This report examines strategies to improve accessibility and mobility by integrating land-use and transport policies. It outlines the institutional and legal aspects of ensuring such integration. It also discusses mechanisms for steering new development to locations served by sustainable modes of transport and promoting compact, transit-oriented development. The report draws on discussions among experts at an ITF Roundtable held on 17 and 18 November 2021.

Germany has long been a pioneer in urban policy. The country has aimed at sustainable urban development in order to tackle all the various economic, social and environmental challenges facing cities. Integrated policy responses and innovative measures have been introduced to help revitalise city centres and cope with suburban growth, rising motor traffic and social change. This book analyses these steps against the background of features specific to Germany: its federal system, the unification process, and its polycentric urban pattern. Urban policy is an effective means of addressing a range of problems inherited from the past, while preparing for a more sustainable future. Over and above the features and findings specific to Germany, the book argues for an integrated and forward-looking multisectoral approach that cannot be guided solely by economic logic and will provide tangible responses to the key question: what kind of cities do we want for the future?

This study of Berlin, after German unification, examines and makes proposals for distressed areas where there is a need for targeted regeneration measures.  Building on previous urban renaissance studies, this report adds a new dimension to the lessons learned about urban regeneration through a focus on unemployment, youth and immigration to help create and exploit Berlin's under-developed assets. 

Belfast is at a turning point in its history. If it is to succeed as the peace process advances, the achievements of past urban regeneration efforts need to be evaluated in order to set in place effective policies and strategies for the future. Beginning with environmental priorities, Laganside Corporation, a limited life public body responsible for the regeneration of derelict and abandonned land adjacent to the River Lagan, has facilitated enormous physical, economic and social change right in the centre of Belfast.

This book identifies strategies that can help local agencies and actors better meet the challenges they face, including that of involving the private sector more effectively in regeneration. Although the problems of Belfast are in many ways unique, they also have elements that are fairly typical of cities facing major economic change, environmental problems and social fragmentation.

This urban renaissance review of Glasgow looks back over the 1990s, when a succession of strategic initiatives and major events brought regeneration to several key parts of the city, including along the banks of the Clyde, and helped lift investment and activity.  This book provides a policy tool kit for Glasgow, with the aim of improving the distressed urban areas that are holding the city back.

This report analyses the relationship between urban transport and inclusive development in Korea. First, it looks at how Korea is shifting from car-centered transport towards people-centered mobility. It discusses opportunities and challenges posed by current urban transport arrangements in Korea, and proposes options for improving urban transport governance. Second, the report uses advanced data analysis and space syntax methods to examine how accessibility to public transport shapes inclusiveness in Korean metropolitan areas. Third, it analyses public transport in four selected Korean cities (Seoul, Suwon, Changwon and Sejong), which offer interesting insights into how public transport policies can be tailored to local socio-economic profiles and urban landscapes.

The OECD report Urban-Rural Linkages in Poland analyses the potential of urban and rural territories for development and improved well-being. Urban and rural areas have different yet often complementary assets, and their better integration is important for socio-economic and environmental performance. The report argues that local governments need to engage in partnerships where all parties are equal, as a higher form of urban-rural co-operation. Building urban-rural partnerships in Poland would help territories enhance the production of public goods; achieve economies of scale in public service provision; co-ordinate decisions where cross-boundary effects are important and increase the capacity of the partners. Yet a lack of trust and of policy integration hinder the effectiveness of partnerships. The report found that the main incentive for Polish local governments to enter into a partnership is access to EU funds. However, while Poland has developed solid experience in the management of EU funds, it would benefit from deepening the integration and complementarity among funding streams. Moreover, the report argues that strengthening metropolitan governance will underpin efforts to facilitate the formation and management of urban-rural partnerships.

Since 1950, the number of urban agglomerations in West Africa increased from 152 to almost 2 000, and today towns and cities are home to 41% of the region’s total population. Cities and their inhabitants are increasingly shaping West Africa’s economic, political and social landscape. Yet there is little up-to-date data available for analysis and the formulation of development policy at the local, national and regional levels.

Africapolis, a comprehensive and homogenous dataset on urbanisation, is a significant step towards closing this data gap. The 2015 update covers 17 West African countries spanning the period 1950 to 2010. Its original methodology combines demographic sources, satellite and aerial imagery to provide population estimates and geolocation at the level of individual agglomerations. The morphological approach adopted by Africapolis helps identify territorial transformation processes which are at the core of West Africa’s complex urbanisation dynamics and can be observed at several levels: metropolises, secondary cities, the merging of villages and the formation of conurbations.

