Fast population growth in the city of Vienna is largely related to international migration.  Long-standing migrant communities represent half of Vienna’s population. In 2016, 50% of the inhabitants had migrant backgrounds, and since 2015, the number of refugees and asylum seekers in the city has increased. Since 1971, the city has developed dedicated administrative structures and local policies for migrants. A dedicated municipal unit (MA17) oversees how departments achieve migration-sensitive standards in their respective policy fields and produces the yearly Vienna Integration and Diversity monitoring report. A good practice is “Start Wien”,  a comprehensive coaching and information programme addressing newcomers (including asylum seekers) for the first two years after arrival. After that, foreign residents benefit from non-targeted measures, for instance from a programme fighting labour market exclusion of low-skilled groups. Vienna has avoided high segregation due to its large and well spread social housing. However migrants can only access it after five years of residency in the city, before which they rely on private rental market. Vienna establishes close contacts with migrant associations and NGOs at the district level and engages public consultations when formulating integration concepts. This report sheds light on how the municipality and non-state partners work together with the other levels of government for sustainable migrant and refugee integration.

While Finland’s foreign-born population remains small by international standards, growth has been amongst the fastest in the OECD. Finland’s foreign-born population have lower employment rates than native-born Finns, and women, in particular, are struggling to integrate and face incentives to stay in the home. Indeed, the employment gap among those arriving from outside the European Union is among the largest in the OECD. This risks long-term implications for the integration of their children, many of whom are struggling to thrive in the Finnish school system. Large inflows of asylum seekers in 2015 put integration squarely on the agenda, and Finland developed a number of innovative integration policies in response. Yet, numbers have since fallen dramatically, raising questions of how to respond to the needs of a large cohort without scaling up the integration system on a permanent basis. This review, the second in a series on the skills and labour market integration of immigrants and their children, provides an assessment of these and other challenges. It includes a holistic assessment of Finland’s integration services – such as the new modular integration training, and the Social Impact Bond – as well as challenges related to settlement, early labour market contact and workplace segregation. An earlier review in the series looked at integration policies in Sweden (2016).

This review is the first in a new series on the skills and labour market integration of immigrants and their children. With 16% of its population born abroad, Sweden has one of the larger immigrant populations among the European OECD countries. Estimates suggest that about half of the foreign-born population originally came to Sweden as refugees or as the family of refugees and Sweden has been the OECD country that has had by far the largest inflows of asylum seekers relative to its population. In all OECD countries, humanitarian migrants and their families face greater challenges to integrate into the labour market than other groups. It is thus not surprising that immigrant versus native-born differences are larger than elsewhere, which also must be seen in the context of high skills and labour market participation among the native-born. For both genders, employment disparities are particularly pronounced among the low-educated, among whom immigrants are heavily overrepresented. These immigrants face particular challenges related to the paucity of low-skilled jobs in Sweden, and policy needs to acknowledge that their integration pathway tends to be a long one. Against this backdrop, Sweden has highly developed and longstanding integration policies that mainly aim at upskilling immigrants while temporarily lowering the cost of hiring, while other tools that work more strongly with the social partners and the civil society are less well developed and need strengthening.

This paper aims to support a process to establish a global emission inventory for per- and polyfluoroalkyl substances (PFAS). It uses perfluoroalkyl carboxylic acids (PFCAs) as a reference to present an overall picture of global and regional emissions of PFASs and other related fluorinated substances due to the numerous interlinkages between PFCAs and many other fluorinated substances. The analysis provides a comprehensive overview of the current understanding of historical and ongoing global and regional emissions of C4–C14 PFCAs and identifies critical gaps and key uncertainties in terms of data collection and integration to accurately measure global and regional emissions of C4–C14 PFCAs. The paper does not provide direct data on substances other than PFCAs, such as perfluoroalkane sulfonic acids (PFSAs) and perfluoroalkane phosphonic acids (PFPAs); however, information on and/or estimates of the emissions of these substances is an important element of understanding the global emissions of PFCAs and are provided in the background assessment and estimation. Recommendations for improving knowledge on global and regional emissions of PFAS are presented.

The staff working in schools are the most important resource for today’s education systems, both educationally and financially. This report aims to provide guidance for the design of human resource policies that strengthen, recognise and preserve the positive impact that teachers, school leaders and other school staff have on their students. It offers an in-depth analysis of how human resource policies can make the best use of available resources to create supportive working environments and build both individual and collective professional capacity in schools. This includes the design of entry requirements, career structures, salary schedules and working time arrangements to attract, retain and motivate high-quality staff; the effective and equitable matching of staff with schools through fair and transparent staff funding and recruitment; and informed investments in professional learning, from initial preparation to continuing development. Throughout its analysis, the report looks at implementation challenges and considers under which conditions human resource policy reforms are most likely to have the desired effects on schools and their staff. This report is the third in a series of thematic comparative reports bringing together findings from the OECD School Resources Review.

