Вода – ресурс, крайне необходимый для экономического роста,  окружающей среды и здоровья человека.  Тем не менее, эффективное и результативное управление водными ресурсами является вызовом для  правительств многих стран мира. Проблема сложная и многогранная: миллиарды людей не имеют пока доступа к безопасной воде и надлежащему водоотведению; конкуренция за воду между разными видами водопользования  и водопользователями растет; и требуются значительные капвложения для поддержания и улучшения водохозяйственных систем, как в странах-членах ОЭСР, так и в других странах. Данная серия исследований ОЭСР по воде содержит анализ водной политики и руководства по экономическому, финансовому и организационному аспектам управления водными ресурсами. Эти аспекты обычно находятся в центре водных проблем и в них содержится ключ к решению сложных задач водной политики.
В мире имеется более 8000 крупных систем  многоцелевой водохозяйственной  инфраструктуры (МЦВИ), которая вносит вклад в экономическое развитие, а также водную, продовольственную и энергетическую безопасность. МЦВИ включают в себя все рукотворные водохозяйственные системы: дамбы, плотины,  водохранилища и связанные с ними оросительные каналы и системы водоснабжения. На примере Шардаринской МЦВИ, которая находится в бассейне нижней Сыр-Дарьи в Южно-Казахстанской и Кзыл-ординской областях Казахстана, данный отчет рассматривает варианты и наполнение стратегий инвестирования в МЦВИ, которые обеспечат высокую экономическую отдачу и потенциальную финансовую окупаемость проектов, причем делает это с помощью применения специальной компьютерной модели и на основе изучения опыта 15 различных МЦВИ, расположенных в разных странах мира.

The Economic Outlook for Southeast Asia, China and India is a bi-annual publication on regional economic growth, development and regional integration in Emerging Asia. It focuses on the economic conditions of Association of Southeast Asian Nations (ASEAN) member countries: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam. It also addresses relevant economic issues in China and India to fully reflect economic developments in the region.

The Outlook comprises four main parts, each highlighting a particular dimension of recent economic developments in the region. The first part presents the regional economic monitor, depicting the economic outlook and macroeconomic challenges in the region. The second part consists of a special thematic chapter addressing a major issue facing the region. The 2019 edition of the Outlook looks at smart cities, with a special focus on transportation. Addressing traffic congestion, in particular, is critical in realising the potential benefits of urbanisation for growth. The third part of the report includes structural country notes offering specific recommendations for each country, and the fourth part discusses the recent progress made in key aspects of regional integration.

Asian cities are particularly vulnerable to risks associated with natural disasters. While they are exposed to various types of natural hazards, flooding and other water-related disasters pose particularly significant risks and undermine long-term economic growth, especially in coastal cities. Managing such natural disaster risks is an essential component of urban policies in fast-growing Southeast Asian cities, especially as the impacts of climate change worsen.

In addition to providing a framework for assessing disaster risk management policies in cities, this report also presents the results of assessment and locally tailored policy recommendations in five cities of different institutional, geographic, socio-economic and environmental contexts in Southeast Asia. They include Bandung (Indonesia), Bangkok (Thailand), Cebu (Philippines), Hai Phong (Viet Nam) and Iskandar (Malaysia). The study highlights that Southeast Asian cities are largely underprepared for natural disaster risks.

Through an assessment of disaster risk management (DRM) policies at national and subnational levels, the study aims to enhance urban resilience by: i) identifying policy challenges related to DRM ; ii) assessing the impacts of current DRM policy practices; and iii) proposing more efficient and effective policy options to enhance urban resilience.

Целью данной публикации является первое систематическое и комплексное описание энергетических субсидий в странах Восточного партнерства (ВП), которое должно привести к большей прозрачности  в данном вопросе и послужит надежной аналитической базой для обоснования необходимости реформ в этих странах (в исследование включены: Армения, Азербайджан, Беларусь, Грузия, Молдова и Украина). Основываясь на стандартной методологии ОЭСР, в исследовании представлена количественная оценка государственной поддержки производства и потребления угля, нефти и нефтепродуктов, природного газа, а также электрической и тепловой энергии, производимой на основе этих видов ископаемого топлива. Также кратко рассмотрены меры поддержки энергоэффективности и возобновляемых источников энергии. Кроме того, обсуждаются вопросы налогообложения и ценообразования в энергетическом секторе,  лежащие в основе  анализа энергетических субсидий.

