This is the tenth edition of the OECD survey of large pension funds and public pension reserve funds that collects long-term investment data since it was first published in 2011. The scope of this report covers 87 public and private pension funds from 34 countries. This survey is based on a qualitative questionnaire sent directly to large pension funds and public pension reserve funds. It covers the infrastructure investments made by large pension funds and public pension reserve funds, but also their approach to environmental, social, and governance (ESG) factors. It provides detailed investment information and insights which complement the aggregated data on portfolio investments gathered by the OECD at a national level through the Global Pension Statistics and Global Insurance Statistics projects.

This report provides an overview of the design and results of a counterfactual impact evaluation of SEND@, a digital tool for employment counsellors developed by the Spanish public employment service (Servicio Público de Empleo Estatal, SEPE). The objective of the digital tool SEND@ evaluated in this report is to assist employment counsellors in guiding clients to job openings and/or active labour market policies (ALMPs) based on past outcomes amongst similar clients. Taking information on jobseekers who have successfully integrated to the labour market in the recent past, the digital tool displays the top occupations in which similar jobseekers found jobs as well as, if applicable, which ALMPs they participated in before becoming employed.

Drawing on the experiences of the members and observer organisations of the Development Assistance Committee Network on Development Evaluation (EVALNET), this study provides a snapshot of the core elements and ways of working within development evaluation systems. It offers insight to development co-operation organisations as they seek to establish or strengthen credible evaluation systems of their own, to support learning and accountability. The report also explores the role of evaluation in development co-operation and humanitarian assistance, including the various policy and institutional arrangements used with evaluation systems. It then reviews the evaluation process, from deciding on evaluations to disseminating findings and finally, focuses on how evaluation findings are used to improve development co-operation efforts.

Latin America and the Caribbean needs an ambitious and comprehensive investment agenda to embark on a stronger and more sustainable development trajectory. The 16^th edition of the Latin American Economic Outlook proposes ways to make this possible through co-ordinated actions by policy makers, the private sector and international partners. It argues that to close existing investment gaps and overcome the region’s structural challenges, it is essential to scale up domestic and foreign investment. These investments should be a catalyst for better quality jobs and an upgraded production structure, harnessing the potential of LAC’s endowments and of the green and digital transitions. Better governance and information are key to promoting effective and efficient public and private investments. Public institutions are fundamental to aligning investments with national development strategies while building stronger social contracts. The report presents a series of options for financing this new investment agenda, including innovative debt instruments and a renewed role for development finance institutions. The report also highlights the importance of reinvigorated international partnerships across the investment agenda.

Efforts to respond to global challenges have greatly benefited from space technologies that are more advanced, perform more efficiently and are operating at greater scale than ever before. But as the challenges facing society grow and intensify, questions arise as to whether the space sector can continue to deliver on its promise. Reaping the full benefits of what space activities have to offer will require substantial and targeted government action. Key priorities include maintaining the continuity and quality of government civilian missions, levelling the playing field for private actors entering the market, and securing the orbital environment for future generations. This edition of the Space Economy in Figures delves into these topics, drawing from both established and novel economic and policy data sources.

This report assesses the current state of connectivity in Southeast Asia and provides tailored recommendations for extending broadband access, focusing on five countries: Cambodia, Indonesia, Singapore, Thailand and Viet Nam. The analysis builds upon the OECD Recommendation on Broadband Connectivity, which provides a reference for policy makers and regulatory authorities within and outside of the OECD. Using the principles of the Recommendation as a roadmap, countries may be better able to unleash the full potential of connectivity for the digital transformation and to ensure equal access to connectivity for all users.

As countries seek to draw lessons the COVID-19 crisis and increase their future resilience, evaluations are important tools to understand what worked or not, why and for whom. This report builds on the OECD work on “government evaluations of COVID-19 responses”. It evaluates Belgium’s responses to the pandemic in terms of risk preparedness, crisis management, as well as public health, education, economic and fiscal, and social and labour market policies. Preserving the country’s resilience in the future will require promoting trust in public institutions and whole-of-government approaches to crisis management, reducing inequalities, and preserving the fiscal balance. The findings and recommendations of this report will provide guidance to public authorities in these efforts.

