States of Fragility 2022 arrives during an ‘age of crises’, where multiple, concurring crises are disproportionately affecting the 60 fragile contexts identified in this year’s report. Chief among these crises are COVID-19, Russia's invasion of Ukraine, and climate change, with the root causes of multidimensional fragility playing a central role in shaping their scale and severity. The report outlines the state of fragility in 2022, reviews current responses to it, and presents options to guide better policies for better lives in fragile contexts. At the halfway point of the 2030 Agenda for Sustainable Development, it is more critical than ever for development partners to focus on the furthest behind: the 1.9 billion people in fragile contexts that account for 24% of the world’s population but 73% of the world’s extreme poor.

Achieving net zero emissions by 2050 will require a significant reduction in electricity sector emissions, with around half of these coming from systems that currently have liberalised electricity markets. In order to support a rapid decarbonisation of power systems, the design of these markets will need to evolve to ensure that they maximise the value delivered by existing and new low-carbon technologies. When policymakers design electricity markets, they need to consider the interactions between all parts of the market including wholesale, retail and capacity markets. At the same time, it is essential to ensure synergies with low-carbon investment frameworks and other decarbonisation policies.

This report identifies key principles for designing different parts of the market based on evidence from electricity markets globally and provides actionable guidelines to help policy makers match decarbonisation pledges with actions. With short-term wholesale markets as the starting point for generating efficient price signals, the report systematically considers the different parts of electricity markets, perspectives for integrating technologies such as distributed resources and storage, and how the design process fits with other decarbonisation policies and system planning. The principles derived from this analysis provide policy makers with market design tools in the context of new technologies and low-carbon transitions.

This report explores ways for Mexico’s supreme audit institution, Auditoría Superior de la Federación (ASF), to strengthen its use of analytics. While the report focuses on the use of data to enhance the detection of integrity risks, it also recognises the implications of better analytics for the ASF’s broader digital transformation strategy. It offers a range of proposals for enhancing ASF’s data governance and embedding analytics into strategic initiatives. It also looks at building ASF’s analytics capacity, including addressing integrity considerations through better co-ordination, digital skills development and nurturing a data-centric culture.

Apprenticeship systems have a crucial role to play in providing students, workers and jobseekers with relevant training opportunities and developing the right skills for the future in responding to changing labour market needs. This report focuses on how to strengthen the apprenticeship system in Scotland (United Kingdom). The Scottish apprenticeship system has made remarkable progress, becoming one of the most flexible and wide ranging systems in the OECD. Apprenticeship starts are on the rise and outcomes have been positive. Informed by international evidence, this report identifies strategies to make the system more responsive, innovative and inclusive. These include strengthened employer engagement, refined minimum requirements for programmes, strategic guidance and practical support for innovation in apprenticeships, and efforts to make the system more accessible and relevant so as to promote inclusion and equity.

This publication analyses the impact COVID-19 has had on asset-backed pension arrangements and the main policies countries have implemented in response to date. It then presents policy guidelines to help strengthen asset-backed pension arrangements and improve retirement outcomes in a post-COVID world. The publication also discusses the short- and long-term impact of COVID-19 on mortality, and the role that assets earmarked for retirement could play in the post-COVID recovery.

In a rapidly changing world of work, adults in Australia are being challenged to upskill, retrain and consider alternative career paths. Mid-career adults are in a unique position: they have acquired considerable skills and work experience but still have many years left in the labour market before retirement. They thus may need help to build on their existing skills to progress but have time before retirement to recoup their training investments. If well designed, career guidance can facilitate employment transitions for this group and usefully inform their training choices. This report assesses the career guidance services that are currently available to mid-career adults in Australia and puts them into an international perspective. New online survey data shows Australia performs well in OECD comparison with respect to the use of career guidance services, but there is room to strengthen the inclusiveness of these services and to tailor them to the needs of mid-career adults. The report provides concrete recommendations in this regard.

