This Emission Scenario Document (ESD) presents an approach to estimate the emissions of substances used in wood preservatives (EU Product Type 8) from two stages of their life cycle: 1) application (industrial applications / in situ applications by professionals and amateurs) and storage of treated wood prior to shipment, and 2) treated wood-in service.

Since 1992, the Information System on Occupational Exposure (ISOE) has provided a forum for radiological protection professionals from nuclear power utilities and national regulatory authorities worldwide to discuss, promote and co-ordinate international co-operative undertakings for the radiological protection of workers at nuclear power plants. The ISOE objective is to improve occupational exposure management at nuclear power plants by exchanging relevant information, data and experience on methods to optimise occupational radiological protection.

This report on work management provides practical guidance on the application of work management principles as a contribution to the optimisation of occupational radiological protection. It recognises that while work management is no longer a new concept, continued efforts are needed to ensure that good performance, outcomes and trends are maintained in the face of current and future challenges. The focus of this report is therefore on presenting the key aspects of work management that should be considered by management and workers to save time, doses and money, supported by updated practical examples from within the ISOE community.

Canada has introduced a set of programmes to test novel approaches to skills development. This report analyses the potential of these programmes to improve the future-readiness of Canada’s adult learning system. Further, it outlines how these programmes might be expanded to promote optimal skills use and learning within workplaces, through the use of high-performance work practices.

People today are living longer than ever before, but what is a boon for individuals can be challenging for societies. If nothing is done to change existing work and retirement patterns, the number of older inactive people who will need to be supported by each worker could rise by around 40% between 2018 and 2050 on average in the OECD area. This would put a brake on rising living standards as well as enormous pressure on younger generations who will be financing social protection systems. Improving employment prospects of older workers will be crucial. At the same time, taking a life-course approach will be necessary to avoid accumulation of individual disadvantages over work careers that discourage or prevent work at an older age; What can countries do to help? How can they give older people better work incentives and opportunities? This report provides a synthesis of the main challenges and policy recommendations together with a set of international best practices to foster employability, labour demand and incentives to work at an older age.

Currently, Japan has the highest old-age dependency ratio of all OECD countries, with a ratio in 2017 of over 50 persons aged 65 and above for every 100 persons aged 20 to 64. This ratio is projected to rise to 79 per hundred in 2050. The rapid population ageing in Japan is a major challenge for achieving further increases in living standards and ensuring the financial sustainability of public social expenditure. However, with the right policies in place, there is an opportunity to cope with this challenge by extending working lives and making better use of older workers' knowledge and skills. This report investigates policy issues and discusses actions to retain and incentivise the elderly to work more by further reforming retirement policies and seniority-wages, investing in skills to improve productivity and keeping up with labour market changes through training policy, and ensuring good working conditions for better health with tackling long-hours working culture.

Korea faces unique ageing and employment challenges. On the one hand, it will experience much faster population ageing than any other OECD country: the old-age dependency ratio (population aged 65+ over population aged 15-64), for example, is projected to increase from 20% today to around 70% in 2050. On the other hand, employment rates of older workers are already very high: in the age group 65-69, for example, 45% of all Koreans work compared with an OECD average of 25% (2016 data). However, most older people in Korea end up in poor-quality jobs after ending their core career in their early 50s, with low and insecure earnings and little or no social protection. This report looks at the reasons for the current labour market and income situation of older workers in Korea, especially the role of employment and employer practices. It examines the best ways forward for policy makers and employers to increase the quality of life and work of older workers whilst maintaining their high employment rate.

This Working Document is written for government and industry risk assessors, and for scientists involved in the registration and regulation of microbial pest control products (MPCPs) and their active agents (MPCAs). However, it can also be a useful tool in the assessment of microbial biocides. It presents the views of the different OECD countries on how they address these scientific issues in the safety evaluation of MPCPs. It is intended to be used as guidance in the safety assessment of microbials, but its use is not a requirement. For example, it can be used for the 4th list of substances to be assessed by the EU, for re-registrations of microbials, for national authorisations. In this way, government safety evaluations of data submitted for registration can be improved. With this guidance, (i) companies should be better prepared to submit the relevant data for risk assessment and (ii) regulatory authorities should be better prepared to review the submitted dossiers and monographs.

