Unlocking what drives tax morale – the intrinsic willingness to pay tax – can greatly assist governments in the design of tax policies and their administration, particularly in developing countries where compliance rates are low. This report builds on previous OECD research to identify some of the key socio-economic and institutional drivers of tax morale across developing countries, and seeks to test for evidence of the social contract by examining the impact of public services on tax morale. It also uses new data on tax certainty as an entry point to explore tax morale in businesses, where existing research is very limited. Finally, the report identifies a range of factors related to the tax system that may affect business decision making, how they vary across regions, and suggests some areas for future research. Overall, the report provides a range of suggestions for further work, and how tax morale considerations can be integrated into holistic tax compliance strategies.

The eighth edition of the OECD's Tax Administration Series, this report provides internationally comparative data on aspects of tax systems and their administration in 58 advanced and emerging economies. The publication presents the results of the 2018 International Survey on Revenue Administration (ISORA), a multi-organisation international survey to collect national-level information and data on tax administration governed by four partner organisations: CIAT, the IMF, IOTA and the OECD. For the 2018 survey round, the Asian Development Bank (ADB) agreed to participate along with the four partner organisations.

The report has three parts. The first contains four chapters that examine and comment on tax administration performance and trends up to the end of the 2017 fiscal year. The second part presents ten tax administration-authored articles providing a country view on a range of topical issues to tax administration, while part three contains all the data tables that form the basis of the analysis in this report as well as details of the administrations participating in this report.

In recent years, Romania has undergone major economic, social and political transformations. Given the significant emigration of the Romanian population and the recognition of the contributions of the diaspora, Romanian authorities are seeking to better understand this pool of talent residing abroad, which has great potential to contribute to the economic and social development of Romania. This review provides the first comprehensive portrait of the Romanian diaspora in OECD countries. By profiling Romanian emigrants, this review aims to strengthen knowledge about this community and thus help to consolidate the relevance of the policies deployed by Romania towards its emigrants.

A majority of workers in the world are informally employed and contribute to economic and social development through market and non-market activities that are not protected, regulated, well-recognised or valued. This study provides an in-depth diagnosis of informality and the vulnerability prevailing in the informal economy. It explores new ideas to improve the lives of workers in the informal economy based on the ILO indicators of informality and the new OECD Key Indicators of Informality based on Individuals and their Household (KIIbIH).

The report contributes in four ways to the global debate on the transition from the informal to the formal economy: 1) by examining the multiple faces of informality in a large sample of countries representing diverse conditions, locations and stages of development; 2) by presenting new empirical evidence on the links between informality and the development process; 3) by assessing risks and vulnerabilities in the informal economy, such as poverty and occupational risks, which can be mitigated with social protection and appropriate risk management instruments; 4) by showing that the transition to formality is a complex issue that touches on a wide range of policy domains.

This report outlines a strategy for managing fraud and corruption risks related to the European Structural and Investment (ESI) Funds in the Slovak Republic. It suggests targeted and tailored actions for the authorities responsible for these funds, building on their existing fraud and corruption risk management practices. The strategy and key actions draw from the OECD Recommendation of the Council on Public Integrity, as well as European Commission guidance and international standards of inter alia the Committee of Sponsoring Organizations of the Treadway Commission (COSO), Institute of Internal Auditors (IIA) and International Organization for Standardization (ISO).

This technical report details the steps, procedures, methodologies, standards and rules that the OECD Starting Strong Teaching and Learning International Survey 2018 (TALIS Starting Strong 2018) used to collect high-quality data. The primary purpose of the report is to support readers of the international and subsequent thematic reports as well as users of the public international database when interpreting results, contextualising information and using the data. A user guide complements this technical report and provides detailed guidance and examples for individuals using the TALIS Starting Strong 2018 data.

Do teachers spend more time on actual teaching and learning in a typical lesson compared to previous years? Do they feel prepared to teach when they start teaching? What sort of continuous professional development programmes do they participate in and how does it impact their practice? This report looks first at how teachers apply their knowledge and skills in the classroom in the form of teaching practices, with an accompanying assessment of the demographic makeup of those classrooms and the school climate to provide context on learning environments. The volume then assesses the ways in which teachers acquired their knowledge and skills during their early education and training, as well as the steps they take to develop them through continuous professional development over the course of their career. Based on the voice of teachers and school leaders, the report offers a series of policy orientations to help strengthen the knowledge and skills of the teaching workforce to support its professionalism.

