Vocational education and training (VET) plays a central role in preparing young people for work, developing the skills of adults and responding to the labour-market needs of the economy. Teachers and leaders in VET can have an immediate and positive influence on learners’ skills, employability and career development. However, when compared to general academic programmes, there is limited evidence on the characteristics of teachers and institutional leaders in VET and the policies and practices of attracting and preparing them. VET teachers require a mix of pedagogical skills and occupational knowledge and experience, and need to keep these up to date to reflect changing skill needs in the labour market and evolving teaching and learning environments. This report fills the knowledge gap on teachers and leaders in VET, and produces new insights into what strategies and policies can help develop and maintain a well-prepared workforce. It zooms in on VET teacher shortages; strategies for attracting and retaining teachers; initial training and professional development opportunities for teachers; the use of innovative technologies and pedagogical strategies; and the important role of institutional leaders and strategies for better preparing and supporting them.
Digitalizācija Latvijā analizē jaunākās attīstības tendences Latvijas digitālajā ekonomikā, pārskata ar digitalizāciju saistītās politikas un sniedz ieteikumus par politikas saskaņotības palielināšanu šajā jomā, pamatojoties uz ESAO Going Digital integrētās politikas struktūru.
Pārskatā tiek izmantots stratēģiska perspektīva, lai izpētītu trīs alternatīvus nākotnes scenārijus, kas var izveidoties globālās ekonomikas un sabiedrības digitālās transformācijas rezultātā. Tajā tiek pētīta arī sakaru tīklu un pakalpojumu pieejamība Latvijā, kā arī saistītās politikas un regulējumi. Turklāt pārskatā tiek aplūkotas fi zisku personu, uzņēmumu un valdības tendences digitālās tehnoloģijas izmantošanas jomā, kā arī izpētītas politikas, lai sekmētu izplatīšanu. Visbeidzot pārskatā tiek analizētas digitalizācijas radītās iespējas un izaicinājumi galvenajās jomās, sākot ar inovācijām un prasmēm un beidzot ar digitālo drošību un datu pārvaldību, kā arī novērtētas politikas reakcijas uz šīm pārmaiņām Latvijā.

Going Digital in Latvia analyses recent developments in Latvia’s digital economy, reviews policies related to digitalisation and make recommendations to increase policy coherence in this area, based on the OECD Going Digital Integrated Policy Framework.
The review uses strategic foresight to explore three alternative future scenarios, which could result from the digital transformation of the global economy and society. It also examines the availability and quality of communication networks and services in Latvia as well as related policies and regulations. Further, it reviews trends in digital technology usage among individuals, businesses and the government, and examines policies to foster diffusion. Finally, the review analyses opportunities and challenges raised by digitalisation in key areas, from innovation and skills to digital security and data governance, and evaluates policy responses to these changes in Latvia.
In recent years Korea has stepped up efforts to reduce inequalities in recognition that a fairer economic model is also the most sustainable one. In order to support this new policy direction, the OECD has carried out novel analysis of inclusive growth building on its Framework for Policy Action, developed by the OECD to improve the prospects of the groups left behind. The Inclusive Growth Review of Korea applies, for the first time, the Framework at the national level. Using a dashboard of indicators, the Framework presents policy recommendations to sustain and more equitably share the gains of economic growth by investing in people left behind, supporting business dynamism and inclusive labour markets, and building efficient and responsive governments. In addition, the Inclusive Growth Review of Korea finds that digitalisation risks to compound the disparities of Korean labour markets, and calls for renewed efforts to reduce the lack of opportunities for up- and re-skilling of the working-age population (Chapter 2). To improve the business environment, Korea should address the unbalanced growth across sectors and firm size and unequal distribution of productivity gains across population groups (Chapter 3).
Despite potentially tremendous benefits, small and medium-sized enterprises (SMEs) lag in the digital transformation. Emerging technologies, as diverse as they are, offer a range of applications for them to improve performance and overcome the size-related limitations they face in doing business. However, SMEs must be better prepared, and stakes are high. SMEs make the most of the industrial fabric in many countries and regions, they create jobs (most jobs sometimes) and are the cement of inclusive and sustainable societies. The SME digital gap has increased inequalities among people, places and firms, and there are concerns that the benefits of the digital transformation could accrue to early adopters, further broadening these inequalities. Enabling SME digitalisation has become a top policy priority in OECD countries and beyond. The report looks at recent trends in SME digital uptake, including in the context of the COVID-19 crisis. It focuses on issues related to digital security, online platforms, blockchain ecosystems, and artificial intelligence. The report identifies opportunities, risks of not going digital, and barriers to adoption. It looks to concrete policy action taken worldwide to speed the SME transformation and raises a series of considerations to advance the SME digital policy agenda.