This working document has been prepared to address the assessment of secondary metabolites of microbial biocontrol agents. The main focus of this working document is the assessment of the hazards and risk of secondary metabolites produced during the manufacturing of microbial pest control products and after their application in the field. This document addresses a number of important topics for secondary metabolites, including concerns that microbial pest control products could be associated with known or as yet uncharacterised ‘new’ secondary metabolites. A background document is available as an annex to help provide clarity on issues and terminology related to secondary metabolites of microbial biocontrol agents. This document may also form the basis of a future OECD Guidance Document on the subject.

This book analyses systemic innovation in education by looking at the ways in which educational systems encourage innovation, the knowledge base and processes used, and the procedures and criteria used to assess progress and evaluate outcomes. It draws on findings from 14 case studies in Vocational Education and Training in six OECD countries: Australia, Denmark, Germany, Hungary, Mexico and Switzerland. The resulting analysis helps us understand how we can support and sustain innovation in educational systems in the VET sector.

Many revenue bodies have been developing strategies and approaches to improve the tax collection and recovery processes, so that they are more effective and cost less. Very promising and proven new practices have emerged, which can deliver spectacular improvements in performance in tax collection and recovery. This report provides a comprehensive overview of the best practices in tax debt management, with a particular emphasis on how to better differentiate debtors when deciding how to best secure payment and what can be done to ensure that payment issues are considered earlier in the compliance and collection process.

The report assesses the contribution made by OECD countries, both at home and internationally, and brings together the main lessons learned through the Organisation's extensive work on sustainable development.

Behind every migration statistic, there are individuals or families starting a new life in a new place. Local authorities, in co-ordination with all levels of government and other local partners, play a key role in integrating these newcomers and empowering them to contribute to their new communities. Integration needs to happen where people are: in their workplaces, their neighbourhoods, the schools to which they send their children and the public spaces where they will spend their free time. This report describes what it takes to formulate a place-based approach to integration through concerted efforts across levels of government as well as between state and non-state actors. It draws on both quantitative evidence, from a statistical database, and qualitative evidence from a survey of 72 cities. These include nine large European cities (Amsterdam, Athens, Barcelona, Berlin, Glasgow, Gothenburg, Paris, Rome and Vienna) and one small city in Germany (Altena), which are the subject of in-depth case studies. The report also presents a 12-point checklist, a tool that any city or region – in Europe, the OECD or beyond – can use to work across levels of government and with other local actors in their efforts to promote more effective integration of migrants.

Altena is a small industrial town in the Land of North Rhine-Westphalia, Germany. The city has experienced a significant decline in its population in recent decades and further substantial decreases are predicted through 2030. In this context, the municipality has come to approach migrant integration as a chance to revive the city, counteract demographic change and fill existing labour force demands. In 2015, the city took on 100 more asylum seekers and refugees than required by federal allocation. In 2017, migrants made up 11.3% of the total population of Altena and the majority (54%) have lived there for longer than ten years. This report presents the way Altena and its state and non-state partners are addressing migrant integration issues and opportunities. In particular, the report sheds light on how refugees and asylum seekers have benefited from housing and civic participation programmes as well as the local responses to the peak in refugee and asylum seeker arrivals since 2015. In such a context, when migrant integration is part of the local development strategy, one key question is “How to encourage migrants stay in Altena?”.

In Amsterdam, the Netherlands, 51.66% of the population was born outside of the country or has at least one parent born abroad. Amsterdam is proud of its cultural and ethnical diversity and actively works to attract international students and high-skilled migrants. Like many European cities, Amsterdam experienced a peak in refugees and asylum seekers arrivals in 2015 and in response has implemented a holistic integration model, which starts at the moment migrants arrive and supports them for their first three years. Migrants are not considered as a minority group with different needs, but rather as one group among others with specific characteristics (such as women, the elderly, the disabled, LGBT) whose outcomes are monitored to identify potential structural gaps in their access to opportunities and services. This work compiles data and qualitative evidence on how local actions for integration, across a number of sectors, are being designed and implemented by the City of Amsterdam and its partners within a multi-level governance framework.


Migrants, including native-born children with migrant parents, account for 23% of Athens’ population (664 046 people), while the number of refugees and asylum seekers has rapidly increased since 2015 and is currently estimated at 18 000. To respond to the refugee inflow, Athens developed bold and innovative initiatives, often beyond their direct responsibilities, and sought supra-national and non-state sources of funding (i.e. Stavros Niarchos Foundation, British American Tobacco, etc.). This emphasis on reception and integration of newcomers is the result of strong political will and cooperation with non-state actors, in line with the city's broader priorities since 2010 including anti-discrimination and improving equal access to social services. Integrating newcomers through jobs is particularly challenging given the high unemployment rate that Greece has experienced. In addition, newcomers often have the desire to continue their journey towards northern European countries, reducing their incentives to integrate and learn Greek. While identifying various innovative practices, the OECD case study of Athens highlights the need for more reliable sources of financing and dialogue among levels of government. Data on migrant integration at the local level would support more evidence-based national, regional and local policy making.