The OECD Teaching and Learning International Survey (TALIS) is the largest international survey asking teachers and school leaders about their working conditions and learning environments, and provides a barometer of the profession every five years. Results from the 2018 cycle explore and examine the various dimensions of teacher and school leader professionalism across education systems.

Governments and providers of development co-operation increasingly use Sustainable Development Goal indicators to guide their policies and practices. The close examination of three large recipients of development co-operation: Ethiopia, Kenya and Myanmar across the sectors of Education, Sanitation and Energy reveals four inter-related challenges in using SDG indicators at country level. First, the cost of using specific SDG indicators varies in relation to indicator complexity – complementary investments in country statistical systems may be necessary. Second, providers synchronising their country-level results planning with partner countries find it easier to align to and measure SDG indicators together with the partner country and other providers. Third, reliance on joint monitoring approaches is helping providers reduce the cost of SDG monitoring. Finally, while disaggregating SDG data by gender and by urban-rural dimensions is common, other data disaggregation relevant to ensure that no one is left behind are rare.

This report analyses planned infrastructure projects, decision-making frameworks related to infrastructure development and strategic planning documents in eight countries in Central Asia and the Caucasus: Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan and Uzbekistan. It compares current investment flows with countries' national development objectives to identify misalignments and provides policy-makers with recommendations to improve the integration of climate change and other environmental concerns into infrastucture development decision-making processes. The report presents a comprehensive overview of infrastructure investment, primarily in the transport and energy sectors, throughout the region and identifies the risks and opportunities emerging from current investment patterns.

Universities’ entrepreneurship and innovative practices are burgeoning all over Italy. Some of these practices resonate at the international level while others have a local impact. Italian higher education faces some important challenges and actions need to be taken to unleash its full potential. Promoting the entrepreneurial and innovation agenda can help Italy improve the overall performance of the higher education system, and of individual universities, in all regions. The government has started providing a strategic support to engagement, which could catalyse Italy’s innovation capacity, human capital endowment, and well-being.

This review illustrates policy actions promoting the entrepreneurial and innovative activities in the Italian Higher Education System, and focuses on 11 case study universities. It discusses strategies and practices adopted by Italian higher education institutions to innovate, engage, and generate value for the society and the economy. This review is part of a series of national reports implementing the HEinnovate framework. HEinnovate is a guiding framework that the OECD and the European Commission have developed to promote the “entrepreneurial and innovation agenda” in higher education.

The Austrian higher education system has consistently recognised the need to become more entrepreneurial and innovative with a view to supporting the economic, social and cultural development of the country and its regions. Over the past decades, the government has been implementing a broad reform agenda to provide strategic funding, diversify higher education institutions (HEIs) and promote an allocation of students that improves the quality of services and empowers them vis à vis the future of work and society.

This review illustrates policy actions promoting the development of entrepreneurial and innovative activities in the Higher Education System and individual HEIs. In addition, based on information gathered during study visits, the review discusses strategies and practices adopted by Austrian HEIs to innovate, engage, and generate value for their own ecosystems and networks. This report presents an assessment of Mexico's recent education reforms. Education systems worldwide require continued policy efforts in essential areas to improve student learning, such as: the need to prioritise equity; providing learning environments that are fit for the 21st century; ensuring that schools are run and staffed by high-quality professionals who are well supported; and designing evaluation and assessment frameworks that support schools and assist policy makers in promoting effective student learning and quality of education for all. Mexico's education system has evolved in this direction, but many of the recent reforms need time to mature and flexibility to be adjusted to ensure schools can deliver quality education.

In Mexico, like in many other countries, there is a considerable distance between national policy making and the learning that happens in schools. Closing this gap requires substantial resources, capacity and support from state authorities, who have an important role to play as operators of the system, as well as from education stakeholders across the country. In complex education systems, implementation is not only about executing the policy but also building and fine-tuning it collaboratively. This OECD report aims to support Mexico in this endeavour.

SMEs that grow have a considerable positive impact on employment creation, innovation, productivity growth and competitiveness. Digital technologies and global value chains offer new opportunities for SMEs to participate in the global economy, innovate and strengthen productivity. Yet SMEs are lagging behind in the digital transition and are disproportionately affected by market failures, trade barriers, policy inefficiencies and the quality of institutions. A cross-cutting approach to SME policy can enhance SME innovation and scale-up, as well as their contributions to inclusive growth. This includes a business environment conducive to risk-taking and experimentation by entrepreneurs, as well as access to entrepreneurship competencies, management and workforce skills, technology, innovation, and networks.