Niniejszy cykl publikacji przedstawia wyniki kompleksowych przeglądów polityk rozwoju obszarów wiejskich w poszczególnych państwach oraz ustalenia zawarte w sprawozdaniach analitycznych poświęconych różnym aspektom polityk wobec obszarów wiejskich. Na przestrzeni ostatnich lat w Polsce nastąpił imponujący rozwój; mimo to, różnice między poszczególnymi regionami pod kątem osiąganych przez nie wyników gospodarczych i społecznych pozostają duże w świetle standardów OECD. Ogólne warunki życia w społecznościach wiejskich są zasadniczo niższe niż warunki życia w społecznościach miejskich a wiejskie gospodarstwa domowe są bardziej narażone na ubóstwo. W niniejszym badaniu przeprowadzono analizę szeregu polityk wywierających wpływ na rozwój obszarów wiejskich w Polsce. Zawarto w nim zalecenia dotyczące sposobu zwiększania wydajności rolnictwa, wspierania dywersyfikacji gospodarczej, zacieśniania współpracy między gminami oraz pogłębiania decentralizacji i usprawniania wielopoziomowego zarządzania.

The government of Kazakhstan has set an objective to substantially increase the contribution of SMEs and entrepreneurs to employment and value added in the economy. Although there are large numbers of SMEs and entrepreneurs in the country, achieving this growth will require a step change in the productivity of existing SMEs and the emergence of many more medium-sized and growth-oriented firms.

This report shows the important achievements of the government in creating a clear vision and structures for SME and entrepreneurship policy, including major improvements in business regulations and through the introduction of the Business Road Map 2020 programme offering direct supports to SMEs and entrepreneurs in areas such as financing and infrastructure. It also highlights the current challenge of doing more to strengthen management capabilities, skills, and innovation in SMEs and new enterprises, and makes a range of specific recommendations for policy actions including further building the incubator and Entrepreneurship Support Centre infrastructure, introducing dedicated support for high-growth potential enterprises, and stimulating supply chain linkages around foreign director investors.

This report assesses the key bottlenecks within the water-energy-land-food nexus in Korea, and proposes policy recommendations and governance arrangements to future-proof environmental integrity and enhance sustainable growth. The increasing pressure caused by urbanisation, industrialisation, population growth and climate change in Korea has led to more land consumption and augmented water supply, at the expense of the environment and at a high cost for public finance. Korea has engaged with the OECD via a national policy dialogue to explore best practices from the wider international community to better manage the nexus at the river basin scale.

This report focuses on the challenges of governing infrastructure investment and public-private partnerships (PPPs) at the subnational level. Subnational governments – cities and regions – play a vital role in the infrastructure landscape. Infrastructure needs in energy, transport, water and telecommunications are substantial, estimated at USD 6.3 trillion per year between 2016 and 2030. In a tight fiscal environment, it is critical to diversify sources of financing for infrastructure investment and PPPs represent an alternative to traditional government procurement with the potential to improve value for money. However, PPPs are complex and sometimes risky arrangements that require capacity that is not always readily available in government, in particular at the subnational level. This report examines the challenges of using PPPs at the subnational level and ways to address them. It does so by focusing on three case studies: subnational PPPs in France, local Private Finance Initiative (PFI) projects in the United Kingdom, and PPPs in Virginia (United States).

Of the requests for asylum in France made in 2016, more than 10 000 applications were made by people in Paris and were made in the context of a rising number of refugees and asylum seekers since 2015. This increase has stirred a debate in France around its “universal” migrant integration model, which aspires to equal treatment for all and for which the main tool has been “Integration Contract” for migrants. At all levels of government, measures are now being designed for “reinforced” support for migrants, helping them to better integrate socially and to better access the  job market; these measures are tailored for all persons with a residency permit, in particular for refugees. This case study examines the City of Paris and its ambitions to successfully integrate its new inhabitants. The municipality sets aside dedicated resources for this and actively involves French citizens in implementing activities to foster social cohesion. The city is still attracting new migrants while socio-economic disparities and segregation remain marked in Paris and its region, in a context of limited emergency accommodation facilities for migrants and a tight housing market. More can be done to improve coherence across levels of government and among partners, in order to prevent fragmented service delivery and to improve how the impact of integration programmes is measured.

SMEs play an important role for economic growth and social inclusion in Indonesia. Based on data from the Ministry of Co-operatives and SMEs, Indonesian SMEs account for nearly 97% of domestic employment and for 56% of total business investment. 
Indonesia has a Micro, Small and Medium Enterprise (MSME) Law and a specific ministry dedicated to co-operatives and SMEs. The wealth of public programmes for SMEs could be streamlined, and more could be done to support innovative companies able to generate productive jobs and participate in international markets. The development and implementation of an SME strategy would be instrumental to improve the overall coherence of national policy measures, objectives and measurable targets. 
The review of SME and entrepreneurship policy of Indonesia is part of a peer-reviewed series, by the OECD Working Party on SMEs and Entrepreneurship, which aims to improve the design, implementation and effectiveness of national SME and entrepreneurship policies.

