This OECD Emission Scenario Document (ESD) is intended to provide information on the sources, use patterns, and potential release and exposure pathways of non-volatile chemicals used in Aqueous Film-Forming Foams (AFFFs) in firefighting applications. The document presents standard approaches for estimating the environmental releases of and occupational exposures to chemicals used in AFFF.

В настоящем отчете представлены цели, методология, процедуры и основные выводы по итогам реализации проекта ОЭСР «Укрепление потенциала государственных финансов стран ВЕКЦА в сфере зеленых инвестиций». Проект осуществлялся в период с 2016 по 2019 год для оказания содействия странам-партнерам (Казахстану, Кыргызстану и Молдове) в переходе на более устойчивый путь развития за счет снижения энергоемкости и углеродоемкости их экономик. Проектная команда в сотрудничестве с профильными министерствами каждой из стран разработала программы государственных инвестиций в полном соответствии с передовой международной практикой. Эти программы направлены на выполнение ключевых задач экологической и климатической политики стран-партнеров. В частности, программы поддержки экологически чистого общественного транспорта делают упор на снижение уровня загрязнения воздуха и сокращение выбросов парниковых газов, генерируемых целевым сектором, прежде всего, в крупных городах. Реализация данных программ станет наглядным примером того, как можно использовать ограниченные государственные ресурсы для поощрения инвестиций частного сектора в проекты, дающие значительную экологическую и социально-экономическую выгоду.

La législation existante n’a cessé de s’étoffer au fil du temps dans les pays dans le sillage des actions menées par les gouvernements pour faire face aux enjeux émergents. Pourtant, les lois existantes et nouvelles ne sont pas toujours parfaitement adaptées aux cadres réglementaires existants, d’autant que les économies et les pays sont de plus en plus interconnectés. Les Principes de bonne pratique de l’OCDE pour l’examen de la réglementation existante offrent un cadre pratique et souple auquel les pays peuvent se conformer lorsqu’ils examinent les lois. Ces principes aident les pays à établir leurs régimes d’évaluation ex post, tout en leur donnant des conseils pratiques sur les méthodologies à adopter. Le présent rapport s’inscrit dans une série de « principes de bonne pratique » élaborés sous la direction du Comité de la politique de la réglementation de l’OCDE. Comme les autres rapports de la série, il complète et précise les principes formulés dans le cadre de la Recommandation du Conseil de 2012 concernant la politique et la gouvernance réglementaires.

Bulgaria has made solid progress in its territorial governance and socio-economic development. Yet, it has not been able to counteract large and increasing territorial disparities. Doing so will require addressing remaining structural challenges that may be limiting further transformation, government performance and regional resilience. It will also depend on shifting from a centrally-designed approach to regional development policy to one that incorporates subnational input and carefully considers regional specificities. Such a shift, coupled with a revitalised multi-level governance model to strengthen regional and municipal governance, could generate more balanced regional development and inclusive growth in Bulgaria. This multi-level governance study considers the avenues Bulgarian national and subnational authorities could take to ensure more place-based regional development and governance. It emphasises a comprehensive, yet incremental, approach to decentralisation and regionalisation reforms to generate more effective and balanced regional development.

Managing the growth of urban traffic is vital for improving the liveability of our cities. This report examines how governments can encourage citizens to use alternatives to private cars in order to reduce car dependency, regardless of how they are powered or who drives them. The report analyses fiscal policies and other instruments for managing urban traffic and correcting current policy biases that favour automobile travel over more sustainable and affordable transport options. It also reviews international experience in co-ordinating transport planning with land-use development and in allocating space to walking and cycling in order to make transport more efficient and streets less congested.

White collar crimes like tax evasion, bribery, and corruption are often concealed through complex legal structures and financial transactions facilitated by lawyers, accountants, financial institutions and other "professional enablers" of such crimes. These crimes have significant impacts on government revenue, public confidence and economic growth, including the recovery from COVID-19. This report sets out a range of strategies and actions for countries to take to tackle professional intermediaries who enable tax evasion and other financial crimes on behalf of their criminal clients. The report highlights the damaging role played by these intermediaries and the importance of concerted domestic and international action in clamping down on the enablers of crime, and includes recommended counter-strategies for deterring, disrupting, investigating and prosecuting the professionals who enable tax and white collar crimes.