This report on Italy is the sixth country study published in a series of reports looking into how policies connect people with jobs. It discusses how active labour market policies in Italy are performing both on the national and the regional level, focussing particularly on the reform process in the system of public employment services initiated by the Jobs Act. The ongoing reform has good potential to improve the performance of employment services in Italy, particularly if the stakeholders of the system cooperate to establish a binding performance management framework and develop national IT infrastructure supporting the tasks of the local offices to serve jobseekers and employers. The National Agency for Active Labour Market Policies has a key role in encouraging the cooperation between the stakeholders, leading the development of new tools and methodologies and thus supporting the local employment offices to implement the new service model. Besides the general reform process, the review looks at some specific approaches regarding providing employment services in Italy – using jobseeker profiling tools to target active labour market policies; increasing quality and capacity of employment services by contracting out employment services to private service providers; and reaching out to employers and advancing demand-side services.

As power systems around the world transform, power system flexibility has become a global priority. A range of operational, policy and investment-based interventions are available to render modern systems more flexible, thereby facilitating cleaner, and more reliable, more resilient, and more affordable energy. This report identifies challenges and opportunities to unlock system flexibility and accelerate power system transformation (PST) efforts. It provides an overview of the policy, regulatory and market instruments which can be implemented in different power sector contexts to mitigate these challenges. Importantly, all power system assets, including variable renewable energy, can provide flexibility services, if enabled by proper policy, market and regulatory frameworks. These assets include power plants, electricity networks, energy storage and distributed energy resources. A wealth of known strategies, approaches and instruments can be readily applied and adapted to power systems. These include modifications to: energy strategies; legal frameworks; policies and programmes; regulatory frameworks; market rules; system operation protocols; and connection codes. Moving forward, updating system flexibility policies to match the pace of technological development can help to accelerate global PST, while ensuring that all classes of power system assets are able to receive fair remuneration for the flexibility services they are capable of providing.

This report assesses the implementation of corporate governance reforms in the hydrocarbons sector in Ukraine, using as a benchmark the OECD Guidelines on Corporate Governance of State-Owned Enterprises. The Review identifies a set of detailed recommendations as priority areas for reform addressed to the state’s role as owner and shareholder in economically important SOEs operating in this sector. It also addresses recommendations to improve the corporate governance of Naftogaz - a vertically integrated state-owned oil and gas company group with extensive operations in the Ukrainian energy sector.

This is the fourth edition of Society at a Glance Asia/Pacific, the OECD’s overview of social indicators for the region. The report addresses the growing demand for quantitative evidence on social well-being and its trends across countries in Asia and the Pacific.  Chapter 1 introduces this volume and provides readers with a guide to help them interpret OECD social indicators. Chapter 2 focuses on issues around extending coverage and the future of social protection in Asia and the Pacific. Already, there are many workers in Asia and the Pacific whose job does not entitle them to social and health supports. Digitalisation and changes in the nature of work may lead to further job-loss, but also increase economic labour market and economic inequalities between high- and low-skilled workers; workers with and without access to social benefits. These rising inequalities will further challenge social policy development in its quest to get support to those who need it most. The chapter includes some country programme examples to illustrate possible policy responses. Chapter 3 to 7 each present five indicators on general context, self-sufficiency, equity, health and social cohesion.

This report, the ninth edition of the biennial OECD overview of social indicators, addresses the growing demand for quantitative evidence on social well-being and its trends. This year’s edition presents 25 indicators, several of which are new, and includes data for 36 OECD member countries and, where available, key partners (Brazil, China, India, Indonesia, Russia and South Africa) and other G20 countries (Argentina and Saudi Arabia).

The report features a special chapter on lesbian, gay, bisexual and transgender (LGBT) people: their numbers, how they fare in terms of economic outcomes and well-being, and what policies can improve LGBT inclusivity. It also includes a special section based on the 2018 OECD Risks That Matter Survey on people’s perceptions of social and economic risks and the extent to which they think governments address those risks. In addition, the report provides a guide to help readers in understanding the structure of OECD social indicators.