In Barcelona, the rate of foreign residents has quintupled since 2000, and in 2017, 23% of the population was foreign-born. From the late 1990s until today, the municipality has followed an intercultural strategy to implement inclusive measures for local migrant integration. These measures have been recently reinforced to welcome asylum seekers who tripled between 2015 and 2017. For this group, the municipality set up targeted housing and reception policies that complement the national reception system. Migrants have access to municipal measures in key sectors such as housing, minimum living allowances and labour market integration - by the employment service Barcelona Activa - on the same basis as the other residents. Further, Barcelona has developed sensitization initiatives to curb discrimination and improve service delivery in the most disadvantaged neighbourhoods. The municipality has developed local coordination mechanisms with migrant associations and non-governmental organisations that aim to share information, avoid duplication and maximise the access to services such as language classes for migrants. Yet, migrants are particularly affected by socio-economic inequalities particularly following the economic crisis. This report sheds light on how the municipality and non-state partners work together with the other levels of government for sustainable migrant and refugee integration.

Berlin has long been a diverse, multicultural city and today about 1 million – or 30% – of its inhabitants have a migration background, meaning that they – or at least one of their parents – were born without German nationality. Berlin’s authorities perceive diversity as generally accepted in Berlin’s society. This case study takes a close look at the city’s migrant integration programmes and services, examining how all levels of government participate in these programmes, as well as the growing role played by third-sector agencies. It considers how Berlin’s administration reacted to the sharp rise in asylum applications in 2015-16, rapidly updating existing integration measures as well as developing emergency ones. The integration of these newcomers needs to be monitored in order to demonstrate policy impact and to help establish whether such policies can be expanded to help other migrant groups that still experience wide socio-economic gaps compared to native population.

Today, 34% of the population of Gothenburg, Sweden, was born outside of the country or has at least one parent born abroad. The city is growing at a fast pace: 4 400 new residents registered in 2016. Newcomers account for the bulk of demographic growth, of which 12 858 refugees settled in the city between 2010 and 2016. However, migration is not a new phenomenon in Gothenburg, with nearly 41.7% of migrant residents having arrived more than 10 years ago. The Gothenburg municipality has a significant track record in managing the impact of migration on local demand for work, housing, goods and services, cultural and linguistic diversity, and other parts of daily life. This report presents the way Gothenburg municipality and its state and non-state partners are addressing migrant integration issues and opportunities. It compiles data and qualitative evidence on how local integration efforts are designed and implemented within a multi-level governance framework.

Of the requests for asylum in France made in 2016, more than 10 000 applications were made by people in Paris and were made in the context of a rising number of refugees and asylum seekers since 2015. This increase has stirred a debate in France around its “universal” migrant integration model, which aspires to equal treatment for all and for which the main tool has been “Integration Contract” for migrants. At all levels of government, measures are now being designed for “reinforced” support for migrants, helping them to better integrate socially and to better access the  job market; these measures are tailored for all persons with a residency permit, in particular for refugees. This case study examines the City of Paris and its ambitions to successfully integrate its new inhabitants. The municipality sets aside dedicated resources for this and actively involves French citizens in implementing activities to foster social cohesion. The city is still attracting new migrants while socio-economic disparities and segregation remain marked in Paris and its region, in a context of limited emergency accommodation facilities for migrants and a tight housing market. More can be done to improve coherence across levels of government and among partners, in order to prevent fragmented service delivery and to improve how the impact of integration programmes is measured.

This report focuses on the local level integration of migrants in Rome, and provides information on the national framework for integration in Italy. While the study assumes that local authorities are at the forefront of migrant integration – providing information and essential services, ensuring access to education and the labour market, overcoming the barriers for full inclusion in the host society, and managing conflicts – local authorities are not alone. This report stresses the importance of multi-level governance of migrant integration, highlighting the key role of third sector enterprises, NGOs, business, faith-based organisations and unions. It identifies and shares selected local actions and governance practices to manage the short- and long-term effects of migration flows, and provides an international comparative of practices implemented by other EU cities, highlighting the most effective measures and lessons learned.