This new web format for Country Notes on Fossil Fuel Support provides interactive on-line access to the latest data from the OECD Inventory of Support Measures for Fossil Fuels by country – identifying and estimating the value of support arising from policies that encourage the production or consumption of fossil fuels. The web version allows users to download, share and play with the data. Interactive graphics enable data visualisation, in national currency, by beneficiary and by energy product. These Country Notes provide, for each of the 50 economies covered in the Inventory, a snapshot of energy market structure, the current state of energy prices and taxes, and recent developments and trends in fossil fuel support. Data and country notes for the EU Eastern Partnership (EaP) countries have been collected and prepared as part of the GREEN Action Task Force.

Cette étude de marché fournit une évaluation de la concurrence dans trois grands domaines du secteur de la banque de détail en Tunisie : les comptes courants, les prêts bancaires pour les micro, petites et moyennes entreprises et les services de paiement mobile. Le rapport identifie les domaines où la concurrence ne fonctionne pas aussi bien qu'elle le pourrait, réduisant la mobilité des clients et l'accès au financement et limitant la pression concurrentielle que les entreprises fintech peuvent exercer sur les banques traditionnelles. Le rapport fournit une série de recommandations visant à améliorer les résultats du marché pour les utilisateurs de services financiers et comprend des estimations de l'impact attendu de la mise en œuvre des recommandations sur l'économie. Cette étude de marché sur la concurrence fait partie d'un projet plus large visant à favoriser les réformes pro-concurrentielles en Tunisie.

Une transition réussie vers zéro émission nette de gaz à effet de serre (GES) nécessite des politiques d'atténuation efficaces, incluant des mesures de tarification du carbone : un instrument au bon rapport coût/efficacité qui non seulement réduit les émissions, mais génère également des revenus pour soutenir la transition. Cette quatrième édition des Taux effectifs sur le carbone offre une vue d'ensemble des systèmes de tarification du carbone en présentant les droits d’accise sur les combustibles et les carburants, les taxes sur le carbone et les systèmes d'échange de quotas d'émission (SEQE) jusqu'en 2021, tout en incluant certains développements jusqu'en 2023. Les mesures présentées ont un impact direct sur le coût des émissions de gaz à effet de serre, orientant ainsi les décisions de production, de consommation et d'investissement vers des options à faible teneur en carbone ou à teneur nulle en carbone. L'analyse porte sur 72 pays qui, ensemble, représentent environ 80 % des émissions mondiales de GES. Le rapport met l'accent sur l'évolution des systèmes d'échange de quotas d'émission et des taxes sur les carburants dans le contexte de la crise énergétique et fournit des données complètes et comparables sur l'état actuel de la tarification des émissions de GES, ce qui peut aider les décideurs politiques à identifier des priorités et à affiner leurs stratégies d'atténuation des émissions de carbone.

This market study provides an assessment of competition in three broad areas of the retail banking sector in Tunisia: current accounts, bank loans for micro, small and medium enterprises and mobile payment services. The report identifies areas where competition is not working as well as it could, reducing customers mobility and access to finance and limiting the competitive pressure that fintech companies can exert on traditional banks. The report provides a range of recommendations to improve market outcomes for financial services users and it includes estimates of the expected impact of the implementation of the recommendations on the economy. This competition market study is part of a broader project aiming at fostering pro-competitive reforms in Tunisia.

Central Asia's trade performance has displayed remarkable resilience to recent economic shocks. Nevertheless, the region’s dependence on a limited number of export commodities and a narrow range of trading partners exposes it to significant risks. Central Asian governments are therefore prioritising improved connectivity to integrate better into global value chains, reduce geographical disadvantages, and increase imports and exports. Trade facilitation plays a pivotal role in achieving these goals by reducing trade costs and fostering integration. However, Central Asia still faces substantial challenges, and, despite significant improvements in recent years, it falls behind most of the regions covered by the OECD's Trade Facilitation Indicators (TFI). This report takes stock of TFI progress in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, presents preliminary results for Turkmenistan for the first time, and showcases areas of TFI improvement. It also evaluates remaining trade barriers and provides recommendations to for trade facilitation reforms, including the need to prioritise trade community feedback to streamline procedures, digitalise and harmonise standards, and implement systemic border agency co-operation mechanisms. A co-ordinated approach to improving trade facilitation across the region could reduce trade costs substantially, lifting both trade turnover and growth.
