Developments in GPP since the survey was completed in 2022 are included in the country-specific factsheets annexed to the report.

This handbook guides companies on how to use the OECD due diligence framework for achieving living incomes and living wages in global supply chains. It responds to demands by businesses for practical tools to help translate commitments to living incomes and living wages into action as part of their human rights due diligence. The handbook focusses on the agriculture, garment and footwear sectors where inadequate incomes and wages have been identified as prevalent risks. It builds on existing OECD standards on supply chain due diligence and responsible business conduct, notably the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct and the guidances for the agriculture and garment and footwear sectors, and seeks to align with the Interntional Labour Organization (ILO) concept of a living wage.