In 2006, the OECD Development Assistance Committee (DAC) Ministers of Development expressed a desire to move towards more effective collective responses to governance issues, particularly as regards corruption. In 2007 the OECD Policy Paper on Anti-Corruption “Setting an Agenda for Collective Action” proposed developing a voluntary code of conduct for co-ordinated donor responses to deteriorating corruption contexts. The DAC Network on Governance (GOVNET) was tasked with producing a framework for joint responses. To inform this work the Anti-corruption Task Team (ACTT) of the GOVNET commissioned this retrospective study of how donors have responded to corruption in practice in the past, so as to understand better the opportunities, constraints and incentives for more effective collective responses and to establish principles on which a draft code of conduct could be based.

The 1990s have witnessed growing demand for learning throughout the world. Compelling incentives for individuals, economies and societies to raise education levels have driven increased participation in a widening range of learning activities by people of all ages, from the earliest years through later adulthood. This publication provides a range of comparable, cross-national education indicators for 19 middle-income non-OECD countries comprising over 50 per cent of the world population.  In particular, it examines the extent to which countries were able to widen participation in higher levels of education between 1995 and 2002/3. Coverage includes data on educational attainment, education expectancy, enrolment rates of different age groups, age ranges of universal primary and secondary education, female participation, upper secondary enrolment patterns, entry rates into upper secondary and tertiary education, graduation rates, grade repetition, population and GDP, expenditure on education, teaching staff, class size, teachers' salaries, and expenditure per student. By examining the data from these countries and comparing it to that of OECD countries,  this volume examines the factors which can generate growth in education in one country and constrain it in another.

The data service contains energy balances for over 150 countries and regions. The figures are expressed in thousand tonnes of oil equivalent (ktoe) and in terajoules. Conversion factors used to calculate energy balances and indicators such as GDP and population are also provided. In general, the data are available for 1971 (1960 for OECD countries) to 2014, with preliminary estimates of 2015 production (and trade when available) for natural gas, primary coal and oil.

Definitions of products and flows, explanatory notes on the individual country data, indicators (including GDP, population, industrial production index and ratios calculated with the energy data) and net calorific values are also included.

The inaugural edition of the World Energy Employment Report is – to the best of our knowledge – the first comprehensive inventory of the global energy workforce.

The report presents new estimates of the size and distribution of the labour force, across regions and technologies, and increases the granularity on the number of workers along the entire energy value chain. This includes fossil fuel and bioenergy production; power sector generation, transmission, distribution and storage; and end uses, including vehicles and energy efficiency for buildings and industry. It also details segments of the value chain where these jobs are located, including raw materials, manufacturing, construction, utilities, and wholesale, as well as how many are employed for building new projects versus operating existing energy facilities, which includes those working in operating and maintenance of plants. It also provides estimates for emerging segments for energy, including clean energy innovation.

This mapping can serve as a much-needed foundation for global energy decision makers, and provides important insights about the potential opportunities and impacts to labour markets under different drivers, particularly the transitions to clean energy, as well as shifting or development of supply chain capacities. How these labour markets evolve will be explored in depth by scenarios presented in our World Energy Outlook series.

The second edition of the World Energy Employment (WEE) report tracks the evolutions of the energy workforce from before the pandemic, through the global energy crisis, to today. The report provides a comprehensive stock-take of energy employment with estimates of the size and distribution of the labour force across regions, sectors, and technologies. The dataset provides granularity on workers along the entire energy value chain, covering fossil fuel supply, bioenergy, nuclear, low-emissions hydrogen, power generation, transmission, distribution, and storage; and key energy-related end uses, including vehicle manufacturing and energy efficiency for buildings and industry, among other segments. Additionally, WEE 2023 includes for the first time employment data for the extraction of selected critical minerals, including copper, cobalt, nickel and lithium.

This year’s report also benchmarks energy employment needs against an outlook to 2030 across IEA scenarios, outlining key policies that could help countries cultivate and maintain a skilled energy workforce throughout the energy transition.

WEE 2023 explores in depth the risks of skilled labour shortages and how this may influence the outlook for the industry and includes new analysis on skills, certifications, wages, and job postings. The findings signal that the ongoing shifts in energy employment will continue and can present both opportunities and risks. With the right enabling measures in place, policy makers, energy companies, labour representatives, educational and vocational training institutions, and other key stakeholders can work in concert to avoid labour transition risks while ensuring the transition to cleaner sources of energy remains people-centred.