The identification of cities with fewer than 100 000 inhabitants is a major contribution of Africapolis – 90% of West Africa’s cities, or a combined population of 45 million people, fall into this category – a figure which underscores the important role of small cities within the urban system. This edition also includes new measurements of urbanisation in Nigeria, Africa’s most populous nation, constituting the most complete dataset on urbanisation dynamics in this country to date.

North and West Africa are undergoing rapid urbanisation. While cities and urban areas have always been sites of conflict, given their political and economic importance, many insurgencies, rebellions and separatist movements are associated with rural areas. Has increased urbanisation led to increased conflict in cities or do conflicts stay predominantly rural? Combining a regional and local perspective, this report examines and maps the rural-urban geography of conflict in North and West Africa since the late 1990s. A qualitative analysis of ten cities helps to illuminate the local sources of conflict. At a time of increasing violence in West Africa, the report lays out a solid foundation for policy makers, experts and researchers to develop more security and development place-based policies.

Now that railway infrastructure and train operations have been separated in Europe -- at least for accounting purposes -- user charges for infrastructure are progressively being introduced to cover the costs of running trains. However, because of the lack of experience in this field, it is difficult to set the amount and choose the most appropriate form for these charges. There are in fact major differences between countries, and the objectives are many and sometimes conflicting. Given this situation, the Round Table sought to highlight, through its introductory reports and discussions, some essential economic principles that can help to shed light on what a rational system of user charges for railway infrastructure might be and thereby make it possible to address a crucial aspect of railway reform in Europe.
Special attention is paid to the German, French, British and Swedish experience.

A Pollutant Release and Transfer Register (PRTR) is a publicly accessible database or inventory of chemicals or pollutants released to air, water and soil and transferred off-site for treatment. It brings together information about which chemicals are being released, where, how much and by whom. PRTRs provide a rich source of data for multiple uses and purposes. For facilitating better uses of PRTR data, this document compiles good practices of the data uses and tools for their presentation, which were gathered from member countries. It could illustrate the varied uses of PRTR data and encourage additional audiences to access PRTR data.

Digital technologies are increasingly present in young children’s lives. How can early education systems get the best out of digitalisation while minimising its risks? This is especially urgent as the COVID-19 pandemic has accelerated our reliance on digital tools – tools that enabled young children to continue learning when early education centres and primary schools closed down.

It is in this context that the OECD conducted a policy survey covering 34 countries and jurisdictions. It investigates how digital technologies were used to provide distance education for young children in 2020, which challenges arose and what policy changes are in the pipeline for early education.

Transforming natural finite assets into human, social and physical capital is a key challenge for natural resource-rich countries. This report distils related lessons from the OECD Policy Dialogue on Natural Resource-based Development on natural resource revenue management and spending for sustainable development. This includes a guide on how natural resource-rich countries can ensure budget sustainability to support consistent spending over time. Further analysis focuses on the management of spending versus saving and the effectiveness of different spending mechanisms for sustainable development, making recommendations to address current challenges.

This book looks at Brazil’s recent experience in using knowledge for development. It examines the major barriers confronting the country in its transition towards a knowledge-based economy, and presents elements of a viable strategy which would allow it to step confidently into the future. However, while Brazil has tremendous strengths and the ability to take immense strides forward in the medium term, there are formidable challenges which need to be faced. The country continues to be plagued by a number of weaknesses, hampering its potential for economic, technological and social development.

The report argues that Brazil needs to put in place a more comprehensive policy framework for the broad diffusion of knowledge.The Brazilian innovation system and the productivity of research need to be strengthened, while the policy frameworks which are key for disseminating the outcomes of research throughout society as a whole need reinforcing. These reforms should be carried out in such a way that they help build effective links to industrial activity and lead to the creation of marketable products.

In demystifying the concept of market-like instruments, this study explains how to make better use of market-like instruments in fisheries management by identifying practical steps that can be taken to further their use. The findings of the study are based on a survey of the use of market-like instruments in OECD fisheries in which the key characteristics of these instruments in different countries are identified. It finds that market-like instruments have generally improved the economic efficiency of the sector, and have helped to ensure the sustainability of fish stocks.