In supporting children’s development, countries invest in the future successes of economies and societies. Awareness of the critical role early childhood education and care (ECEC) plays in setting a strong foundation for children’s learning, development and well-being has grown among policy makers worldwide.

The OECD Quality beyond Regulations policy review provides countries with an overview of the different dimensions of quality in ECEC. It also highlights policies that can enhance process quality in particular. From this review, emerged the present report, taking an in-depth look at Luxembourg’s ECEC system. It outlines the system’s main strengths and challenges, focusing on workforce development and quality assurance through the monitoring system. The report provides tailored policy recommendations to improve provision in line with national goals.

This report assesses the enabling conditions for maximising the benefits of foreign direct investment (FDI) on SME productivity and innovation in Portugal. It looks at the quality of investment that Portugal attracts and the capacity of Portuguese SMEs to benefit from any knowledge and technology spillovers resulting from these investments. It studies the extent to which FDI-SME spillovers occur through value chain linkages, strategic partnerships, labour mobility, competition and imitation effects. The report provides an overview of Portuguese public institutions responsible for investment, SMEs, innovation and regional development policies, taking a close look at arrangements to ensure multi-level policy coordination, stakeholder consultation and evaluation of policy impacts. It then reviews the mix of government policies that are currently in place to support FDI-SME linkages and spillovers, noting areas for further policy reforms. The last chapter introduces a regional lens, focusing in particular on the regions of Norte and Alentejo. This report is part of a broader European Commission-OECD programme on strengthening FDI-SME linkages and serves as a pilot for future country assessments.

This report assesses the linkages between foreign direct investment (FDI) and domestic small and medium-sized enterprises (SMEs) in the Slovak Republic. It provides policy recommendations to national and subnational governments on how to foster productivity and innovation spillovers from FDI to the local economy. The report looks at the quality of investment the country attracts, the absorptive capacity of Slovak SMEs, and a broad range of economic, business and policy conditions that can strengthen knowledge and technology diffusion from FDI to domestic SMEs. It also provides a diagnostic assessment of the core FDI-SME spillover diffusion channels, namely value chain linkages, strategic partnerships, labour mobility, and competition and imitation effects. The report provides an overview of the Slovak policy arrangements for promoting international investment, SME performance and innovation, and regional development. It does so by taking a close look at multi-level coordination, stakeholder consultation and impact evaluation. It then reviews the policy mix in support FDI-SME linkages and spillovers and proposes concrete areas for further policy reforms. The last chapter introduces a regional lens, focusing on the regions of Banská Bystrica and Košice. This report is part of a multi-year European Commission-OECD project on strengthening FDI-SME ecosystems and is the second pilot review for future country assessments.

The EU4Energy programme is a six-year initiative led and funded by the European Union. One of its key goals is to enable greater application of evidence-based energy policy and decision-making in participating countries in Eastern Europe and Central Asia. The International Energy Agency (IEA), the Energy Community and the Energy Charter support the project, with the IEA taking lead responsibility for the policy development dimensions. As part of this programme, the IEA has prepared this high-level policy roadmap to help inform and guide policy practitioners as they seek to develop and implement policies to strengthen power system security in Kyrgyzstan, with a focus on improving power system reliability and resilience during periods of water shortage.

The analysis and proposals advanced in this document provide an integrated approach incorporating a suite of practical regulatory, supply-side and demand-side measures that reflect international experience and best practices. It avoids detailed prescription, recognising that Kyrgyz policy practitioners are better placed to draw on their local knowledge and experience to address practical details as they emerge. Accordingly, the roadmap’s proposed measures and pathways are intended to inform and guide the development of effective policies and programmes to help strengthen power system reliability and resilience, especially during periods of water shortage.

This paper begins by discussing power system security concepts and principles, focusing on how power system security is managed during normal operating conditions and how this can change in hydro-dependent power systems during periods of sustained water shortage. A description of the policy context for power system security in Kyrgyzstan follows. It highlights the key challenges for strengthening power system security, and provides an overview of the policy, legal, regulatory and institutional arrangements governing power system security in Kyrgyzstan. Finally, an integrated high-level policy roadmap is presented, including proposed strategic goals and a range of practical policy measures to pursue power system security over the next decade.

