The COVID-19 crisis has reiterated the importance of adult learning and career guidance services as many adults have lost their jobs and now require upskilling and reskilling opportunities in order to keep pace with the rapidly evolving world of work. Yet, in order to achieve its positive gains, adult training needs to be of high quality and ensure successful learning experiences for all participants. This report therefore aims at supporting public authorities to enhance quality in the field of non-formal adult learning. It provides an overview of quality assurance systems across Europe, highlighting their implementation features, governance structures and success factors. Based on this analysis, the report develops a Quality Assurance in Adult Learning Decision Tree to support the decision-making process of governments that are planning reforms of their quality assurance systems.

Green budget tagging can be a useful tool in an overall approach to green budgeting. This introductory guidance was developed by the OECD under the Paris Collaborative on Green Budgeting in collaboration with institutional partners working under Helsinki Principle 4 of the Coalition of Finance Ministers for Climate Action (IADB, IMF, UNDP, World Bank) and draws lessons from existing country practices. It was informed by a series of round-table events with countries implementing green budget tagging. The document aims to provide high-level guidance in relation to designing, implementing and improving green budget tagging.

This review analyses regulatory barriers to competition in the logistics sector in Brunei Darussalam, with the goal of helping the government make regulation more pro-competitive while fostering long-lasting growth. This report is based on a competition assessment of laws and regulations conducted by the OECD in the framework of the project “Fostering Competition in Asean”. Besides developing recommendations to promote the competitive and efficient functioning of markets under review, this report also includes estimates of how the implementation of certain recommendations could impact the economy. An OECD Competitive Neutrality Review of Small-package Delivery Services in Brunei Darussalam was launched together with this study.

L’Examen de l'OCDE des pêcheries 2020 vise à appuyer les décideurs et les acteurs du secteur dans les efforts qu’ils déploient pour que la pêche soit durable et résiliente et pour qu’elle puisse ainsi procurer des emplois, des produits alimentaires et des moyens de subsistance aux générations futures. Il se fonde sur une mise à jour et une analyse de la base de données de l’OCDE sur l’estimation du soutien à la pêche et à l’aquaculture (ESPA), qui constitue l’ensemble de données à l’échelle nationale le plus complet, détaillé et cohérent sur le soutien public à la pêche. Il contient en outre une présentation et une analyse de nouvelles données sur la santé des stocks, sur la gestion des principaux stocks ayant un intérêt commercial et sur la gouvernance des pêches dans les pays de l’OCDE et économies émergentes où le secteur halieutique est important. Ce rapport apporte un éclairage sur ce que font les pouvoirs publics pour limiter au minimum les impacts préjudiciables de la pêche sur les ressources et les écosystèmes, éliminer la pêche illégale, non déclarée et non réglementée (INN) et accroître les avantages socioéconomiques de l’activité. Il suggère des actions prioritaires au niveau national et pour la communauté internationale.
