Many fisheries around the world are characterised by excessive fishing effort, low productivity and inadequate profitability.  Considerable benefits can be made from rebuilding such fisheries.  This publication analyses the issues and challenges governments face as they develop and implement plans to rebuild fisheries.  The focus is on the economic and institutional issues and builds on evidence from OECD fisheries.

Too many fishing vessels chasing too few fish is a persistent problem in many countries. To address this, governments often turn to vessel decommissioning schemes as a means of adjusting fishing capacity to match available fish resources. This report presents a set of best practice guidelines on the design and implementation of decommissioning schemes. By drawing on case studies of decommissioning schemes from OECD and non-OECD countries, it provides policy makers and fisheries managers with detailed analysis of the economic issues surrounding decommissioning schemes.

Over the last decades, and in line with the adoption of the Sustainable Development Goals (SDGs) in 2015, cities and regions have played an important part in helping to implement global agendas at local level through their Decentralised Development Cooperation (DDC) activities. This report analyses the evolution of financial flows, emerging trends and innovative paradigms related to the development co-operation of local and regional governments, including but not limited to official development assistance extended by sub-national governments. It promotes a territorial approach to development co-operation and provides policy recommendations to maximise the effectiveness, benefits and outcomes of DDC at all levels, while acknowledging the diversity of approaches, definitions and concepts across OECD DAC countries active in DDC.

This annual publication describes major developments affecting the commercial fisheries of OECD countries, including government policy and action, and developments in production, processing, marketing and international trade.

1995 OECD landings surpassed slightly the 28 million tons landed in 1994. However, as in the previous year, many fishing communities experienced serious financial difficulties resulting from lower prices. Trade in fish and fish products changed only slightly. This reflects a strong attachment by consumers to healthy products coupled with lower prices on the main species. Aquaculture production continued to fare well. It is expected that, as this sector continues to develop to its full potential, it will increasingly be relied upon as a stable source of seafood.

This report aims to provide G7 agricultural policy makers with insights to better understand the design, objectives and mechanisms of national and regional, voluntary and mandatory due diligence-related measures. The report creates a fact-based selective inventory for policy makers to identify common elements across the measures with a view to strengthening, where possible, coherence of G7 policy responses to promote responsible business conduct in agricultural supply chains. Rural regions in Colombia have untapped potential to boost wealth and well-being in the country. Despite remarkable economic growth over the last two decades, Colombia’s development policy needs to increase its focus on rurality, as regional inequalities remain high by OECD standards and structural challenges still prevent greater development in rural places. This report assesses trends, challenges and opportunities of rural Colombia and examines the country’s rural development policy. It offers recommendations to mobilise rural assets and improve rural well-being with a focus on: strengthening multi-government coordination and policy implementation; enhancing transport and broadband connectivity as well as accessibility to quality education and health and; improving land use management in rural Colombia.