Pour autant, la crise économique induite par la pandémie devrait donner lieu à une réduction notable des dépenses de recherche et d’innovation dans les entreprises, tandis que les gouvernements devront affronter à la fois une dette publique abyssale et des besoins multiples et concurrents d’aides financières. Ces évolutions pourraient avoir des répercussions à long terme sur les systèmes d’innovation, au moment où la science et l’innovation sont plus que jamais indispensables pour lutter contre l’urgence climatique, atteindre les Objectifs de développement durable et accélérer la transformation numérique. Les pouvoirs publics devront certes prévoir dans leurs plans de relance des mesures pour protéger leurs systèmes d’innovation, mais ils devraient également profiter de cette occasion pour mener à bien des réformes. Les politiques de la science, de la technologie et de l’innovation (STI), en particulier, devraient servir un programme de transformation systémique plus ambitieux favorisant une transition encadrée vers un avenir plus durable, équitable et résilient.
In a context of considerable interest in apprenticeship in recent years, Cedefop and the OECD decided to explore its future from the perspective of a number of megatrends, including sociodemographic changes, the accelerated adoption of emerging technologies and new forms of work organisation. They also considered how these trends have affected, and will continue to affect, the design and delivery of apprenticeship in European and OECD countries. The combination of the emerging economic crisis as an aftermath of the Covid-19 pandemic, together with long-term structural trends affecting global economies, will entail a profound transformation of the world of work and require effective policy responses in the years to come. This publication provides insights from 16 papers by researchers from Europe, Australia and the United States; nine were presented and discussed among policy-makers, practitioners and researchers during the joint Cedefop-OECD symposium on the future of apprenticeship held in October 2019 in Paris. Evidence and analysis in these papers will help inform political decisions shaping the future of apprenticeship.

Drawing on the most recent statistics, this analysis of development dynamics attempts to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, national and local.
The 2021 edition, now published at the beginning of the year, explores how digitalisation can create quality jobs and contribute to achieving Agenda 2063, thereby making African economies more resilient to the global recession triggered by the COVID-19 pandemic. The report targets four main policy areas for Africa’s digital transformation: bridging the digital divide; supporting local innovation; empowering own-account workers; and harmonising, implementing and monitoring digital strategies. This edition includes a new chapter examining how to finance Africa’s development despite the 2020 global economic crisis.
Africa’s Development Dynamics feeds into a policy debate between the African Union’s governments, citizens, entrepreneurs and researchers. It aims to be part of a new collaboration between countries and regions, which focuses on mutual learning and the preservation of common goods. This report results from a partnership between the African Union Commission and the OECD Development Centre.

In immediate responses to the COVID-19 crisis, science and innovation are playing essential roles in providing a better scientific understanding of the virus, as well as in the development of vaccines, treatments and diagnostics. Both the public and private sectors have poured billions of dollars into these efforts, accompanied by unprecedented levels of global cooperation. However, the economic crisis that is currently unfolding is expected to severely curtail research and innovation expenditures in firms, while debt-laden governments will face multiple, competing demands for financial support. These developments threaten to cause long-term damage to innovation systems at a time when science and innovation are most needed to deal with the climate emergency, meet the Sustainable Development Goals, and accelerate the digital transformation. Governments will need to take measures to protect their innovation systems as part of their stimulus and recovery packages, but should also use these as opportunities for reforms. In particular, science, technology and innovation (STI) policy should shift towards supporting a more ambitious agenda of system transformation that promotes a managed transition to more sustainable, equitable and resilient futures.
Les économies et les sociétés sont en pleine transformation numérique. Ces changements apportent à la fois des opportunités et des défis et l’aptitude des pays à tirer parti des avantages d’un monde numérique dépend largement des compétences de leur population. Cette édition des Perspectives de l’OCDE sur les compétences a pour objectif de comprendre comment les politiques, en particulier celles qui affectent le développement et l’utilisation des compétences, peuvent influencer les résultats de la transformation numérique et garantir que la nouvelle vague technologique se traduise par un partage plus équitable des avantages entre les populations des pays et au sein de celles-ci. Pour que les individus puissent tirer parti des nouvelles technologies et ne soient pas laissés pour compte, un effort politique global et coordonné est nécessaire. Cet ensemble de politiques doit à la fois promouvoir la numérisation lorsque cette dernière augmente la productivité et le bien-être, et atténuer ses impacts négatifs.
The OECD Digital Economy Outlook 2020 examines trends and analyses emerging opportunities and challenges in the digital economy. It highlights how OECD countries and partner economies are taking advantage of information and communication technologies (ICTs) and the Internet to meet their public policy objectives. Through comparative evidence, it informs policy makers of regulatory practices and policy options to help maximise the potential of the digital economy as a driver for innovation and inclusive growth.
This third edition of the OECD Digital Economy Outlook provides a holistic overview of converging trends, policy developments and data on both the supply and demand sides of the digital economy. It illustrates how the digital transformation is affecting economies and societies. Finally, it provides a special focus on how the COVID-19 pandemic is amplifying opportunities and challenges from the digital transformation.
What does teaching look like? What practices are most impactful? By directly observing teaching in the classroom, this study trialled new research methods to shed light on these key questions for raising student outcomes around the world. This report provides a detailed account of classroom management, social and emotional support, and instructional practices in the classrooms of eight countries and economies, drawing upon the observation of lesson videos and instructional materials, the analysis of teacher and student questionnaires, and the measurement of students’ cognitive and non-cognitive outcomes.
A conectividade é a espinha dorsal da transformação digital e, como tal, são fundamentais políticas e medidas regulatórias que promovam o acesso a serviços de comunicação de alta qualidade a preços competitivos. Esta avaliação fornece um exame abrangente dos setores de comunicações e radiodifusão do Brasil, destacando áreas para reforma regulatória e de política pública com vistas a garantir uma transformação digital bem-sucedida e inclusiva no país. Analisa-se também o desempenho dos mercados de comunicação e radiodifusão, assim como suas políticas e regulamentações subjacentes. Com base nesta avaliação, são apresentadas recomendações em cinco áreas-chave: melhorar os arcabouços legal e regulatório; reformar a estrutura de tributos e taxas; melhorar as condições de mercado; promover a concorrência nos mercados da comunicação e da radiodifusão; e fortalecer as políticas públicas e sua elaboração baseada em evidências empíricas. Essas áreas devem ser tratadas simultaneamente para uma abordagem integrada da reforma.

