Chile’s planning and governance framework has supported the roll-out of high quality and efficient infrastructure that has been a key enabler of the country’s rapid development over the past two decades. However, changing circumstances such as climate change, decentralisation and a greater focus on social and territorial equity now require a change in how infrastructure needs are identified and addressed. This review examines Chile’s infrastructure stock and governance standards in light of the country’s 2030 growth agenda and OECD benchmarks, and sets out how such change can be achieved, with a special focus on transport and water infrastructure.

La planificación y el marco de gobernanza de Chile permitieron en las últimas dos décadas el despliegue de infraestructura eficiente y de alta calidad, un elemento clave en el rápido desarrollo del país en ese período. Sin embargo, las circunstancias emergentes tales como el cambio climático, la descentralización y un enfoque mayor en la equidad social y territorial, requieren un cambio en la manera en la cual las necesidades de infraestructura son identificadas y abordadas.
Esta revisión examina la infraestructura actual y los estándares de gobernanza en Chile, a la luz de los objetivos de la agenda de crecimiento del país al año 2030 y estudios comparativos de la OCDE, además de establecer cómo es posible lograr ese cambio, con un enfoque especial en infraestructura de transporte y agua.

As financial institutions whose business is the acceptance and management of risk, insurers are expected to have sound governance practices and effective risk management systems. The nature of their business activities requires insurers to be subject to tailored guidance on their risks and responsibilities.
 
The OECD Guidelines on Insurer Governance provide guidance and serve as a reference point for insurers, governmental authorities, and other relevant stakeholders in OECD and non-OECD countries. The Guidelines have been revised and expanded for the second time since they were first adopted in 2005 to reflect evolving market practices and updates to international guidance following the financial crisis.

La nature de leurs activités les oblige à se soumettre à des principes de conduite spécifiques concernant leurs risques et responsabilités.
 
Les Lignes directrices de l’OCDE sur la gouvernance des assureurs ont pour but de définir des lignes de conduite et de servir de référentiel aux assureurs, aux autorités publiques et aux autres parties prenantes concernées dans les pays membres et non membres de l’OCDE. Elles ont été révisées et augmentées pour la deuxième fois depuis leur adoption en 2005 afin de refléter l’évolution des pratiques et la mise à jour des recommandations internationales dans le domaine après la crise financière.

The digital transformation of economic activities is creating significant opportunities for innovation, convenience and efficiency. However, recent major incidents have highlighted the digital security and privacy protection risks that come with an increased reliance on digital technologies. While not a substitute for investing in cyber security and risk management, insurance coverage for cyber risk can make a significant contribution to the management of cyber risk by promoting awareness about exposure to cyber losses, sharing expertise on risk management, encouraging investment in risk reduction and facilitating the response to cyber incidents. This report provides an overview of the financial impact of cyber incidents, the coverage of cyber risk available in the insurance market, the challenges to market development and initiatives to address those challenges. It includes a number of policy recommendations which support the development of the cyber insurance market and contribute to improving the management of cyber risk.

The 2017 edition of Pensions at a Glance highlights the pension reforms undertaken by OECD countries over the last two years. Moreover, one special chapter focuses on flexible retirement options in OECD countries and discusses people’s preferences regarding flexible retirement, the actual use of these programs and the impact on benefit levels.

This edition also updates information on the key features of pension provision in OECD countries and provides projections of retirement income for today’s workers. It offers indicators covering the design of pension systems, pension entitlements, the demographic and economic context in which pension systems operate, incomes and poverty of older people, the finances of retirement-income systems and private pensions.

Cette publication constitue un ensemble unique d’indicateurs reflétant le niveau et la structure des actifs et passifs financiers des investisseurs institutionnels dans les pays de l’OCDE (à l’exception de l’Australie) et dans la Lituanie et la Fédération de Russie. Les concepts et les définitions reposent essentiellement sur le système de comptabilité nationale. Les données proviennent des sources nationales.

Les données se rapportent aux encours d’actifs et passifs financiers tels que numéraire et dépôts, titres, crédits, et actions. Lorsque c’est pertinent, les données sont ventilées selon leur maturité et résidence. La publication couvre les fonds d’investissement, dont les fonds à capital variable et ceux à capital fixe, ainsi que les sociétés d’assurance et les fonds de pension autonomes. Les indicateurs sont présentés en pourcentage du PIB pour les comparaisons internationales, et au niveau de chaque pays, à la fois en monnaie nationale et en pourcentage du total des actifs financiers de l’investisseur. Les séries temporelles présentent les données disponibles pour les 8 dernières années.

Institutional investors (investment funds, insurance companies and pension funds) are major collectors of savings and suppliers of funds to financial markets. Their role as financial intermediaries and their impact on investment strategies have grown significantly over recent years along with deregulation and globalisation of financial markets.
This publication provides a unique set of statistics that reflect the level and structure of the financial assets and liabilities of institutional investors in the OECD countries (with the exception of Australia), and in Lithuania and the Russian Federation. Concepts and definitions are predominantly based on the System of National Accounts. Data are derived from national sources.

Data include outstanding amounts of financial assets and liabilities such as currency and deposits, securities, loans, and shares. When relevant, they are further broken down according to maturity and residency. The publication covers investment funds, of which open-end companies and closed-end companies, as well as insurance corporations and autonomous pension funds. Indicators are presented as percentages of GDP allowing for international comparisons, and at country level, both in national currency and as percentages of total financial assets of the investor. Time series display available data for the last eight years.

