As the hubs of economic activity, cities drive the vast majority of the world’s energy use and are major contributors to global greenhouse gas emissions. Because they are home to major infrastructure and highly concentrated populations, cities are also vulnerable to the impacts of climate change, such as rising sea levels, warmer temperatures and fiercer storms. At the same time, better urban planning and policies can reduce energy use and greenhouse gas emissions and improve the resilience of urban infrastructure to climate change, thus shaping future trends.  

This book shows how city and metropolitan regional governments working in tandem with national governments can change the way we think about responding to climate change. The chapters analyse: trends in urbanisation, economic growth, energy use and climate change; the economic benefits of climate action; the role of urban policies in reducing energy demand, improving resilience to climate change and complementing global climate policies; frameworks for multilevel governance of climate change including engagement with relevant stakeholders; and the contribution of cities to “green growth”, including the “greening” of fiscal policies, innovation and jobs. The book also explores policy tools and best practices from both OECD and some non-member countries.  

Cities and Climate Change reveals the importance of addressing climate change across all levels of government. Local involvement through “climate-conscious” urban planning and management can help achieve national climate goals and minimise tradeoffs between environmental and economic priorities at local levels. The book will be relevant to policy makers, researchers, and others with an interest in learning more about urbanisation and climate change policy.

Is there a "new learning economy"? Do regions and cities play new roles in terms of governance and intervention in order to promote learning, innovation, productivity and economic performance at the local level? Such questions are high on the political agenda everywhere. This publication, which views the debate from the perspective of a regional learning economy, clearly answers in the affirmative. Of central importance is the idea that learning regions and cities, which are especially well attuned to the requirements of the new learning economy, may be fostered through the development of appropriate strategies of public governance and intervention. The relationships between various forms of learning and economic performance at the regional level are analysed and provide strong evidence of the importance of individual and firm-level organisational learning for regions’ economic performance. Case studies of five regions and cities indicate that social capital affects both individual and organisational learning.

In OECD countries, metropolitan areas often enjoy above-average rates of growth; they compete for foreign direct investment, have a leading position in the knowledge-based economy, and attract a disproportionately large share of immigrants. Yet they also are burdened with many problems including congestion, and the renewal of infrastructure, the spread of distressed urban areas. Better strategies for the development of metropolitan areas are vital if their rate of economic growth is to remain strong, but the governance structures currently in place are often outdated and ill-adapted to the tasks they face, especially given the sprawl of many metropolitan cities across many jurisdictions.
Drawing on the lessons from successful and unsuccessful attempts at the reform of metropolitan governance, this book identifies ways by which central and metropolitan governments can work better to optimise the potential of each urban region.

Cities are not only home to around half of the global population but also major centers of economic activity and innovation. Yet, so far there has been no consensus of what a city really is. Substantial differences in the way cities, metropolitan, urban, and rural areas are defined across countries hinder robust international comparisons and an accurate monitoring of SDGs. The report Cities in the World: A New Perspective on Urbanisation addresses this void and provides new insights on urbanisation by applying for the first time two new definitions of human settlements to the entire globe: the Degree of Urbanisation and the Functional Urban Area. Based on the definitions, the report presents new evidence of recent and future urbanisation trends and sheds light on the evolution of metropolitan areas around the globe. It examines whether and why quality of life differs between cities and other types of settlements. It analyses the relationship between economic development and the metropolitan system in countries around the world. Finally, it presents new evidence on the changing shape of cities and its impact on sustainability. The report demonstrates how globally consistent definitions of cities and metropolitan areas can contribute to more effective policy design.

Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. 

Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – “ Yes In My Front Yard “ includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location.

The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

Montreal has huge potential to become one of the most dynamic cities across OECD countries, thanks to its talented and creative population. Yet the city has not demonstrated outstanding results in terms of job creation and collective wealth generation in the past few years. This report examines this paradox and suggests new strategies to improve local outcomes in terms of employment, innovation and skills, and to boost inclusive economic growth and innovation across the Quebec metropolis.

City-to-city partnerships and decentralised development co-operation (DDC) can play a key role in advancing the SDGs and in addressing global megatrends, the aftermath of the COVID-19 pandemic and other shocks. This report discusses the framework conditions for effective city-to-city partnerships and takes stock of existing monitoring and evaluation mechanisms. As a complement, it proposes a systemic monitoring and evaluation framework for city-to-city partnerships to localise the SDGs, combining self-assessment and SDG indicators. This framework aims to bridge the gap in terms of measuring the progress of cities engaged in partnerships on the 2030 Agenda and their compliance with the G20 Rome High-Level Principles on city-to-city partnerships for localising the SDGs. The report also presents lessons learned from a pilot-testing of this new framework and highlights policy implications and ways forward to enhance the sustainability, transparency and accountability of city-to-city partnerships, in a shared responsibility across levels of government and stakeholders.

Agriculture is no longer the dominant sector in rural economies in OECD countries. But it is still the key sector in managing the land, and many ancillary industries are dependant on agriculture. Both agricultural and rural policy are changing to respond to society's concerns regarding food safety, food security, animal welfare, environmental protection and the viability of rural areas. These proceedings of the OECD Workshop on Coherence of Agricultural and Rural Development Policies examined these issues through thematic studies and country experiences. They find that rural is not synonymous with agriculture and agriculture is not always rural as much agricultural production occurs in peri-urban areas. The goals of agricultural and rural policies are different, but policy coherence is essential.