The Republic of Türkiye’s trajectory of improvement over the past two decades stands out internationally. Few other countries have been able to bring previously out-of-school children into the education system and improve performance at the same time. This report provides a picture on how student performance has evolved over this period. It is based on data from the OECD Programme for International Student Assessment (PISA) and the International Association for the Evaluation of Educational Achievement (IEA) Trends in International Mathematics and Science Study (TIMSS). The report analyses if factors related to student background – such as gender or socio-economic status – are associated with performance. It also analyses student performance across different cognitive and content domains of learning.

Dealing constructively with subsidies in global commerce is central to G20 leaders’ goal of reforming and strengthening the multilateral trading system. The growing use of distortive subsidies alters trade and investment flows, detracts from the value of tariff bindings and other market access commitments, and undercuts public support for open trade. Sharp differences over subsidies are contributing to global trade tensions that are harming growth and living standards. 

This report seeks to highlight the potential benefits of closer cooperation and considers some areas where this might be pursued constructively by governments or other international organizations. This report aims to begin a discussion within the international community on how to develop and implement such an agenda.

Regulatory reforms have long been a focus for Southeast Asian nations, often as a way to improve the business climate and policy frameworks for trade and investment. The recent COVID-19 pandemic has spurred countries around the world to review and update their regulatory policies to respond to the current crisis and prepare for the next one. This publication presents a snapshot of the current state of regulatory reform across the region, with country profiles from all 10 Member States of the Association of Southeast Asian Nations (ASEAN) highlighting practices in three priority areas: whole-of-government initiatives, good regulatory practices, and use of digital technologies. It also offers an analysis of common themes identified across the profiles, including trends in regulatory reform, common challenges faced by countries, and future priorities in the region. It was developed in collaboration with the members of the ASEAN-OECD Good Regulatory Practices Network, and key regional partners including the ASEAN Secretariat and the Economic Research Institute for ASEAN and East Asia (ERIA).

This report analyses sustainability policies and practices for corporate governance, both in Brazil and globally. It serves to support the development of Brazil’s legal and regulatory framework for sustainability disclosure, the responsibilities of company boards and shareholder rights. The report presents the results of two OECD surveys conducted with the participation of some of the largest public companies and asset managers in the country.

Technological innovations such as nanotechnology and/or biotechnology are being developed at such a rapid pace that they present a challenge to health and environmental risk assessment. Because of this rapid rate of innovation, a gap can arise between technological innovations and the development of suitable risk assessment tools and frameworks. A way to minimise this gap is (a) for industry to try to reduce uncertainties and risks to human and environmental safety, starting at an early phase of the innovation process and covering the whole innovation value chain (or life cycle for product development) (the ‘Safe(r)-by-Design’ concept, SbD); and (b) for regulators to anticipate the regulatory challenges posed by innovations such as innovative nanomaterials (NMs) and nano-enabled products, their applications and potential safety issues (Regulatory Preparedness, RP). These two distinct components together form a ‘Safe(r) Innovation Approach. The purpose of this report is twofold: firstly, to support innovation and ensure that nanomaterials and advanced materials are developed in a safe and sustainable way supported by a circular economy, and secondly to identify and prioritise the elements to be considered for safety and sustainability.

This report provides an overview of existing scientific and technical information on side-chain fluorinated polymers (SCFPs), focusing on their identities and life cycle, and with a particular goal to map the existing landscape and highlight critical knowledge and data gaps. It focuses on the life cycle of SCFPs, including production and use, presence of other PFASs in the commercial formulations, degradation of SCFPs during use and end-of-life treatment, and environmental releases of SCFPs and other PFASs present in the commercial formulations. The report comes with a separate Annex comprising five spreadsheets providing information on: substances identities, use information, PFASimpurity studies, degradation studies and SCFP release.

