In 2011 the international development community committed to make development co-operation more effective to deliver better results for the world’s poor. At the mid-point between commitments endorsed in the High-Level Forum in Busan, Korea in 2011 and the 2015 target date of the Millennium Development Goals,  this report takes stock of how far we have come and where urgent challenges lie.

This report - a first snapshot of the state-of-play since Busan - reveals both successes and shortfalls. It draws on the ten indicators of the Global Partnership monitoring framework. Despite global economic turbulence, changing political landscapes and domestic budgetary pressure, commitment to effective development co-operation principles remains strong. Longstanding efforts to change the way that development co-operation is delivered are paying off. Past achievements on important aid effectiveness commitments that date back to 2005 have been sustained. Nevertheless, much more needs to be done to translate political commitments into concrete action. This report highlights where targeted efforts are needed to make further progress and to reach existing targets for more effective development co-operation by 2015.

The importance of financial literacy and specifically the need to promote financial education has been recognised as an important contributor to improved financial inclusion and individuals’ financial well-being as well as a support to financial stability. The relevance of financial education policies is acknowledged at the highest global policy level: in 2012, G20 Leaders endorsed the OECD/INFE High-level Principles on National Strategies for Financial Education that specifically identify youth as one of the priority targets of government policies in this domain. That same year, Asia-Pacific Economic Cooperation (APEC) Ministers of Finance identified financial literacy as a critical life skill.

The publication addresses the challenges linked to the introduction of financial education in schools, and provides practical guidance and case studies to assist policy makers, and a comparative analysis of existing learning frameworks for financial education in the formal school system.
 

This OECD Emission Scenario Document (ESD) provides information on the sources, use patterns, and potential release pathways of chemicals used in the manufacture of thermal and carbonless copy paper. The document presents approaches for estimating the environmental releases of and occupational exposures to additives and components used in thermal and carbonless copy paper coatings.

As have OECD countries, Colombia has recognised that the communications sector, and in particular high-speed Internet access provided by fixed and mobile broadband, represents a key infrastructure for improving productivity and economic growth and in enhancing the welfare of its citizens. This report reviews policies and regulations in the telecommunication service sector in Colombia. It puts forward recommendations aimed at furthering regulatory reform and stimulating market competition and investment in the sector as a building block for the future development of the Colombian economy. It aims to help achieve one of the government's goals, which is to develop a knowledge-intensive society.

The International Energy Agency's 2014 review of Austria’s energy policy analyses the energy policy challenges facing Austria and provides sectoral studies and recommendations for further policy improvements. It finds that Austria's energy policy  rests on three pillars – security of supply, energy efficiency and renewable energy sources.

The country’s decarbonisation drive has strengthened as the economy and renewable energy use have continued to grow, while fossil fuel use has decreased. Notably, Austria has more than tripled the public funding for energy research, development and demonstration since 2007.

Greenhouse gas emissions from energy use, which peaked in 2005, still need to be reduced further, and the transport sector offers prime opportunities for this. In the context of EU negotiations on an energy and climate policy framework to 2030, Austria should develop a strategy that also integrates security of supply and internal market dimensions.

Closer cross-border integration of both electricity and natural gas markets and systems is required to build a single European market. This calls for increased co-ordination and co-operation with neighbouring countries. Austria should also encourage investment in networks, optimise demand response and integrate variable renewable energy supply in a cost-effective and market-based manner.

A well-functioning internal market can help reduce the growing concerns over energy prices and costs, both for industry and for citizens. Austria could address these concerns also by implementing more energy efficiency measures and facilitating greater retail market competition.

Las evaluaciones se llevan a cabo para promover el aprendizaje mutuo, para fortalecer la rendición de cuentas de los gobiernos ante otros gobiernos y ante los ciudadanos y para mejorar el desempeño ambiental de los países, tanto de forma individual como colectiva. Las evaluaciones se apoyan en una amplia gama de datos económicos y ambientales. Cada ciclo de las Evaluaciones del desempeño ambiental abarca a todos los Estados miembros de la OCDE y a países socios seleccionados. Las evaluaciones más recientes son, entre otras, las de Sudáfrica (2013), Austria (2013), Italia (2013) y México (2013).
Este informe corresponde a la primera evaluación del desempeño ambiental de Colombia. Analiza los avances logrados en el ámbito del desarrollo sostenible y el crecimiento verde, con especial atención a la gestión de residuos y productos químicos y a las políticas que promueven una protección más eficaz y eficiente de la biodiversidad, así como su aprovechamiento sostenible.

This book explores emerging topics in innovation policy for more inclusive and sustainable growth, building on concrete examples. It develops the notion of experimental innovation policy – which integrates monitoring and feedback at the policy design stage, and occurs continuously to improve impact and implementation. This approach should help improve the quality and efficiency of public expenditures supporting innovation policy.

Experimental policy making is particularly important for new and emerging innovation domains, where the scope for learning and improvement is the greatest. To make the discussion as concrete and relevant as possible for practitioners and policy makers, three emerging domains of innovation policy are explored in greater detail: innovative entrepreneurship, green innovation, and pro-poor or base-of-the-pyramid (BoP) innovation.

Taxation is at the core of countries' sovereignty, but in recent years, multinational companies have avoided taxation in their home countries by pushing activities abroad to low or no tax jurisdictions. The G20 asked OECD to address this growing problem by creating this action plan to address base erosion and profit shifting. This plan identifies a series of domestic and international actions to address the problem and sets timelines for the implementation.

National Accounts at a Glance presents information using an "indicator" approach, focusing on cross-country comparisons. The aim being to make the national accounts more accessible and informative, whilst, at the same time, taking the opportunity to present the conceptual underpinning of, and comparability issues inherent in, each of the indicators presented.

The range of indicators reflects the richness inherent in the national accounts dataset and encourages users to refocus some of the spotlight that is often placed on gross domestic product (GDP) to other economic important indicators, which may better respond to their needs. The publication is broken down into eight key chapters, and provides indicators related to GDP, income, disposable income, expenditure, production, household, government, corporations and capital respectively.