Community capacity building (CCB) is a fairly new term for an age-old good: enabling people to define their own destinies. This book presents and analyses some of the most interesting recent developments in the field of community capacity building, in a variety of OECD and non-OECD countries. The focus is on how CCB has effected change in three major areas: social policy (health, housing, community regeneration); local economic policy; and environmental policy. The book also outlines the common conditions required for CCB to take hold and thrive, allowing for the political voice of local communities to be clearly heard.

This book examines the concept of the compact city and the implication of the current urban context for compact city policies. It explores their potential outcomes, particularly in terms of how it can contribute to Green Growth and looks at developing indicators to monitor compact city and track policy performance. It reviews compact city policies currently being implemented across the OECD in relation to the pursuit of Green Growth objectives and provides ideas to achieve better outcomes. And it assesses the key governance challenges faced by decision-makers as they seek to implement practical compact city strategies. This report is thus intended as “food for thought” for national, sub-national and municipal governments as they seek to address their economic and environmental challenges through the development and implementation of spatial strategies in pursuit of Green Growth objectives. It also illustrates best practices (which present key elements of successful compact city policies) based on empirical evidence that can be shared across OECD member countries.

This report examines Korea's urban policies and offers customised policy recommendations based on the OECD publication, Compact City Policies (2012). Some Korean policies, such as urban regeneration, new town development or multi-modal transfering centers, have implicitly implemented compact city polices to a certain degree. However, there are still issues - including urban sprawl, unbalanced socio-economic levels and environmental challenges - which can be threats to urban competitiveness. An appropriate set of compact city polices, such as environmental friendly urban regeneration, mixed land use, polices to offset the side effects of compact development, strong management of transport demands, and governance enforcement, can accelerate Korean cities' sustainable development.

Economic globalisation and the subsequent intensification of inter-city competition have profoundly changed urban governance. This is particularly evident in the field of urban spatial development. The change is often described as a shift from a managerial mode of governance to a more entrepreneurial mode, strongly characterised by risk-taking, innovation, a strong orientation toward the private sector and a strategic approach which focuses on economic growth. This study reviews the challenges that urban entrepreneurialism must overcome to maintain and strengthen its relevance in the 21st century. Urban policy planners are expected to address an increasingly wide range of objectives, including social, environmental and cultural issues as well as economic ones.

In today’s globalising world, the regional specialisations built up over decades are transforming rapidly. Many regions that were historically production centres in a given sector are losing out to lower-cost locations and reorienting to higher value-added niches.  National programmes to promote cluster-based approaches -- linking firms, people and knowledge at a regional level -- are being used to meet the challenge. This report analyses the objectives, targeting, instruments and inter-governmental role sharing used by 26 programmes in 14 OECD countries. It will be of interest to policy makers, researchers, firms and others active in promoting innovation and competitiveness.

Chile has embarked on an ambitious path towards a new constitution. For all countries, drafting a new constitution or amending an existing one is a stimulating challenge, but also a demanding process from both a political and technical standpoint. This report presents the results of a benchmarking exercise conducted by the OECD of possible constitutional provisions, reflecting the experiences of OECD member countries. The components covered include economic and social rights, the system of government, multi-level governance, constitutional review, fiscal governance and the role and functioning of central banks.

The future of rural areas is high on the domestic and international policy agenda. Restructuring of the agricultural sector, and accompanying reform of agricultural policies, and the challenge of meeting sustainable development objectives are key preoccupations in OECD countries. In the search for forward-looking and durable policy strategies, building on natural and cultural amenities is emerging as an important area of policy action, one which complements traditional, agriculture-oriented rural policies and places rural policy in the broader territorial development arena.

In most rural areas, the potential of many natural and cultural resources remains untapped. Harnessing such amenities, however, involves striking a balance between use and conservation. In many cases, maintenance of rural amenities depends on a degree of local economic activity -- without it there is a danger of degradation. At the same time, over-exploitation risks spoiling, often irreversibly, the essential value of the amenity. Because many natural and cultural features are public goods, with limited markets and hazy property rights, public policies are needed to strike the delicate balance between supply and demand.

In 2017, Colombia launched a novel public policy to stimulate the creative economy, building on the success of previous policy initiatives to support the cultural and creative sectors. The Orange Economy policy is unique for its transversal approach to supporting the creative economy and mainstreaming culture across diverse policy portfolios, beyond cultural policy. The report provides a comparative overview of Colombia’s culture and creative sectors relative to OECD peers and reviews progress in policy implementation. It provides a specific focus on Colombia’s push to foster creative districts as tool for local development across the country, including policy examples based on nine districts across the globe. The report maps the financial ecosystem for the creative economy in Colombia. Recommendations draw on international good practice to suggest ways Colombia can best leverage creative economy opportunities.

O relatório evidencia a necessidade de informações, a aproximação da cobrança ao planejamento da bacia e a aplicação eficiente dos recursos arrecadados.