This roadmap starts with an overview of the prevailing institutional framework related to the renewables and electricity sectors respectively, and the related policy landscape. The wider context of both the renewables and electricity sectors in Moldova is then outlined. This is followed by the body of the roadmap, which focuses on: Removing barriers to the deployment of renewables; Establishing flexible electricity markets with enhanced regional co-ordination; Enhancing technical flexibility of the power system. In these three focus areas, a substantial amount of knowledge, experience and expertise has already been accrued by other countries and regions in their own energy transitions.

This roadmap therefore provides relevant examples from international experiences with a view to providing an idea of the possibilities for Moldova.

The roadmap outlines specific policies and actionable items in order to apply these international best practice examples, taking into account the particular characteristics of the Moldovan electricity system. Finally, these recommended actions are put in a co ordinated package of measures to be implemented for a vision of a secure, clean and modern electricity supply generated from domestic VRE sources. This includes a timeline of measures to be targeted over three distinct periods in the short-, medium- and long-term to deliver this modern electricity system, and in turn provide the social, economic and environmental benefits from Moldova’s clean energy transition.

This report discusses how steering innovation investment in public sector organisations through a portfolio approach can help governments respond to the multi-faceted challenges they face. Portfolio management is a well-known device in the financial sector, allowing for dynamic decision-making processes involving regular reviews of activity and ensuring a coherent distribution of resources among strategic options. The report illustrates how this approach can be applied by public sector organisations to reap a variety of benefits, including avoiding innovation fragmentation and single-point solutionism; tackling risk aversion and learning at the portfolio level; identifying synergies among projects and activities; building value chains among projects and programmes; and layering activities connected to complex reforms. The report also discusses the type of innovation investments or facets a portfolio can help to steer and what these look like in practice.

This International Energy Agency (IEA) energy sector review of Tajikistan was conducted under the auspices of the EU4Energy programme, which is being implemented by the IEA and the European Union, along with the Energy Community Secretariat and the Energy Charter Secretariat.

With abundant water potential from its rivers, natural lakes and glaciers, Tajikistan is almost exclusively reliant on hydro for electricity generation. It is home to some of the world’s largest hydropower plants and is ranked eighth in the world for hydropower potential with an estimated 527 terawatt-hours (TWh). Currently only 4% of the country’s hydro potential is exploited. Tajikistan’s geographic proximity to some of the world’s fastest-growing energy markets means that investing in developing its hydropower potential can contribute to regional energy security and the clean energy transition, in addition to addressing Tajikistan’s high vulnerability to climate change and natural disasters.

Coupled with the IEA roadmap on cross-border electricity trading for Tajikistan, published in October 2021, this report aims to give a holistic overview of Tajikistan’s energy sector and to assist policy making at all levels in order to facilitate the effective delivery of the National Development Strategy for 2030 and its ambitious goals, which include increasing hydropower generation capacity by 10 gigawatts and raising annual electricity exports by 10 TWh. It also supports government efforts for ongoing energy sector reforms, aimed at restructuring the state-owned vertically integrated electric utility with financial viability issues, introducing market mechanisms to alleviate power sector challenges and updating its regulatory and tariff regimes.

The report commends the government of Tajikistan for setting clear goals for its national development strategy and the subsequent sectoral development programmes, caveats the introduction of domestic coal as a key support for national energy security structures, and advocates for the introduction of other renewable sources and enhanced regional co operation for achieving energy security and sustainable development goals.

Philanthropy, both domestic and international, and corporate social responsibility (CSR), are supporting gender equality in India. This study estimates funding towards gender equality from a sample of 183 philanthropic organisations, based on two observations. First, the introduction of the Companies Act of 2013, which mandated and regulated CSR, substantially increased resources for development projects in the country, including for gender equality. Second, India faces significant challenges on gender equality, and harmful practices curtailing women’s rights persist. These are highlighted by the SDG India Index (NITI Aayog, 2020) and the OECD Social Institutions and Gender Index (SIGI).