It discusses efforts to enhance trust in the digital economy, focusing on digital security, privacy and consumer protection. It also reviews policies to promote digital innovation and examines the policy implications of emerging business models in key sectors.
The report reconsiders these policies in relation to their coherence across different domains and provides recommendations to foster synergies across government ministries, levels and institutions, based on the OECD Going Digital Integrated Policy Framework.

Connectivity is the backbone of the digital transformation, and as such, policies and regulatory measures that foster access to high-quality communication services at competitive prices are key. This review provides a comprehensive examination of Brazil’s communication and broadcasting sectors, highlighting areas for regulatory and policy reform that can help ensure a successful and inclusive digital transformation. It analyses market performance of the communication and broadcasting sectors, as well as underlying policies and regulations. Based on its findings, the report recommends actions in five key areas: improving the policy and regulatory framework; overhauling the taxation, fees and tariff framework; improving market conditions; fostering competition in communication and broadcasting markets; and strengthening national policies and evidence-based policy making. These areas should be addressed simultaneously, in order to ensure a holistic approach to reform.
1950 stellte Alan Turing erstmals die Frage, ob Maschinen denken können. Seitdem wurden im Bereich der künstlichen Intelligenz (KI) gewaltige Fortschritte erzielt. Heute verändert KI Gesellschaft und Wirtschaft. KI ermöglicht Produktivitätssteigerungen, kann die Lebensqualität erhöhen und sogar bei der Bewältigung globaler Herausforderungen wie Klimawandel, Ressourcenknappheit und Gesundheitskrisen helfen. Mit der weltweiten Einführung von KI-Anwendungen wachsen aber auch die Bedenken, die ihre Nutzung aufwirft, u. a. in Bezug auf menschliche Werte und Fragen wie Fairness, menschliche Entscheidungsfreiheit, Datenschutz, Sicherheit und Haftung. Dieser Bericht soll helfen, ein gemeinsames Verständnis von künstlicher Intelligenz aktuell und für die nahe Zukunft zu entwickeln. Dazu beschreibt er technische, wirtschaftliche und politische Entwicklungen, geht auf konkrete Anwendungsfälle ein und befasst sich mit grundlegenden Fragen der Politikgestaltung. Digitalisation is transforming the world of work and societies, and creating opportunities to learn and develop skills in new ways, times and places. The adoption and use of digital technologies can help Latin American countries close the skills gap with more advanced economies. Making the Most of Technology for Learning and Training in Latin America demonstrates how Latin American countries can realise the potential of new technologies for skills development in schools and all stages of life. It identifies barriers to accessing ICT infrastructure and connectivity limitations in Latin America, and provides recommendations on how they can be overcome to ensure that all students and citizens can benefit from new technologies for learning. The report explores the relationship between technology use in initial education and students’ performance in Latin America, and how policies can best support teachers as digital tools enter their classrooms. Digitalisation provides new opportunities for lifelong learning and this report examines the potential of open education and MOOCs in reaching those adults who are most in need of training in Latin American countries.
La créativité et l’esprit critique sont des compétences essentielles dans des sociétés et des économies complexes, mondialisées et de plus en plus numériques. Si les enseignants et les dirigeants politiques considèrent la créativité et l’esprit critique comme des objectifs importants de l’enseignements, beaucoup éprouvent des difficultés à concevoir comment développer ces compétences dans le cadre scolaire. Afin de rendre les choses plus visibles et tangibles pour les professionnels, l’OCDE a travaillé avec des réseaux d’écoles et d’enseignants dans 11 pays pour développer et tester un ensemble de ressources pédagogiques qui illustrent l’enseignement, l’apprentissage et la progression de la créativité et de l’esprit critique dans l’enseignement primaire et secondaire. Grâce à un portfolio de référentiels de compétences et d’exemples de plans de cours, les enseignants sur le terrain ont fait part de leur retour d’expérience, mis en place les stratégies d’enseignement proposées et rendu compte de leur travail. Des instruments de suivi de l’efficacité de l’expérience pour une étude de validation ont aussi été testés, y compris un retour qualitatif sur le terrain fourni par les coordinateurs d’équipe.
