Nuclear new build has been progressing steadily since the year 2000, with the construction of 94 new reactors initiated and 56 completed reactors connected to the grid. Among these new reactors are some of the first generation III/III+ reactors of their kind. Drawing on a combination of conceptual analysis, expert opinion and seven in-depth case studies, this report provides policy makers and stakeholders with an overview of the principal challenges facing nuclear new build today, as well as ways to address and overcome them.

It focuses on the most important challenges of building a new nuclear power plant, namely assembling the conditions necessary to successfully finance and manage highly complex construction processes and their supply chains. Different projects have chosen different paths, but they nonetheless share a number of features. Financing capital-intensive nuclear new build projects requires, for example, the long-term stabilisation of electricity prices whether through tariffs, power purchase agreements or contracts for difference. In construction, the global convergence of engineering codes and quality standards would also promote both competition and public confidence. In addition, change management, early supply chain planning and “soft issues” such as leadership, team building and trust have emerged over and again as key factors in the new build construction process. This report looks at ongoing trends in these areas and possible ways forward.

Developing countries are increasingly moving towards more strategic national policies and plans, the effectiveness of which will depend upon proper assessment of a given country’s vulnerability to climate change. This report draws upon emerging monitoring and evaluation practices across developed and developing countries to identify four tools that countries can draw upon in their own assessment frameworks: 1) climate change risk and vulnerability assessments, 2) indicators to monitor progress on adaptation priorities, 3) project and programme evaluations to identify effective adaptation approaches, and 4) national audits and climate expenditure reviews.

The appropriate mix of tools to monitor and evaluate national climate-change adaptation will to a large extent be determined by data availability, monitoring and evaluation capacity, and the ability to bring together the producers and the users of relevant climate information. The report also examines how development co-operation providers can support partner countries in their efforts to monitor and evaluate adaptation.

This Roadmap updates the edition published in 2010 to take account of developments since that time including the Fukushima Daiichi accident and the subsequent safety reviews; the shift towards Generation III reactors for nuclear new build; and the economic and financial crises that have both lowered energy demand and made financing of capital-intensive infrastructure projects more challenging.

Nuclear Energy Data is the OECD Nuclear Energy Agency’s annual compilation of statistics and country reports documenting the status of nuclear power in the OECD area. Information provided by member country governments includes statistics on installed generating capacity, total electricity produced by all sources and by nuclear power, nuclear energy policies and fuel cycle developments, as well as projected generating capacity and electricity production to 2035, where available. Total electricity generation at nuclear power plants and the share of electricity production from nuclear power plants remained steady in 2013 despite the progressive shutdown of all reactors in Japan leading up to September and the permanent closure of six reactors in the OECD area. Governments committed to maintaining nuclear power in the energy mix advanced plans for increasing nuclear generating capacity, and progress was made in the development of deep geological repositories for spent nuclear fuel, with Finland expected to have the first such facility in operation in the early 2020s. Further details on these and other developments are provided in the publication’s numerous tables, graphs and country reports.

The Teaching and Learning International Survey (TALIS) asks teachers and principals who they are, where they teach and how they feel about their work. The results on lower secondary schools were published in TALIS 2013 Results: An International Perspective on Teaching and Learning. A few countries chose to also conduct the survey in primary and/or upper secondary education. This report presents the results of these options and offers a broader view of teachers and school principals across all levels of compulsory education, and all the similarities and differences in the issues they are facing.

This report sets out recommendations for domestic rules to neutralise the effect of hybrid mismatch arrangements and includes changes to the OECD Model Tax Convention to address such arrangements. Once translated into domestic law, the recommendations in Part 1 of the report will neutralise the effect of cross-border hybrid mismatch arrangements that produce multiple deductions for a single expense or a deduction in one jurisdiction with no corresponding taxation in the other jurisdiction. Part 1 of the report will be supplemented by a commentary, which will explain the recommended rules and illustrate their application with practical examples. Part 2 of the report sets out proposed changes to the Model Convention that will ensure the benefits of tax treaties are only granted to hybrid entities (including dual resident entities) in appropriate cases. Part 2 also considers the interaction between the OECD Model Convention and the domestic law recommendations in Part 1.

Decommissioning of nuclear facilities and related remedial actions are currently being undertaken around the world to enable sites or parts of sites to be reused for other purposes. Remediation has generally been considered as the last step in a sequence of decommissioning steps, but the values of prevention, long-term planning and parallel remediation are increasingly being recognised as important steps in the process. This report, prepared by the Task Group on Nuclear Site Restoration of the NEA Co-operative Programme on Decommissioning, highlights lessons learnt from remediation experiences of NEA member countries that may be particularly helpful to practitioners of nuclear site remediation, regulators and site operators. It provides observations and recommendations to consider in the development of strategies and plans for efcient nuclear site remediation that ensures protection of workers and the environment.

This detailed reference work on gas supply and demand covers not only OECD countries but also the rest of the world. It contains essential information on LNG and pipeline trade, gas reserves, storage capacity and prices. The main part of the book, however, concentrates on OECD countries, showing a detailed gas supply and demand balance for each individual country and for the three OECD regions, as well as a breakdown of gas consumption by end-user. Import and export data are reported by source and destination.

The National Accounts of OECD Countries, Detailed Tables includes, in addition to main aggregates including GDP, final consumption expenditure of households by purpose, household debt, simplified accounts for three main sectors: general government, corporations and households. New nanomaterials offer promising avenues for future innovation, which can contribute towards the sustainability and resource efficiency of the tyre industry. Yet uncertainty over environmental health and safety (EHS) risks appears to be a main and continuous concern for the development of new nanomaterials in tyre production, even for those closest to market. Lack of sector-specific guidance represents a major gap.

 

This scoping document aims at bringing forward relevant in vitro and ex vivo thyroid assays to the attention of OECD member countries, to provide recommendations for their development/use, and also, to identify aspects/blocks of the thyroid signalling pathways that are not covered and would require further development of thyroid assays.

 

The 2013 edition of National Accounts of OECD Countries: General Government Accounts is an annual publication, dedicated to government finance which is based on the System of National Accounts 1993 (SNA 1993). It includes tables showing government aggregates and balances for the production, income and financial accounts as well as detailed tax and social contribution receipts and a breakdown of expenditure of general government by function, according to the harmonized international classification, COFOG. These detailed accounts are available for the general government sector. Data also cover the following sub-sectors, according to availability: central government, state government, local government and social security funds.

National Accounts at a Glance presents information using an "indicator" approach, focusing on cross-country comparisons. The aim being to make the national accounts more accessible and informative, whilst, at the same time, taking the opportunity to present the conceptual underpinning of, and comparability issues inherent in, each of the indicators presented.

The range of indicators reflects the richness inherent in the national accounts dataset and encourages users to refocus some of the spotlight that is often placed on gross domestic product (GDP) to other economic important indicators, which may better respond to their needs. The publication is broken down into eight key chapters, and provides indicators related to GDP, income, disposable income, expenditure, production, household, government, corporations and capital respectively.