Цель настоящего доклада заключается в освещении того, каким образом страны ВЕКЦА и их партнеры по сотрудничеству в целях развития ведут совместную работу по финансированию усилий, направленных на смягчение последствий изменения климата и адаптацию к изменению климата, с использованием базы данных Комитета ОЭСР по помощи в целях развития  для анализа потоков климатического финансирования в разбивке по секторам, поставщикам финансирования, финансовым инструментам, каналам и т.д. В 2013 и 2014 годах одиннадцати странам ВЕКЦА был выделен значительный объем финансирования из международных институциональных источников (3,3 миллиарда долларов США в год), однако масштабы этого финансирования значительно варьируются от страны к стране и не являются достаточными для достижения или превышения плановых показателей в области климата, которые были заявлены ими в предполагаемых определяемых на национальном уровне вкладах (ПОНУВ), представленных к 21-й Конференции сторон РКИК ООН.

Хотя странами ВЕКЦА уже разработан целый ряд стратегий, связанных с климатом, вопрос о том, насколько эффективно осуществляются эти стратегии и в какой степени они способствуют дальнейшей мобилизации климатического финансирования, остается открытым. В связи с этим настоящий документ предлагает вопросы, отвечая на которые правительства стран ВЕКЦА смогут самостоятельно оценить свою готовность к использованию возможностей доступа к увеличивающимся объемам климатического финансирования из государственных, частных, международных и внутренних источников.

In 2017, the Royal Government of Cambodia published a new Social Protection Policy Framework (SPPF), providing an ambitious vision for a social protection system in which a comprehensive set of policies and institutions operate in sync with each other to sustainably reduce poverty and vulnerability.The Social Protection System Review of Cambodia prompts and answers a series of questions that are crucial for the implementation ofthe framework : How will emerging trends affect the needs for social protection, now and into the future? To what extent are Cambodia’s social protection instruments able – or likely – to address current and future livelihood challenges? How does fiscal policy affect social protection objectives?
 
This review provides a contribution to the ongoing policy dialogue on social protection, sustainable growth and poverty reduction. It includes four chapters. Chapter 1 is a forward-looking assessment of Cambodia’s social protection needs. Chapter 2 maps the social protection sector and examines its adequacy. An investigation of the distributive impact of social protection and tax policy is undertaken in Chapter 3. The last chapter concludes with recommendations for policy strategies that could support the establishment of an inclusive social protection system in Cambodia, as envisaged by the SPPF.

Understanding Financial Accounts seeks to show how a range of questions on financial developments can be answered with the framework of financial accounts and balance sheets, by providing non-technical explanations illustrated with practical examples: What are the basic principles, concepts and definitions used for this framework which is part of the system of national accounts? What sources and which methodologies are used for their compilation? How are these used to monitor and analyse economic and financial developments? What can we learn about the 2007-2009 economic and financial crisis when looking at the numbers provided in this framework? What can we learn about financial risks and vulnerabilities? This publication is intended for young statisticians, students, journalists, economists, policy makers and citizens, who want to know more about the statistics that are at the heart of the analysis of financial developments in OECD economies.

This report discusses the main results of a project on how to reduce air pollution from urban public transport in Kazakhstan, by providing an analysis for designing a green public investment programme in this sector. This sector represents an opportunity for Kazakhstan to address key objectives in its environmental and climate-related policies as part of the country’s ambitions to transition to a green economic path of development. The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by clean fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Kostanay and Shymkent and the second, all major urban centres in Kazakhstan. These investments are expected to result in significant air improvement.

Elle comprend des statistiques comparables des recettes fiscales et non fiscales pour 16 pays africains : l’Afrique du Sud, le Cabo Verde, le Cameroun, la République démocratique du Congo, la Côte d’Ivoire, le Ghana, le Kenya, le Maroc, Maurice, le Niger, l’Ouganda, le Rwanda, le Sénégal, le Swaziland, le Togo et la Tunisie. This report assesses the state of Armenia’s sanitation services, which are in poor shape, and proposes ways forward for reforming the sector by: ensuring equitable access by all and identifying solutions that work for the poorest and most remote communities; generating economies of scale and scope, and reducing both investment and operational costs for the efficient delivery of sanitation services; and moving towards sustainable cost recovery for the sanitation sector, by identifying how much funding can be mobilised from within the sector and how much external transfers are required. The state of Armenia’s sanitation services are inadequate, with 51% of the population in rural areas using unimproved facilities, causing direct damage to the environment and exposing inhabitants to health risks, and better access but degraded sewerage-system infrastructure in urban areas, posing health hazards due to potential cross-contamination between sewage and drinking water. According to preliminary estimates, EUR 2.6 billion of investments will be required to meet Armenia’s sanitation needs, with approximately EUR 1 billion needing to be spent in the next 7 to 10 years. Given the country’s current economic situation, this investment will have to be spread over time and targeted to avoid further deterioration of infrastructure and increase of the financing gap.

This review, which was prepared in response to Kazakhstan's 2012 request to adhere to the Declaration on International Investment and Multinational Enterprises (OECD Declaration), analyses the general framework for investment as well as most recent reforms, and shows where further efforts are necessary. It assesses Kazakhstan’s ability to comply with the principles of openness, transparency and non-discrimination and its policy convergence with the OECD Declaration, including responsible business conduct practices. Capitalising on the OECD Policy Framework for Investment, this review studies other policy areas that are of key relevance to investment such as SME policy, infrastructure development, trade policy as well as anti-corruption efforts. Since the first review of Kazakhstan, in 2012, the authorities have made strides in opening the country to international investment and in improving the policy framework for investment as part of their efforts to diversify the economy to avoid continued overreliance on oil. Additional policy measures are nevertheless required to create a stimulating environment for investment if the government wants to fulfil its goal of economic diversification and sustainable development.