Road and Rail Infrastructure in Asia: Investing in Quality discusses the challenges facing the region and possible policy options, including those previously or currently used in Emerging Asian countries, with reference to the experiences of OECD member countries. It provides analysis and recommendations for the region’s policy makers to consider in their efforts to improve the quality of infrastructure. In particular, it highlights the importance of considering the spill-over effects of infrastructure in investment decisions. A comprehensive infrastructure impact evaluation does not simply consider the financial feasibility of an individual project, but attempts to judge the full extent of the externalities of planned investments, looking at the positive and negative economic, social and environmental effects over different time periods. The report first presents project case studies, illustrating how policy makers have incorporated the principles of quality infrastructure. It then examines the local economic impact of infrastructure, the role of local governments in infrastructure development and the benefits and challenges of their involvement. It then goes on to discuss different infrastructure financing options including funding from public and private sectors, as well as public-private partnerships, and concludes with a focus on fostering improved alignment between national development strategies and infrastructure planning.

The higher education sector in The Netherlands offers excellent examples of what it means to be innovative and entrepreneurial, and promote entrepreneurial mind sets, entrepreneurship and knowledge exchange. Creating value from academic knowledge through innovative services, products, processes and business models that meet economic, social and environmental needs lies at the core of this strategy. The current challenge is to strenghten the anchoring of value-creation processes in education and research. This can be achieved through increased interdisciplinarity, entrepreneurial mindset development across all subject areas, incentives for effective wider world engagement of researchers and students, and growth-oriented support for startups. This report presents an in-depth analysis of the policy framework and institutional practices and provides useful guidance for policy makers and university leaders across the world. This report looks at a range of key labour market, economic and social indicators related to Canada’s growing Indigenous population, which comprises First Nations, Inuit and Métis. In 2016, there were over 1.6 million Indigenous People in Canada, accounting for 4.9% of the total population, which is a significant increase from 3.8% in 2006. The report looks at the implementation of the federal government’s Indigenous Skills and Employment Training Strategy through in-depth analysis across four case study areas, including 1) the Centre for Aboriginal Human Resources and Development in Winnipeg, Manitoba; 2) Community Futures Treaty Seven in Calgary, Alberta; 3) MAWIW Council in Fredericton, New Brunswick; and 4) Kiikenomaga Kikenjigewen Employment and Training Services (KKETS) in Thunder Bay, Ontario. The report highlights critical success factors to better link Indigenous People to high quality jobs while also providing recommendations regarding future labour market and skills programming for Indigenous People in Canada.

This third edition of Job Creation and Local Economic Development examines the impact of technological progress on regional and local labour markets. It sheds light on widening regional gaps on job creation, workers education and skills, as well as inclusion in local economies. Drawing on new data, it examines the geographical distribution of the risk of automation and whether jobs lost to automation are compensated by the creation of jobs at lower risk of automation. Building on data from labour force surveys, the report looks at the rise of non-standard work, highlighting the main regional determinants of temporary jobs and self-employment. Finally, it considers determinants of productivity and inclusion in regional and local labour markets, as well as policies to foster greater inclusion of vulnerable groups into the labour market. Individual country profiles provide an overview of regional labour markets and, among other things, an assessment of the performance in terms of “quality” jobs created among different regions.

Berlin has long been a diverse, multicultural city and today about 1 million – or 30% – of its inhabitants have a migration background, meaning that they – or at least one of their parents – were born without German nationality. Berlin’s authorities perceive diversity as generally accepted in Berlin’s society. This case study takes a close look at the city’s migrant integration programmes and services, examining how all levels of government participate in these programmes, as well as the growing role played by third-sector agencies. It considers how Berlin’s administration reacted to the sharp rise in asylum applications in 2015-16, rapidly updating existing integration measures as well as developing emergency ones. The integration of these newcomers needs to be monitored in order to demonstrate policy impact and to help establish whether such policies can be expanded to help other migrant groups that still experience wide socio-economic gaps compared to native population.

This report assesses the extent to which the state of Morelos, Mexico has implemented the OECD recommendations set in the Territorial Review of Morelos, published in 2017. The recommendations addressed matters of human capital, education, skills, innovation, territorial development, sustainable development, governance and public finances. For each of them, the monitoring toolkit indicates areas of change, identifies bottlenecks and proposes ways forward. The timeframe of implementation is also considered. The report further analyses the impacts of the earthquake of 19 September 2017 and the policy responses adopted in its aftermath. It offers advice on how to lead a reconstruction process that delivers a better state of affairs than the previous one, especially concerning territorial development and infrastructure investments. It advances a new topic, on connectivity and accessibility, in view of recent investments in rail and road infrastructure.
